Joint Base Anacostia-Bolling, Washington, D.C., Dec. 27, 2019 —Defense Intelligence Agency Director Lt. Gen. Robert Ashley Jr. was interviewed by Washington Post columnist David Ignatius at DIA Headquarters, Dec. 20.
Ignatius’ questions were primarily focused on Russia and China and the threats posed by these near-peer competitors. He had a particular interest in space capabilities.
“We’ve seen significant investments in space because both the Russians and Chinese realize how we leverage space and how integral it has been to the wars we’ve fought,” said Ashley. “So they understand that to be successful in any major conflict they have to be a player in space.”
Cybersecurity was a point of concern and a topic Ignatius was interested in discussing further, specifically in regard to weapon system vulnerabilities.
“We’ve (Department of Defense) declared cyber a domain, and that’s one of those domains that literally has the ability to touch the technology in every other domain,” Ashley said. “It’s absolutely critical … to put a defense in place for our weapons systems and what we do with industry is absolutely critical to securing those systems.”
When asked whether our adversaries were developing tools that would allow them to threaten the connected world, Ashley talked about the fear of reciprocation as a deterrent.
“Part of it is their rules of engagement and it’s almost as if there are certain unstated things that someone is not going to do because of fear that you’re going to reciprocate and do it to them,” he said. “For a near-peer competitor to realize that you have a like capability … it serves as a deterrent.”
Defense-related headlines from national outlets have focused recently on the advancements of sophisticated weapon systems, like hypersonics. Ignatius asked if these capabilities pose a real threat.
“These are real capabilities,” replied Ashley. “In the decade coming up you will see these fielded as actual capabilities. There’s been enough tests over the last decade or so that the technology is maturing.”
And how do we defend against these threats?
“It creates a new challenge for us,” Ashley said. “It’s helping industry understand how it operates, its parameters, what’s the degree of maneuverability that it has. The defeat mechanism … we’d look at things through the whole chain of event that would allow it to launch.”
The interview then shifted to a discussion on China’s desire or intent to field a blue-water navy.
“I think they are moving that direction,” said Ashley. “Their focus remains in the Pacific and to be dominant, but to be globally influential it will require you to go beyond the Pacific.”
Ashley wrapped up the interview sharing his concerns over the proliferation of ballistic missiles.
“It used to be that you just had to watch the Soviets,” Ashley concluded. “The selling of that kind of technology to other nations and the proliferation creates complexity in our ability to understand global threats and capabilities.”

The man who fatally shot two people at a White Settlement Church on Sunday before being killed by church security has been identified as a 43-year-old Keith Thomas Kinnunen, a River Oaks man with a long criminal history and described by his ex-wife as "battling a demon" and "not nice to anyone."
Kinnunen was identified as the shooter Monday morning by two law enforcement sources familiar with the investigation. NBC 5 has learned his criminal past included charges of assault, theft, arson and possession of an illegal weapon in Texas, Oklahoma and New Jersey.
Kinnunen was believed to have been wearing a disguise, including a fake beard and wig, when he stood up from a pew during communion, pulled a shotgun from his clothing and opened fire inside a North Texas church, killing 64-year-old Anton Wallace, a church deacon from Fort Worth, and 67-year-old Richard White, of River Oaks.
Volunteer church security immediately approached Kinnunen and returned fire, killing him.
"I was so surprised because I did not know that so many in the church were armed," Isabel Arreola said, telling the Fort Worth Star-Telegram that she was sitting near the gunman, had never seen him before, looked like he was wearing a disguise and that he "made her uncomfortable."
The FBI is working to identify the shooter's motive. Matthew DeSarno, the Special Agent in Charge of the FBI's Dallas field office, said the gunman was "relatively transient," but had roots in the area.
Britt Farmer, senior minister at West Freeway Church of Christ, confirmed Monday that the church had provided Kinnunen with food on multiple occasions, but wasn't sure of the date of the most recent gift. The church also confirmed Kinnunen had asked for money, but was not given any.
Church leaders said they did not recognize Kinnunen on Sunday morning because he was in disguise, confirmed the son of the church's senior minister. In fact, many lifelong church members said they immediately noticed the strange man because it appeared he was wearing a large, fake beard.
Kinnunen's ex-wife, Cindy Glasgow-Voegel, filed for a protective order in January 2012 in Grady County, Oklahoma. In her statement in the order, she wrote, "Keith is a violent, paranoid person with a long line of assault and batteries with and without firearms. He is a religious fanatic, says he's battling a demon. He is not nice to anyone."
In that same 2012 document, Glasgow-Voegel said Kinnunen showed up at her home in October 2011 unannounced, with no money or vehicle, asking to see his son. She said she got him a trailer and a job and that he quit the job, assaulted a man in Tuttle, Oklahoma, and was in the county jail. She said their 15-year-old son was "terrified" of his father and that he threatened her should she try to keep them apart.
In the protective order, the woman said her son was visiting his father when he set several fires around Tuttle and that her son recorded the arson but didn't saying anything out of fear of retaliation. An arrest warrant affidavit filed in December 2011, that included a statement from his teenage son, said Kinnunen set a cotton field on fire using lamp oil, tampons and a lighter. His son also said his father liked to play "fire football," where he soaked a football in a flammable liquid, lit the ball on fire and then they'd toss it back and forth. The teen told police he thought it was unsafe but that he was "afraid he might get mad at me if I asked to stop."
In November 2011, two months before his ex-wife filed the protective order, Kinnunen was charged with aggravated assault and battery in Grady County, Oklahoma, after he repeatedly hit a man in the face, breaking his nose.
Locally, Kinnunen had a criminal record in Tarrant County including charges of aggravated assault with a deadly weapon in 2009 and theft of property in 2013. River Oaks police arrested him in 2009 and 2015 on warrants for unpaid traffic tickets, River Oaks, Deputy Police Chief Charles Stewart said.
Court records show Kinnunen sued a Fort Worth nightclub, the OK Corral on the South Freeway, in 2007 alleging he was “relaxing” in the club when attacked by several of its employees, including the manager.
His complaint said he “suffered serious and disabling injuries” and would continue to “suffer severe mental and physical pain and distress in the future.” The operators of the club denied the allegations and the case was eventually settled out of court, according to the records.
Kinnunen also was arrested in September 2016 for possession of an illegal weapon in Linden, New Jersey, after he was found taking pictures outside an oil refinery, WNBC in New York has confirmed. Kinnunen said he was traveling from Texas, was homeless and was taking photos of “interesting sites.”
At the time of his New Jersey arrest, Kinnunen also had a warrant for his arrest in Oklahoma for aggravated assault, <a href="http://mycentraljersey.com" rel="nofollow">mycentraljersey.com</a> reported.
NBC 5 has learned Kinnunen was once licensed as a landscape irrigator and backflow prevention assembly tester. No other information about his employment history has been confirmed.
Stewart said Texas Rangers and other law enforcement officers searched Kinnunen’s home on Sunday soon after the shooting at the church.

Time and again it’s the same. A lone gunman or a small group of killers with rifles commits spectacular crimes that seize the attention of the world.
The list reaches back decades: the killing of Israeli athletes at the Munich Olympics in 1972; the school takeover in Beslan, Russia, in 2004; the attacks in Mumbai, India, in 2008; the mall assault in Nairobi, Kenya, in 2013; the killing of more than 100 people in Paris in 2015; the firing into a country music concert in Las Vegas in October 2017, which killed at least 58 people and wounded hundreds more in the most lethal mass shooting in modern American history; the premeditated Valentine’s Day attack by a former student on a high school in Parkland, Fla.
Often the rifles are variants of the AK-47, the world’s most abundant firearm, an affordable and simple-to-use assault rifle of Soviet lineage that allows a few people to kill scores and menace hundreds, and fight head-to-head against modern soldiers and police forces.
In recent years they have also been descendants of the AR-15, the American military’s response to the Kalashnikov’s spread. Semiautomatic versions of the AR-15 were used by sympathizers of the Islamic State in San Bernardino, Calif., in 2015, and by gunmen in school attacks; a Mini-14 and an MCX, rifles that fire the same cartridge as the AR-15 and compete with it for market share, were used in the mass shootings in Norway in 2011 and in Orlando, Fla., in June.
The authorities said the gunman in Las Vegas used semiautomatic AR-15s, including at least one modified with a so-called “bump stock” to rapidly increase its rate of fire and kill 59 people and wound hundreds more. The FBI said the man who killed 11 worshippers in a synagogue in Pittsburgh fired on them with an AR-15.
In the hands of terrorists, military-style rifles have repeatedly been used for swiftly killing on a large scale. How did the Kalashnikov — a disruptive technology that flooded the world almost three generations ago and still retains an outsize role in organized violence — become such a ready amplifier of evil and rage? In what ways did it drive the AR-15 and its competitors to such prominence, too?
