How Parnas and Fruman’s Dodgy Donation Was Uncovered by Two People Using Google Translate | ||||

Lev Parnas and Igor Fruman have attained notoriety for their parts in the Ukraine mess. They’re both Soviet-born U.S. citizens who worked closely with the president’s personal lawyer, Rudy Giuliani, serving as emissaries in the campaign to oust then-U.S. Ambassador Marie Yovanovitch and press Ukraine’s government to investigate Joe Biden’s son.
But Parnas and Fruman also exemplify the shattering of norms when it comes to the influence of big money in politics during the administration of President Donald Trump — and that’s the subject of this week’s episode of “Trump, Inc”.
Using a recently formed LLC, Parnas and Fruman donated $325,000 to a pro-Trump super PAC in early 2018. They then attended a dinner with the president — at the president’s hotel — and got the ear of the president. At that dinner, in April 2018, Parnas and Fruman made the first known pitch to Trump to remove Yovanovitch, helping set in motion a series of events that led to the president’s impeachment.
Parnas and Fruman have since been indicted by federal prosecutors in New York for, among other things, acting on behalf of one or more Ukrainian officials who wanted the U.S. ambassador removed, and funneling money from a Russian businessman into campaigns in Nevada while concealing the source of the funds. The men have pleaded not guilty.At first glance, the indictments seem to show that potential campaign abuses are being effectively policed. But the “Trump, Inc.” episode shows just the opposite: The events came to light because of an improbable, almost random, series of events and at least one key slip-up.
Parnas and Fruman’s successful attempt to use money to win access to the president wasn’t brought to light by prosecutors. Or by the federal agency set up specifically to enforce the laws governing money in politics. It was uncovered by a few watchdogs responding to a question from a reporter and using Google Translate to decipher Russian-language articles published in Ukraine. “The only reason that we know about Parnas and Fruman is that they weren’t sophisticated donors,” said Robert Maguire, the research director at Citizens for Responsibility and Ethics in Washington.
The process began with a question. In a newsletter he wrote, reporter Lachlan Markay of The Daily Beast wondered about a $325,000 donation to the pro-Trump America First PAC attributed to an entity he’d never heard of called Global Energy Producers. Could anybody, he asked his readers, tell him anything about it?
That piqued the curiosity of Brendan Fischer, the director of the federal reform program at the elections watchdog group Campaign Legal Center. He noted the size of the donation, which represented 6.5% of what the America First PAC had taken in that quarter. He asked a researcher-investigator at the center, Maggie Christ, to begin digging.
Christ learned that Global Energy Producers was a Delaware LLC formed only five weeks before. There was no sign it was an operating business or had any assets. As is typical, the Delaware LLC’s address revealed nothing.
But Christ noticed a second address. It turned out to be the Boca Raton, Florida, home of a man named Lev Parnas. (Suffice it to say that most people who set up an LLC that shields their identity choose to leave their home address off the documents they file. Parnas’ lawyer declined to be interviewed.)
Christ had never heard of Parnas. He was a cipher online; he’d never been covered by the news, as far as Christ could discern. “Fruman and Parnas had no public footprints at that point,” she said. “They were just not public figures at all. So we were pretty confused as to what their motivations might have been.”
Christ kept pulling threads. Using Google Translate, she was able to read some Russian-language articles that had appeared in Ukraine, one of which described Fruman as a “channel of direct communication between the Jewish community of Kiev and the President of the United States.” From there she found indications that Parnas and Fruman had been at a dinner with the president as well as a photo of Fruman at Mar-a-Lago with Trump.
Suspicious, the Campaign Legal Center decided to file a complaint with the Federal Election Commission charging that Global Energy Producers was a front for an unnamed donor — which, the organization contended, would violate U.S. election laws.
The complaint generated more information. A lawyer in Florida representing a family claiming to be owed money by Parnas — an investment years ago in a movie called “Anatomy of an Assassin,” which the man asserted Parnas never repaid — contacted the Campaign Legal Center. That lawyer was then able to subpoena bank and wire transfer records. The resulting documents revealed that Global Energy Producers hadn’t donated the $325,000 to the America First PAC; a different shell company, this one owned by Parnas and wife, had actually contributed the money.
That only increased the suspicions, and ultimately federal prosecutors echoed the Campaign Legal Center’s assertions in their indictment, while also adding the allegation that Parnas and Fruman were acting on behalf of “at least one foreign official — a Ukrainian government official who sought the dismissal of the U.S. ambassador to Ukraine.”
What became of the complaint to the FEC? The agency isn’t allowed to say what, if anything, it’s doing in response to the complaint (though the FEC would typically step aside when prosecutors file criminal charges that parallel an FEC investigation).
But even if the FEC wanted to take action, it couldn’t. The agency no longer has the minimum number of commissioners legally required to bring an enforcement action, effectively making the agency impotent. And even before that, according to Commissioner Ellen Weintraub, a Democratic appointee, the agency had succumbed to total paralysis. What was once a partisan divide at the agency, she said, had turned into a dispute over whether the very notion of enforcing election laws has merit. It no longer matters, she said, whether the potential target of an investigation is a Republican or a Democrat.
As Weintraub put it: “So Republicans have voted over and over again not to enforce the law, not to investigate, not to pursue allegations against Democrats. And Democratic commissioners have, on the other hand, voted to pursue them. So most, most recently, we had a case alleging a multimillion dollar coordination scheme between a super PAC and the Hillary Clinton campaign. And I voted to pursue the investigation and the Republicans blocked it. And this has happened — this scenario — has happened over and over and over again.” (The two other sitting FEC commissioners, both Republican appointees, declined to be interviewed.)

The UAE announced, Sunday, that it has allocated $2 billion to Mauritania for the implementation of investment and development projects, and provided soft loans, according to the official Emirates News Agency (WAM).
The news agency stated that the initiative comes in implementation of the directives of the President of the Emirates, Khalifa bin Zayed, and the Crown Prince of Abu Dhabi, Mohammed bin Zayed.
On Saturday, the Mauritanian President, Mohamed Ould Ghazouani, started a visit to the Emirates, which e duration was not announced, and during which he will meet with several Emirati officials.
Earlier on Monday, the two countries exchanged documents on several memoranda of understanding and joint agreements, including a memorandum of understanding on mutual visa exemption, and a memorandum of understanding for technical and military cooperation.
Last week, the Mauritanian Prime Minister, Ismail Ould Bedde Ould Cheikh Sidiya, said that his country’s economy “achieved good results last year, as the growth rate reached 6.9 per cent in 2019,” with a slow down at 6.3 per cent in 2020.
Mauritania is trying to boost growth rates above 7 per cent, after years of sharp decline, as has decided in 2018 to involve the private sector in government strategic projects.

Местечковое мышление – склонность пренебрегать глобальными интересами во имя интересов «своего огорода». Наплевательское отношение к интересам страны перерастает в местечковое самоуправство и сумасбродство.
Местечковый ум мыслит исключительно в режиме, выгодно это моему «местечку» или нет. Всё должно быть так, как в моём местечке. То, что существует в моём местечке, несомненно, разумно. То, что принято в других местах – ересь, блажь, глупость и дурость.
Местечковое мышление всегда «Не нашего прихода». В некоторой деревне священник, сказывая проповедь внятным слогом и чувствительными выражениями, привел в слезы слушающих его поселян, все плакали, исключая одного крестьянина. Его спросили, для чего он не плачет? На сие ответил он: — Я не здешнего прихода.
Всё преходящее извне объявляется местечковым умом ложным, вредным, надуманным и не достойным внимания здравомыслящего человека, который, по определению, должен быть согласен с носителем местечкового сознания. Все инакомыслящие – вон отсюда, чемодан – вокзал. Человек, поражённый местечковым мышлением, живёт по принципу: друзьям – всё, врагам – закон.
Нищий с местечковым мышлением каждую пятницу является к купцу за подаянием. Однажды приказчик заявляет ему, что купец
велел ничего не давать, потому что выдает дочку замуж. – Хорошенькое дело делать дочери приданное за счёт меня.
В интеллектуальной области местечковое мышление проявляется как доктринёрство, то есть, как упрямое, слепое, педантичное, некритичное следование какой-либо определенной отжившей доктрине и защита её. По словам Алексия Касатикова, местечковость не готова ко встрече с жизнью, поскольку жизнь не собирается укладываться в уготованный гроб рамок местечкового мышления. В этот гроб можно уложить только лишь труп жизни, которую для этого надо убить, запретив ей перечить неуклюжим схемам местечкового мышления. А если жизнь не удаётся убить, то она изгоняется, а вместо неё в приготовленный гроб кладётся идол — искусственное создание, чем-то напоминающее жизнь и, в отличие от неё, во всём согласное с любыми пожеланиями местечкового доктринёра, еретика, сектанта.
Россиянину с его широтой души, как правило, несвойственно местечковое мышление. Его ум настроен на необъятные просторы России. Русский ум мыслит глобально, целостно, ему по нраву мышление в режиме «всё будет хорошо», «до свадьбы заживёт», «ничего». Поэтому он по определению отрицает уровень местечкового мышления. Поэтому он не делает трагедии из того, что враг временно оккупировал его «местечко». – Ничего, прорвёмся. Враг будет разбит. Победа будет за нами!
Однажды Бисмарк нанял ямщика, но усомнился, что его лошади могут ехать достаточно быстро. «Ничего-о!» – отвечал ямщик и понесся по неровной дороге так бойко, что Бисмарк забеспокоился: «Да ты меня не вывалишь?» «Ничего!» – отвечал ямщик. Тут сани опрокинулись, и Бисмарк полетел в снег, до крови разбив себе лицо. В ярости он замахнулся на ямщика стальной тростью, а тот загреб ручищами пригоршню снега, чтобы обтереть окровавленное лицо Бисмарка, и всё приговаривал: «Ничего… ничего-о!» Впоследствии Бисмарк заказал кольцо из этой трости с надписью латинскими буквами: «Ничего!» И признавался, что в трудные минуты он испытывал облегчение, говоря себе по-русски: «Ничего!» Когда «железного канцлера» упрекали за слишком мягкое отношение к России, он отвечал: «В Германии только я один говорю «ничего!», а в России – весь народ».
Местечковое мышление грешит сектантством. Журналист Владимир Добровольский пишет: «От местечкового мышления есть польза, когда оно решает проблемы на бытовом уровне, а когда речь идет о решении глобальных задач, оно наносит непоправимый ущерб их решению. Развитие происходит, но очень медленно и с перепадами из крайности в крайность. И сопротивляться этому сложно, потому что большинство людей не мыслит целостными категориями. Они предпочитают, чтобы за них думали другие…. В экономике царит хаос, потому что каждый «местечковый» деятель тащит одеяло на себя, стремясь урвать свой интерес и, мало заботясь об интересах государства. Даже если бы он и захотел позаботиться об интересах государства, в силу своего местечкового мышления, сделать бы этого не смог. Местечково, по большому счету, мыслить не выгодно. Мысля целостно, быстрей добьетесь желаемого и не будете в состоянии постоянной войны с собой и окружающим миром, так как противостояние уступит место сотрудничеству».

DUBAI (Reuters) – Iran is ready to cooperate with the European Union on issues related to the nuclear deal it agreed with world powers in 2015, President Hassan Rouhani was quoted as saying on Monday by the ISNA news service.
He made his comments at a meeting with Josep Borell, the head of the EU’s foreign service, who traveled to Iran to try to reduce tensions in the Middle East after the U.S. killing of Iranian military commander Qassem Soleimani last month.
Under the deal, Tehran agreed to curb its nuclear activities in exchange for the lifting of most international sanctions, but the United States withdrew from the deal in 2018 and reimposed sanctions on Iran.
“The Islamic Republic of Iran is still ready for interaction and cooperation with the European Union for resolving issues and, whenever the opposite side completely upholds their commitments, Iran will return to its commitments,” Rouhani said.
Iran began reducing its commitments under the nuclear deal last year to put pressure on the parties remaining in the accord to protect its economy from U.S. sanctions and allow the Islamic Republic to gain the full benefits outlined in the deal.
Iranian officials have said all of their actions have been within the parameters of the nuclear deal, are reversible and that they are still committed to having their program monitored by the International Atomic Energy Agency.
But Britain, France and Germany, which with the United States, Russia and China agreed the deal with Iran, declared Iran in violation of the 2015 pact last month and launched a dispute mechanism under which the matter could be referred back to the Security Council and U.N. sanctions reimposed.
Iran could quit the global nuclear Non-Proliferation Treaty (NPT) if European countries refer it to the U.N. Security Council over the nuclear agreement, Iranian Foreign Minister Mohammad Javad Zarif said in late January.
The 1968 NPT has been the foundation of global nuclear arms control since the Cold War.
Iran says it has never pursued the development of nuclear weapons.

Iran’s Supreme Court has affirmed a death sentence for a man accused of giving secrets about the country’s nuclear program to the CIA, a government spokesman announced Tuesday.
“Amir Rahimpour who spied for the CIA and received huge amounts of money and attempted to provide the U.S. intelligence service with a part of Iran’s nuclear information was tried and had been sentenced to death,” judiciary spokesman Gholam Hossein Esmayeeli said at a news conference in Tehran, according to Iran’s semiofficial FARS News Agency.
Esmayeeli said the sentence will be carried out “soon.” He did not give an exact date or other details about Iran’s plan to execute Rahimpour.
“It’s the first Iranian death sentence for spying on behalf of America in nearly a decade,” NPR’s Peter Kenyon reports.
The public announcement is the latest salvo in Iran’s dispute with the United States, which ratcheted up after President Trump abandoned an international nuclear deal and reimposed sanctions on Iran in 2018. Last month, a U.S. drone strike killed a top Iranian commander and Iran retaliated with missile strikes against Iraqi bases housing American personnel.
Iran has made numerous claims of counterintelligence coups against the U.S. in recent years.
Last April, Intelligence Minister Mahmoud Alavi announced his agency had disrupted CIA operations by identifying 290 spies operating in Iran and other countries. He said Iran had shared that information with other nations. And last June, Iran said it “dismantled” a CIA espionage network – a claim that a U.S. official denied.
Last July, Iran’s Intelligence Ministry said it had detained 17 Iranians, accusing them of spying for the U.S. In response, Trump said the announcement was “totally false.”
As he announced the death sentence for Rahimpour, the Iranian judiciary spokesman added that two other Iranians have also been punished for espionage, according to the official Islamic Republic News Agency.
“They did their spying activities in form of charity organizations; they were sentenced to 10 years of imprisonment for espionage and another five years for acting against security,” IRNA reports.
