This month, we speak with Juliette Garside, Investigations Correspondent for The Guardian, where she has worked since 2011. Garside has joined multiple ICIJ collaborations including our last two investigations Luanda Leaks and China Cables. She also worked on Swiss Leaks, Panama Papers, and Paradise Papers.
Most recently, Garside has worked on the Daphne Project, uncovering the story behind the murder of Malta’s leading anti-corruption journalist Daphne Caruana Galizia, who had been at the forefront of investigations into Malta’s powerful elites, including reporting based on the Panama Papers. You’re an investigative reporter who works on in-depth, long-term projects and also manages to publish news and various scoops regularly. Do you have any investigative reporting tips you like to give, any practices or habits that help you accomplish so much?
I do a lot of financial investigations so quite a lot of the time I’m trying to piece together a puzzle using documents, emails, contracts — things like that. I’m trying to figure out what someone did, what they intended to do and why they did it. Things like: why did someone route money through a series of shell companies for transactions involving washing machines? Was that just an excuse to move money?
It’s easy to end up getting bogged down in very technical detail when you do this sort of thing. You have to go completely across that detail — get into the weeds and then zoom right back out again and ask: why does what they’re doing matter to us in a bigger way? Why does it matter to the world? How does it matter to rule of law in the U.K. or in Europe and in the U.S.? How does it matter to people who might be losing out on state funds in Africa? How do you make that feel relevant? It’s about digging into incredible amounts of detail then learning how to step back from it.
Do you have any reporters that you look to for inspiration?
To start, there are people I work with. These are people who, when I work on a project with them, I know something is going to happen – James Oliver at BBC and my colleague at the Guardian Hilary Osborne. She can look at the same set of facts as me and see something much more interesting than I can. I’ve been working with a Portuguese reporter Micael Pereira. These are people who are, when they’re on a story, they transform it.
Many ICIJ projects that you’ve worked on involve thousands, sometimes millions, of leaked documents. You recently published a project, the China Cables, that focused on just a handful of files. Yet the project still appeared highly complex. Can you tell me about that reporting process? What were some of the challenges?
Well, we had to be sure the documents we had were authentic. We couldn’t just go to the Chinese government and say “hey, are these yours?” It’s very difficult to get corroboration inside China. We had to end up finding the right experts to assess them. There was rigorous authentication.
Then the particular challenge for me with that project was to not make it faceless — to assign responsibility to certain officials for what was being described.
We had a high-up Chinese official, Zhu Hailun — he had signed at least one of the documents and he was very much the author of China’s internment policy in Xinjiang. And I was really keen that we publish his name and signature. And the other great piece of accountability reporting was an on-camera challenge to the Chinese ambassador to London by the BBC’s Richard Bilton. This official was put on the spot. This wasn’t a faceless bureaucrat, this was someone with a senior position in the Chinese foreign office — he was being held accountable for the country’s decisions and actions.
Your team has been breaking crucial stories in the Guardian’s ongoing reporting into the murder of Malta’s leading anti-corruption journalist Daphne Caruana Galizia, who had been working on corruption investigations like the Panama Papers. What is it like to report on something that I imagine must hit close to home?
It was personal for me. It was personal for me from the beginning. I had been watching what she was doing during the Panama Papers when she was really coming under pressure for her reporting, her son Matthew [Caruana Galizia, who worked for ICIJ at the time] – he asked [me] to come in to help report the story, to help give it a wide impact. I was one of the journalists to come in and help her report the story. There was a snap general election, she was getting these extraordinary leaks that were showing strong indications of corruption by the ruling administration, by Joseph Muscat’s administration. And yet no resignations, no arrests, no real police investigations.
Then in October of 2017 — we had gotten on with the work we were doing preparing for Paradise Papers — I got a text message. It was a link to a news article about Daphne, saying she had been killed by a car bomb. There was this feeling that, if her stories had been more widely reported she would have been safer, that her assassins perhaps wouldn’t have felt so confident. And if they took her out, perhaps they’d take out the story. I did not want that to happen.

There were a lot of people who had a lot of interest in killing her and it was quite extraordinary: the people we focused a lot of our reporting on turned out to be the ones behind the killing.
One of the stories that I spent a lot of time on was a leak of data out of a gas company run by a guy who’s now been charged with conspiracy for her murder. This was the last thing that she worked on. She was murdered as this data arrived at her home office on her laptop. And that was the data that we handled here in London to do our investigation. So we suddenly felt very close to what was happening in this very small part of Europe. [Editor’s note: Malta’s former prime minister Joseph Muscat resigned in January after it was revealed his top adviser was linked to the murder of Caruana Galizia.]
Have you recently started using any tools, databases, or other methods you’re looking forward to applying to your work this year?
One of the things I’m most excited about are our own investigation tools that we’re creating. We have a team of engineers working on tools for investigations in-house. They’ve created a searchable database where we can upload large amounts of information, like a big leak or data dump. It allows us to do easy optical character recognition on PDFs and make a PDF machine readable. We’ve also scraped a load of public databases that we’ve made much more searchable. For instance, we’ve made U.K. companies searchable by their ultimate beneficial owner, which you can’t do on the government website.
Do you have any predictions on what sort of subject areas will be most pressing for investigative journalists to tackle in 2020?
In the U.K., I think it’s going to be really important to look at who’s buying Brexit: the money going into the new laws, the lobbying going on around the legislation. We’re going to have to rewrite a huge amount of legislation. I doubt any major economy has ever had to rewrite so much legislation in such a short amount of time. Stuff is going to be rushed through parliament. It’s going to benefit certain donors, certain lobbies. We need to be right across it. We need to be investigating it. Because I think Brexit will be bought, and could be bought for the benefit of the few not the many.
And as we’ve seen with Malta, Europe — with various banking scandals in places like Latvia and Lithuania — the rule of law within Europe is threatened like never before, and with a kind of tax haven-y U.K. on the outskirts, it will only get worse. We worry about Hungary, we worry about Poland and threats to democracy and freedom of the press. These things matter to those countries but they also matter much more broadly in Europe and the world.

Jones spoke to reporters following his announcement that he would vote to convict Trump.
When asked if he was worried about his re-election, Jones said, “No. It has never crossed my mind. Did ya’ll hear that speech? Did anybody hear that speech? It has never crossed my mind.”
He added that he “did what I thought was the right thing to do. It had been coming together.”

Hoyer says Bolton could ‘probably’ give ‘relevant testimony’
House Majority Leader Steny Hoyer said that impeachment will be “over today” and that he finds it “very regrettable what is about to happen” in terms of the Senate acquitting Trump without hearing from any witnesses or requesting documents.
Asked if the House will subpoena John Bolton to testify, he says the committees will make that decision if they will proceed on that but that “we think he probably has some relevant testimony to give.”

Pelosi explains why she ripped Trump’s speech: ‘A pack of lies’
House Speaker Nancy Pelosi tore a copy of Trump’s State of the Union speech in half Tuesday shortly after he concluded his address in the House chamber. She addressed this moment in a meeting with Democrats on Wednesday morning, telling them that she “tried to find one page I could spare that didn’t have a lie on it” but that “it was a pack of lies.”
Multiple sources inside the room told NBC News that Pelosi called Trump’s address a “disgrace” and accused him of turning the speech into a “reality show.”
“Last night, we saw the President of the United States shred the truth right in front of us, tear up the truth,” Pelosi said, according to one aide in the room. “We saw him lie about pre-existing conditions, that he’s the champion when he’s in court suing for it.”
According to the aide, she said that “tried to find one page I could spare that didn’t have a lie on it.”
“I didn’t go in there to tear up the speech, and I didn’t even care that he didn’t shake my hand, in fact, who cares?,” she said, according to the aide. “But I’m a speed reader, so I read – you know – I went like this through the speech. So I knew that it was a pack of lies. I knew it was a pack of lies, but I thought, ‘Well, let’s see how it goes.’ About a quarter through it I thought, ‘You know – he’s selling a bill of goods like a snake oil salesman. We cannot let this – we cannot let this stand.'”
Fellow Democrats gave her a standing ovation for her remarks, the sources said.

Manchin says he ‘agonized’ over impeachment vote
Manchin said he has “agonized” over how he will vote later Wednesday on the articles of impeachment.
“I know my state and I know my people well,” Manchin said. “But I know this country well and I feel very strong about the decision I’ll make is going to be a very personal one.”
Manchin said he has not spoken to Trump nor has he asked any other moderate Democrats how they will vote. Asked if the Senate can work in a bipartisan way moving forward, Manchin said “we have to.”

Doug Jones, vulnerable Democrat, will vote to convict Trump
Sen. Doug Jones of Alabama, a Democrat who faces a tough re-election this year, said on Wednesday that he will vote to convict Trump.
“After many sleepless nights, I have reluctantly concluded that the evidence is sufficient to convict the President for both abuse of power and obstruction of Congress,” he said in a statement, adding that, “the gravity of this moment, the seriousness of the charges, and the implications for future presidencies and Congresses all contributed to the difficulty with which I have arrived at my decision.”

FBI director says ‘no one has asked’ for Biden investigation
Appearing at an oversight hearing Wednesday, FBI Director Christopher Wray was asked if the president or the Justice Department has sought in any way to retaliate for the impeachment process by asking the FBI to investigate Joe Biden, Hunter Biden, or any member of Congress.
Wray said the FBI will only open investigations based on the facts or the law.

Nadler says House ‘likely’ to subpoena Bolton
House Judiciary Committee Chairman Jerry Nadler, one of the House managers in the impeachment trial, spoke to reporters following a caucus meeting about his expectations for the upcoming Senate impeachment vote.
Nadler said he thinks it’s “likely” one of the House committees will subpoena former national security adviser John Bolton, one of the key witnesses Democrats were hoping to call. Bolton was an eyewitness to much of Trump’s conduct on Ukraine and expressed concerns about Rudy Giuliani’s involvement in Ukraine diplomacy.
Bolton had said he would testify if subpoenaed but the Senate on Friday killed an effort to hear from new witnesses.
Nadler didn’t give a timeframe for the potential subpoena.

COPENHAGEN, Denmark — A retired Norwegian border inspector, who was convicted in Russia for spying and who was returned home last year in a spy swap, lashed out Wednesday at the Scandinavian country’s intelligence services for using local people, saying they are “amateurish.”
Frode Berg appeared as a witnes s in a trial in which a Norwegian concrete company is suing the state of Norway, claiming its intelligence services tried to recruit two employees. The company, Oelen Betong, wants 145-million kroner ($16 million) in compensation for economic losses as a result of the spy recruitment attempts.
In 2007 and 2008, the company invested millions of kroner in a project in Murmansk, Russia. Oelen Betong claims Norway’s intelligence services tried to recruit its manager, Atle Berge, and an employee, Kurt Stoe. Both were questioned by Russia’s FSB agency, the main KGB successor, in 2015 and 2016 and they were both were banned from entering Russia for 10 years.
Frode Berg, who was part of a spy swap in November, made it clear that he had no connection to Oelen Betong, which says it is one of Norway’s largest producers of concrete products.
He said the use of local people by the PST security service and the Norwegian Intelligence Service — respectively the domestic and the foreign intelligence agencies — in the areas along the Russian border, including Kirkenes that is Berg’s hometown, “was wrong.”
“The case is about the Norwegian secret services and we should perhaps start looking at how they operate and how they approach people,” said Berg, who was arrested in Moscow in December 2017 on espionage charges for collecting information about Russian nuclear submarines. Berg, who denied spying for Norway but has since gotten a financial compensation, was convicted in April.
“I don’t know the (Oelen Betong) case … and I see no connection between the two cases” Berg was quoted as saying by the Norwegian news agency NTB. ”In my case, they (the intelligence services) have been acting amateurishly. I think it is unreal when I think about what has happened. But I know these services so well, so I hope this is a one-time event”
Per Ristvedt, the defense lawyer for Olen Betong, noted that both cases involving Berg and Oelen Betong went wrong and noted that Berg was given a 4.3 million kroner ($465,300) compensation from the Norwegian state while his client had gotten nothing.
For years, the 64-year-old Berg had been a well-known figure in the Russian-Norwegian border area, taking an active role in cultural and humanitarian exchange projects.
The trial started Feb. 3. It was not immediately clear when a verdict would be announced.

What we are watching in the rest of the world …
Russian President Vladimir Putin said that a nationwide vote on constitutional changes he proposed wouldn’t be used to extend his current term in office, but remained tight-lipped about his future political plans.
Kremlin critics have seen Putin’s amendments as part of his efforts to stay at the helm after his current presidential term expires in 2024. The proposed changes, however, don’t make it clear exactly how he could do that.
Asked during a meeting with students and teachers if the vote could be used to directly extend his term in office, Putin said it’s not what he wants.
“I didn’t propose that to extend my authority,” Putin said. “The election of the head of state must be held on a competitive basis.”
Observers have speculated that once his term expires Putin could use the amendments to continue calling the shots as head of the State Council or prime minister. The former position, however, is yet to be defined and the latter is clearly subordinate to the presidency, making it unlikely that Putin would want it for himself.
It has remained unclear why the Russian leader is rushing through constitutional changes four years before the end of his term.
Putin, a 67-year-old former KGB officer, who has led Russia for more than 20 years — the longest since Soviet leader Joseph Stalin. Putin prefers to keep his plans secret until the final moment.

UAE allocates $2bn for investment projects in Mauritania – Middle East Monitor | |||||||||

The UAE announced, Sunday, that it has allocated $2 billion to Mauritania for the implementation of investment and development projects, and provided soft loans, according to the official Emirates News Agency (WAM).
The news agency stated that the initiative comes in implementation of the directives of the President of the Emirates, Khalifa bin Zayed, and the Crown Prince of Abu Dhabi, Mohammed bin Zayed.
On Saturday, the Mauritanian President, Mohamed Ould Ghazouani, started a visit to the Emirates, which e duration was not announced, and during which he will meet with several Emirati officials.
Earlier on Monday, the two countries exchanged documents on several memoranda of understanding and joint agreements, including a memorandum of understanding on mutual visa exemption, and a memorandum of understanding for technical and military cooperation.
Last week, the Mauritanian Prime Minister, Ismail Ould Bedde Ould Cheikh Sidiya, said that his country’s economy “achieved good results last year, as the growth rate reached 6.9 per cent in 2019,” with a slow down at 6.3 per cent in 2020.
Mauritania is trying to boost growth rates above 7 per cent, after years of sharp decline, as has decided in 2018 to involve the private sector in government strategic projects.

Sen. Rand Paul, R-Ky., took to the Senate floor on Feb. 4 to criticize Democrats’ efforts to impeach President Donald Trump and remove him from office. “The great irony is they did exactly what they accused the president of. They used the government and the government’s process to go after their political opponent,” Paul said. He went on to slam the Democrats’ use of a FISA court during the Russia investigation led by special counsel Robert Mueller.
Senators weighed in for the second straight day on how they will vote on whether to remove President Donald Trump from office. The speeches come one day before the Senate will decide whether to convict or acquit Trump on two articles of impeachment — abuse of power and obstruction of Congress. After the Senate voted last week to bar new witness testimony and subpoenas for documents, Trump’s acquittal has seemed all but assured. The House of Representatives impeached Trump in December.

This month, we speak with Juliette Garside, Investigations Correspondent for The Guardian, where she has worked since 2011. Garside has joined multiple ICIJ collaborations including our last two investigations Luanda Leaks and China Cables. She also worked on Swiss Leaks, Panama Papers, and Paradise Papers.
Most recently, Garside has worked on the Daphne Project, uncovering the story behind the murder of Malta’s leading anti-corruption journalist Daphne Caruana Galizia, who had been at the forefront of investigations into Malta’s powerful elites, including reporting based on the Panama Papers. You’re an investigative reporter who works on in-depth, long-term projects and also manages to publish news and various scoops regularly. Do you have any investigative reporting tips you like to give, any practices or habits that help you accomplish so much?
I do a lot of financial investigations so quite a lot of the time I’m trying to piece together a puzzle using documents, emails, contracts — things like that. I’m trying to figure out what someone did, what they intended to do and why they did it. Things like: why did someone route money through a series of shell companies for transactions involving washing machines? Was that just an excuse to move money?
It’s easy to end up getting bogged down in very technical detail when you do this sort of thing. You have to go completely across that detail — get into the weeds and then zoom right back out again and ask: why does what they’re doing matter to us in a bigger way? Why does it matter to the world? How does it matter to rule of law in the U.K. or in Europe and in the U.S.? How does it matter to people who might be losing out on state funds in Africa? How do you make that feel relevant? It’s about digging into incredible amounts of detail then learning how to step back from it.
Do you have any reporters that you look to for inspiration?
To start, there are people I work with. These are people who, when I work on a project with them, I know something is going to happen – James Oliver at BBC and my colleague at the Guardian Hilary Osborne. She can look at the same set of facts as me and see something much more interesting than I can. I’ve been working with a Portuguese reporter Micael Pereira. These are people who are, when they’re on a story, they transform it.
Many ICIJ projects that you’ve worked on involve thousands, sometimes millions, of leaked documents. You recently published a project, the China Cables, that focused on just a handful of files. Yet the project still appeared highly complex. Can you tell me about that reporting process? What were some of the challenges?
Well, we had to be sure the documents we had were authentic. We couldn’t just go to the Chinese government and say “hey, are these yours?” It’s very difficult to get corroboration inside China. We had to end up finding the right experts to assess them. There was rigorous authentication.
Then the particular challenge for me with that project was to not make it faceless — to assign responsibility to certain officials for what was being described.
We had a high-up Chinese official, Zhu Hailun — he had signed at least one of the documents and he was very much the author of China’s internment policy in Xinjiang. And I was really keen that we publish his name and signature. And the other great piece of accountability reporting was an on-camera challenge to the Chinese ambassador to London by the BBC’s Richard Bilton. This official was put on the spot. This wasn’t a faceless bureaucrat, this was someone with a senior position in the Chinese foreign office — he was being held accountable for the country’s decisions and actions.
Your team has been breaking crucial stories in the Guardian’s ongoing reporting into the murder of Malta’s leading anti-corruption journalist Daphne Caruana Galizia, who had been working on corruption investigations like the Panama Papers. What is it like to report on something that I imagine must hit close to home?
It was personal for me. It was personal for me from the beginning. I had been watching what she was doing during the Panama Papers when she was really coming under pressure for her reporting, her son Matthew [Caruana Galizia, who worked for ICIJ at the time] – he asked [me] to come in to help report the story, to help give it a wide impact. I was one of the journalists to come in and help her report the story. There was a snap general election, she was getting these extraordinary leaks that were showing strong indications of corruption by the ruling administration, by Joseph Muscat’s administration. And yet no resignations, no arrests, no real police investigations.
Then in October of 2017 — we had gotten on with the work we were doing preparing for Paradise Papers — I got a text message. It was a link to a news article about Daphne, saying she had been killed by a car bomb. There was this feeling that, if her stories had been more widely reported she would have been safer, that her assassins perhaps wouldn’t have felt so confident. And if they took her out, perhaps they’d take out the story. I did not want that to happen.

There were a lot of people who had a lot of interest in killing her and it was quite extraordinary: the people we focused a lot of our reporting on turned out to be the ones behind the killing.
One of the stories that I spent a lot of time on was a leak of data out of a gas company run by a guy who’s now been charged with conspiracy for her murder. This was the last thing that she worked on. She was murdered as this data arrived at her home office on her laptop. And that was the data that we handled here in London to do our investigation. So we suddenly felt very close to what was happening in this very small part of Europe. [Editor’s note: Malta’s former prime minister Joseph Muscat resigned in January after it was revealed his top adviser was linked to the murder of Caruana Galizia.]
Have you recently started using any tools, databases, or other methods you’re looking forward to applying to your work this year?
One of the things I’m most excited about are our own investigation tools that we’re creating. We have a team of engineers working on tools for investigations in-house. They’ve created a searchable database where we can upload large amounts of information, like a big leak or data dump. It allows us to do easy optical character recognition on PDFs and make a PDF machine readable. We’ve also scraped a load of public databases that we’ve made much more searchable. For instance, we’ve made U.K. companies searchable by their ultimate beneficial owner, which you can’t do on the government website.
Do you have any predictions on what sort of subject areas will be most pressing for investigative journalists to tackle in 2020?
In the U.K., I think it’s going to be really important to look at who’s buying Brexit: the money going into the new laws, the lobbying going on around the legislation. We’re going to have to rewrite a huge amount of legislation. I doubt any major economy has ever had to rewrite so much legislation in such a short amount of time. Stuff is going to be rushed through parliament. It’s going to benefit certain donors, certain lobbies. We need to be right across it. We need to be investigating it. Because I think Brexit will be bought, and could be bought for the benefit of the few not the many.
And as we’ve seen with Malta, Europe — with various banking scandals in places like Latvia and Lithuania — the rule of law within Europe is threatened like never before, and with a kind of tax haven-y U.K. on the outskirts, it will only get worse. We worry about Hungary, we worry about Poland and threats to democracy and freedom of the press. These things matter to those countries but they also matter much more broadly in Europe and the world.
