NYPD officer killed in tragic car crash identified as Garman Chen

The off-duty NYPD officer killed in a one-car crash on the FDR Drive is a 25-year-old Brooklyn cop who dreamed of one day becoming a detective, sources told The Post on Saturday.
Officer Garman Chen, who works out of the 76th Precinct in Carroll Gardens, was driving north on the busy highway near 23rd Street at about 2:30 a.m. when he lost control of his black Lexus and smashed into a barrier pole supporting a pedestrian footbridge, police and sources said.
The Midwood High School graduate had three years on the job and was taken to Bellevue Hospital, where he was pronounced dead.
“I still can’t believe the news and I’m still shaking from the phone call. Rest in Peace to my brother Garman. From High School, to Cadets to Brothers in Blue,” his friend Robert Lee wrote in a Facebook post.
“Whether it was hanging out in [high school], waking up mad early to go to monthly training, passing around your study guides for the academy because you were the first to go in, or both dreaming about being detectives, I knew at the end of the day you had my back and I had yours.”
Two other passengers were injured in the fiery crash — an FDNY firefighter who suffered body trauma and a woman whose right foot was severed, officials said.
Both were taken to Bellevue and were listed in stable condition, police said.
Chen’s childhood friend Steven Grant told The Post that the rookie cop was always there for him — “no questions asked.”
“He was the best friend anyone could ever ask for. Whenever I needed him, he was there, he said, adding that the pair had known each other since attending P.S. 217 elementary together.
“I went to the hospital to confirm it wasn’t him…I didn’t want it to be him. I was like no, this isn’t Garman. This isn’t happening,” Grant’s sister told The Post.
Chen was part of the Grant family, she said, spending every holiday with them.
“He was selfless… a great person all around. Always helping everyone he sees — I mean, he’s a cop, right?” she added.
In September, Chen helped rescue a puppy found in Red Hook Park and return the pooch to his owner, a Facebook post from the precinct shows.
“Finally, it was the dogged efforts of Police Officers Chen and Gonzalez which made this a paw-fect day,” they wrote.

Animal Farm is an allegorical novella by George Orwell, first published in England on 17 August 1945.[1][2] The book tells the story of a group of farm animals who rebel against their human farmer, hoping to create a society where the animals can be equal, free, and happy. Ultimately, however, the rebellion is betrayed and the farm ends up in a state as bad as it was before, under the dictatorship of a pig named Napoleon.
According to Orwell, the fable reflects events leading up to the Russian Revolution of 1917 and then on into the Stalinist era of the Soviet Union.[3][4] Orwell, a democratic socialist,[5] was a critic of Joseph Stalin and hostile to Moscow-directed Stalinism, an attitude that was critically shaped by his experiences during the Spanish Civil War.[6][a] The Soviet Union, he believed, had become a brutal dictatorship, built upon a cult of personality and enforced by a reign of terror. In a letter to Yvonne Davet, Orwell described Animal Farm as a satirical tale against Stalin (“un conte satirique contre Staline“),[7] and in his essay “Why I Write” (1946), wrote that Animal Farm was the first book in which he tried, with full consciousness of what he was doing, “to fuse political purpose and artistic purpose into one whole”.[8]
The original title was Animal Farm: A Fairy Story, but U.S. publishers dropped the subtitle when it was published in 1946, and only one of the translations during Orwell’s lifetime kept it. Other titular variations include subtitles like “A Satire” and “A Contemporary Satire”.[7] Orwell suggested the title Union des républiques socialistes animales for the French translation, which abbreviates to URSA, the Latin word for “bear”, a symbol of Russia. It also played on the French name of the Soviet Union, Union des républiques socialistes soviétiques.[7]
Orwell wrote the book between November 1943 and February 1944, when the UK was in its wartime alliance with the Soviet Union against Nazi Germany and the British people and intelligentsia held Stalin in high esteem, a phenomenon Orwell hated.[b] The manuscript was initially rejected by a number of British and American publishers,[9] including one of Orwell’s own, Victor Gollancz, which delayed its publication. It became a great commercial success when it did appear partly because international relations were transformed as the wartime alliance gave way to the Cold War.[10]
Time magazine chose the book as one of the 100 best English-language novels (1923 to 2005);[11] it also featured at number 31 on the Modern Library List of Best 20th-Century Novels.[12] It won a Retrospective Hugo Award in 1996[13] and is included in the Great Books of the Western World selection.[14]

NYC student’s murder stems from liberals’ reversal of Rudy Giuliani’s anti-crime policies, ex-police chief says

This week’s shocking fatal stabbing of an 18-year-old Barnard College student in New York City may have been prevented if liberals now running the city’s government hadn’t begun reversing former Mayor Rudy Giuliani’s anti-crime policies, a former city police commissioner says.
Bernard Kerik, an Army veteran who was head of the nation’s largest police department when terrorists struck the World Trade Center on 9/11, made the comment Thursday, in reaction to Wednesday’s murder of Tessa Majors, a Virginia native who police say was viciously beaten and stabbed by three or four attackers in the early evening in a Manhattan park.
The slaying startled and devastated residents of the surrounding area in addition to Majors’ classmates at Barnard – a private college for women — and other nearby schools, including Columbia University.
“The Murder of Barnard freshman Tessa Majors is the fault of everyone of the city’s socialist leftist corrupt politicians that’s been part of the reversal @RudyGiuliani’s crime reduction initiatives started in 1994,” Bernard Kerik wrote.
Giuliani, who now serves as a personal attorney for President Trump, was mayor of New York City from 1994 until his final term expired at the end of 2001, just three months after the city’s most horrible day. Even before 9/11 earned Giuliani the nickname “America’s Mayor,” for the way he held the city together during the initial, uncertain days after hijackers killed some 3,000 people, the former federal prosecutor was credited for bringing a sharp reduction in crime to the Big Apple, reversing a safety decline that had plagued the city in the 1970s and 1980s.
Most famously, Giuliani and former Police Commissioner Bill Bratton implemented the “Broken Windows” approach to crime reduction, in which police crackdowns on minor offense were believed to result in fewer major crimes as well. The plan appeared to work – although critics disputed how much credit Giuliani and Bratton, and successors Howard Safir and Kerik, deserved.
Since Giuliani left office, his successors have been billionaire Michael Bloomberg, who served from January 2002 to December 2013, and Bill de Blasio, who took office Jan. 1, 2014, and remains the city’s mayor.
Bloomberg, now 77, began his tenure as a Republican and later became an independent. He has since switched to the Democratic Party and recently launched a bid for the party’s 2020 presidential nomination. As part of that effort, Bloomberg in November spoke at a Brooklyn church where he apologized for implementing an anti-crime policy known as “stop and frisk,” which had angered liberal activists who were concerned about the civil rights of innocent people detained by police and the general constitutionality of the policy.
“Over time I’ve come to understand something that I’ve long struggled to admit to myself,” Bloomberg told congregants at the Christian Cultural Center in the East New York neighborhood of Brooklyn. “I got something important wrong. I got something important really wrong.”

Critics charged that Bloomberg seemed to be attempting to ingratiate himself to the city’s Democrats, now that he was seeking their votes after being a Republican for many years.
De Blasio, 58, an unabashed liberal, also made a run at the White House earlier this year until ultimately dropping out. One of his early moves since taking office was bringing back Bratton – but the pair quickly made changes to scale back the stop-and-frisk policy.
“When commissioner Bratton and I came in, we drove down the unconstitutional stop-and-frisk deeply,” de Blasio told radio station WNYC in 2016.
Around the same time, de Blasio also addressed the issue in a fundraising email, Politico reported.
“Not many people know precisely how much we have reduced the use of stop-and-frisk in New York City,” he wrote, before giving the answer as 97 percent.
“I promised to fix it and we have,” the mayor added.
Wednesday’s slaying of Majors has returned crime to the front and center of local politics.
“The idea that a college freshman at Barnard was murdered in cold blood is absolutely, not only painful to me as a parent, it’s terrifying to think that that could happen anywhere,” de Blasio said after an unrelated event in Brooklyn, according to the New York Daily News.
The young woman was a member of a band called Patient 0, and had two concerts scheduled for her hometown of Charlottesville, Va., during what was to be her upcoming winter break, the New York Post reported.
As of Friday morning, there was still no information regarding arrests of her alleged attacks – or information about their identities. Two teens were questioned but released, the Daily News reported.
“There’s still a lot of work that needs to be done,” NYPD Chief of Detectives Rodney Harrison told the Daily News. “We’re going to need the community to help us with this investigation.”
