Associated PressWASHINGTON (AP) - President Donald Trump is on the cusp of being impeached by the House, with a historic debate set Wednesday on charges that he abused his power and obstructed Congress ahead of votes that will leave a defining mark on his tenure at the White House. Trump, who would be just the third U.S. president to be impeached, on Tuesday fired off a furious letter to Speaker Nancy Pelosi denouncing the “vicious crusade” against him, but he also acknowledged he was powerless to stop the expected outcome. “When people look back at this affair, I want them to understand it, and learn for it, so that it can never happen to another president again,” he wrote. Early Wednesday, Trump tweeted his outrage: “Can you believe that I will be impeached today by the Radical Left, Do Nothing Democrats, AND I DID NOTHING WRONG! A terrible thing.” Pelosi, who warned earlier this year against pursuing a strictly partisan impeachment, nonetheless has the numbers from Democrats to approve it. According to a tally compiled by The Associated Press, Trump is on track to be formally charged by a House majority. “Very sadly, the facts have made clear that the President abused his power for his own personal, political benefit and that he obstructed Congress,” Pelosi wrote to colleagues, asking them to join her on the House floor as the House convenes. “In America, no one is above the law," she said. “During this very prayerful moment in our nation’s history, we must honor our oath to support and defend our Constitution from all enemies, foreign and domestic." The rare undertaking to impeach a president, set to unfold over more than six hours of debate Wednesday, is splitting the lawmakers in Congress much the way Americans have different views of Trump's unusual presidency and the articles of impeachment against him. From Alaska to Florida, tens of thousands of Americans marched in support of impeachment Tuesday evening, from a demonstration through a rainy Times Square to handfuls of activists standing vigil in small towns. They carried signs saying “Save the Constitution - Impeach!!!!” and “Criminal-in-Chief.” “I really believe that the Constitution is under assault," said one protester, 62-year-old Glenn Conway, of Holly Springs, North Carolina, attending his first political rally in 30 years. “I think we have a president at this point who believes he’s above the law.” Trump implores Americans to “read the transcript,” but the facts of his July phone call with the Ukraine president were largely confirmed by witnesses in the impeachment inquiry. Trump asked Volodymyr Zelenskiy to investigate Democrats and his 2020 political rival Joe Biden. At the time, the newly elected Ukraine leader was hoping for a coveted White House visit to showcase his standing with the U.S., his country's most important ally. He was also counting on nearly $400 million in military aid as his country confronts a hostile neighbor, Russia. The question for lawmakers, and Americans, is whether those actions, and the White House's block on officials testifying for the House investigation, are impeachable offenses. Trump appeared to intend his lengthy, accusatory message less for Pelosi than for the broad audience of citizens - including 2020 voters - watching history unfolding on Capitol Hill. He accused the Democrats of acting out of “Trump Derangement Syndrome,” still smarting from their 2016 election losses. “You are the ones bringing pain and suffering to our Republic for your own selfish, personal political and partisan gain,” he wrote. Portraying himself as a blameless victim, as he often does, Trump compared the impeachment inquiry to the "Salem Witch Trials." Asked later if he bore any responsibility for the proceedings, he said, “No, I don’t think any. Zero, to put it mildly.” But the House impeachment resolution says that Trump abused the power of his office and then tried to obstruct the investigation in Congress like "no other'' president in history. Trump “betrayed the Nation by abusing his high office to enlist a foreign power in corrupting democratic elections,” the resolution says. ”President Trump, by such conduct, has demonstrated that he will remain a threat to national security and the Constitution if allowed to remain in office.” Centrist Democratic lawmakers, including many first-term freshmen who built the House majority and could risk their reelection in districts where the president is popular, have announced they would vote to impeach. Many drew on the Constitution and the intent of the country's founders as they considered the role of Congress to conduct oversight in the nation's system of checks and balances. Rep. Abby Finkenauer, D-Iowa, referred to the oath she took in January as she was sworn into office as guiding her decision. She announced support for both articles of impeachment to “honor my duty to defend our Constitution and democracy from abuse of power at the highest levels.” Republicans disagreed, firmly. Senate Majority Leader Mitch McConnell set the partisan tone for the next step, as attention will shift to the Senate which, under the Constitution, is required to hold a trial on the charges. That trial is expected to begin in January. “I'm not an impartial juror,” McConnell declared. The Republican-majority chamber is all but sure to acquit the president. Lawmakers crossing party lines face consequences. One freshman Democrat, Jeff Van Drew of New Jersey, is indicating he will switch parties to become a Republican after opposing impeachment. Earlier this year, Michigan conservative Rep. Justin Amash left the GOP when he favored impeachment. One new Democrat congressman, Jared Golden of Maine, said he would vote to impeach on abuse of power but not obstruction. Hoping to dispatch with lengthy Senate proceedings, McConnell rejected Senate Democrats' push for fresh impeachment testimony and made a last-ditch plea that House Democrats “turn back from the cliff" of Wednesday's expected vote. “Impeachment is a political decision,” McConnell said. "The House made a partisan political decision to impeach. I would anticipate we will have a largely partisan outcome in the Senate. I’m not impartial about this at all.'' McConnell's remarks Tuesday effectively slammed the door on negotiations for a deal proposed by the Democratic leader, Sen. Chuck Schumer, who wants to call top White House officials for the Senate trial. Schumer's proposal was the first overture in what were expected to be negotiations between the two leaders. Trump wants a relatively broad, perhaps showy, Senate proceeding to not only acquit but also vindicate him of the impeachment charges. McConnell and most other GOP senators prefer a swift trial to move on from impeachment. A recent speech by Azerbaijani President Ilham Aliyev shows a shift towards a new anti-European conservatism and an attempt to cultivate a new base amongst Azerbaijani youth against the background of dwindling popular support and an ideological vacuum. A 26 November speech delivered by Aliyev on the occasion of the centenary of Baku State University represents a sharp break from the usual content of his speeches in its ideological content. Indeed, it may very well inaugurate a new evolution of the Azerbaijani state. Aliyev’s speeches usually repeat the same tropes about the ‘pathetic’ 1990s and affirm the saving role played by his father and former president, Heydar Aliyev. This time, the subjects of the president’s attacks were not only the ‘traditional’ opposition parties — the the Popular Front Party and Musavat, which were in power in 1992 to 1993 — but also supporters of gender equality and Europeanisation. The rhetorical shift that this speech represents only makes sense if one takes into consideration the recent presidential reforms, which have been accompanied by significant changes in state personnel and the state’s rhetoric. That a day later, the ruling party asked the resident to dissolve parliament should have thus surprised no one. Enemies, old and newAliyev deploys the narrative about ‘traitors from the Popular Front Party-Musavat tandem’ on a regular basis, and, in this regard, his latest speech was no different.The essence of this story is that the current ‘classical opposition’, primarily the Popular Front Party, as the successor to the nationalist government of Abulfaz Elchibey, betrayed Azerbaijan. In particular, Aliyev attributes the loss of Nagorno-Karabakh to Armenian forces in the 1990s to the Popular Front Party. However, what was novel and highly unusual in this speech was the articulation of an anti-European, conservative narrative. Aliyev accused Europe of anti-Islamic stances and sentiments and rejected the possibility of closer integration. He also portrayed Europe as degenerated with the use of conservative tropes about gender roles. ‘Shall we integrate to a place where there is no difference being made between men and women?’ Aliyev asked rhetorically. ‘We definitely shall not.” He also claimed openly that Azerbaijan is ‘a state based on traditional values, one of which is respect for elders’. ‘We must defend this’, he said. ‘And let the youth hear me.’ The spread of progressive ideas such as Europeanisation, feminism, and acceptance of the queer rights among young Azerbaijanis, symbolised perhaps most clearly in the recent feminist march against domestic violence in Baku, locate them as a new ‘other’ in the regime’s discourse, lumped together alongside the Popular Front Party and Musavat parties. As if answering to the spread of the feminist discourse in Azerbaijan, Aliyev, perhaps for the first time, openly demonstrated a paternalistic masculine position. ‘We must respect women, must shield and protect them. There is gender equality, we recognise that. But we cannot live outside traditional thinking, and let the younger generation also know this.’ This new anti-European and traditionalist narrative reminded many observers of Aliyev’s speech in 2004. In this speech, delivered just a year after his election as president, Aliyev situated Azerbaijan as a country oriented toward Europe. ‘We have chosen integration with Europe. As I said at the beginning, we are absolutely faithful to this path, this politics is ongoing and we follow this path not just by words, but by practical steps’, he said. It is clear he has consciously turned away from this ‘path’. Aliyev’s anti-European speech followed a meeting with the head of the General Staff of the Armed Forces of the Russian Federation, Valery Gerasimov. During the meeting, Aliyev openly expressed his admiration for Vladimir Putin, praising him as ‘the president of the leading country in the world’ who is ‘number one among the politicians of the world’. Aliyev’s turn to conservatism is similar to the state propaganda utilised by the Russian state: which utilises arguments related to gender, especially with a hidden, but obvious hint to queer rights, in order to counterpose ‘our identity’ against a ‘degenerated’ and foreign other. This oppositional relationship is a new one for the Azerbaijani state, and runs counter to the usual framing of Aliyev and his family as a progressive and Russian-speaking elite, counterposed to a ‘traditional opposition’ who are framed as outdated ethnic nationalists or even as pro-Islamist. The end of the post-ideological orderAzerbaijan lives in a post-ideological order, in which neither the ruling party nor the opposition has clear ideological stances. This post-ideological condition and marginalisation of political struggle has resulted in de-politicisation of the Azerbaijani public.For the last decade, political participation has been a repressed category in Azerbaijan. But this year, as Freud would say, Azerbaijan has seen the ‘return of the repressed’ — a mobilisation of long dormant protest energies, including the mobilisation for imprisoned journalist Mehman Huseynov, the massive rally in January, feminist marches in March and October, the proliferation oppositional discourses on social media, and the rally on 19 October. This social explosion has made it clear to the regime that its growing unpopularity may actually threaten its hold on power and, perhaps, its very existence. In particular, Aliyev’s government suffers from a lack of any support among the young, who are instead flocking to anti-elitist ideas, including feminist and progressive discourses. That is why it is not an accident that he made his speech in front of students. In order to turn things around, Aliyev needs to regain popular support and to construct a new ideology. It seems that a mix of state reform buttressed with a newly empowered traditionalism is up to the task. He has already taken the first steps down this new path. Perhaps most prominently, 81 year-old Ramiz Mehdiyev, who had held the position of the head of the presidential administration since 1995, resigned in late October. Mehdiyev has long been known as the ideological father of the current Aliyev regime. In addition to Mehdiyev, other old ministers and high officials have resigned, almost certainly under duress. The second ‘outdated’ ideological figure in that list is Ali Hasanov. Hasanov was likely the most unpopular figure of the regime, and understood to be the ‘chief censor’, who acted as the ‘director of the Azerbaijani troll farm’. The dissolution of parliament and the upcoming snap elections are a similar purge writ large. Deputy Prime Minister Ali Ahmadov has suggested that the new Parliament would consist of ‘modernistic, patriotic youth’. The Pashayevs’ projectCounting the majority of Azerbaijanis as conservative and patriotic, the regime, especially the Pashayev clan — the most prominent member of which is Vice-President and First Lady of Azerbaijan Mehriban Aliyeva (née Pashayeva) — are believed by many to be using these reforms to solidify their hold over the state, and to establish a new social base among socially conservative, reform-minded youth.The orientation of the Pashayev clan to a segment of Azerbaijani youth is, in some ways, an outgrowth of their existing social to pro-regime youth. Mehriban Aliyeva’s uncle, Hafiz Pashayev, is the founding rector of the ADA University, well known for its high standard of education, and which could be considered as a first step for any young person aiming for a prosperous civil service career under the auspices of the Pashayevs. As such, it is a powerful institution for creating a new generation of loyal political clients. In a similar vein, Mikayil Jabbarov, the former Minister of Education and current Minister of Economy is known as a key client of the Pashayaevs and Nargiz Pashayeva, Mehriban Aliyeva’s sister, is one of the heads of the Baku branch of Moscow State University. The long-term goal of the Pashayevs is two-fold: to reinvigorate the legitimacy of the regime among ‘ordinary people’ by filling Azerbaijan’s ideological vacuum with a conservative and anti-European discourse; and to co-opt the growing political energies among the youth by having them ascend into the ranks of the ancien régime. If they succeed, Azerbaijan will witness the marginalisation of those genuine political actors who reject an authoritarian and pseudo-reformist path and substantive democratic change in the country may be delayed by another generation. But, they have not succeeded yet, and as we approach the Parliamentary snap elections, the opposition has a historical chance for a mass collective mobilisation that will fundamentally change Azerbaijan for the better. Ukraine deports critical Azerbaijani blogger shortly before Zelensky visits Baku | ||
Azerbaijan’s State Migration Service announced on Saturday that Elvin Isayev had been deported two days earlier, on 12 December. His arrest came shortly before a planned two-day visit to Azerbaijan by Zelensky on 16-17 December. In their statement, the Azerbaijani Migration Service said Isayev was deported for violating Ukrainian immigration law. They said that after being provided ‘temporary shelter after a voluntary medical examination’, Isayev was transferred to a pre-trial detention centre. The Nasimi District Court issued a warrant for Isayev’s arrest on 22 August, based on an investigation by Azerbaijan’s Prosecutor General's Office for Grave Crimes. Family and friends have claimed Isayev was kidnapped in Ukraine at the behest of the Azerbaijani authorities, because of his publications criticising the Azerbaijani authorities. Azerbaijani human rights activists have questioned the legality of the deportation. So far neither the Azerbaijani nor Ukrainianian governments have specified the exact grounds on which he was deported. Isayev’s disappearance in Kyiv coincided with a visit by Azerbaijani Deputy Prime Minister Ali Ahmedov to Ukraine. His disappearance was highlighted by Ukrainian media outlets at the time. Isayev, who is ethnically Talysh, has 20,900 subscribers on his YouTube channel. He was also a frequent guest of the AzerFreedom YouTube channel, run by journalist Gurban Mammadov, which has over 48,500 subscribers. He frequently accused Azerbaijani President Ilham Aliyev and his family of being dictators, calling the government a totalitarian regime. A failed deportation from RussiaIn August, Isayev, who is a Russian citizen, was arrested in Saint Petersburg, where he was living at the time. Isayev is married to a Russian citizen with whom he has children.‘They wrote in the arrest protocol that his [Russian] passport had been cancelled and that Isaev did not have a document to stay in Russia. Neither we nor our client knows what caused Isaev’s passport to be recognised as invalid’, Isayev’s lawyer at the time, Yuriy Serov from the Memorial Human Rights Centre, told Kommersant in September. ‘I think that this whole situation shows signs of a coordinated operation’, he said. Serov said that Isayev had legally obtained a Russian passport 18 years prior. ‘Over the past 18 years, the document has been checked several times, he received a new passport in 2014, an international passport, a military ID, and a weapons permit. No questions regarding his citizenship appeared’, he said. On 26 August, Saint Petersburg’s Dzerdzhinsky District ordered that Isayev be expelled from Russia and he was transferred to a temporary detention centre to await deportation. Isayev’s relatives appealed the case to the European Court of Human Rights (ECHR), while his wife and son released a video appeal to Russian President Vladimir Putin to investigate the situation. On 10 September the ECHR placed a temporary suspension on the Dzerzhinsky District Court’s deportation order. As a result, Isayev’s case was sent back to the Dzerzhinsky District Court for review and he was released from custody. ‘He stayed in Ukraine legally’Isayev’s cousin, Mirjalil Isayev, told journalists that Isayev began blogging in 2015. He said that since 2018, he had become a harsh critic of the Azerbaijani government, after which he began receiving death threats.Mirjalil Isayev said that despite the ECHR suspension order, the Main Directorate of Saint Petersburg issued a ruling on 18 September deeming Elvin a threat to state security. ‘We were notified only on [26 September] and we had only until 27 September’, he said. Isayev said that after understanding that his cousin was to be deported to Azerbaijan, they travelled to Ukraine believing he would be safe there. He said that for security reasons they often changed apartments in Kiyv. ‘He stayed in Ukraine legally. He had a legal 90 days of stay until 27 December’, said Isayev, adding that his cousin arrived in Kiyv on 27 September. Gurban Mammadov, a UK-based Azerbaijani journalist, said on his YouTube channel that Ukraine had ‘no legal grounds to deport him’. Mammadov told the Kiyv Post that Isayev had been formally charged with ‘defamation and disparagement of the president of Azerbaijan’, which is punishable by up to five years in prison. ‘When we say deportation we mean a court’s decision. He was just kidnapped. As a lawyer, I am shocked how the Ukrainian authorities could let this happen […] not for the deprivation of his freedom, but with the aim of his torture, humiliation, and his physical annihilation’, he said. Opposition journalists’ persecution abroadIsayev is not the first high-profile government critic to be targetted by the Azerbaijani government abroad.Journalist Fikrat Huseynli, who had Dutch citizenship, was detained in Ukraine in October 2017 at Boryspil International Airport on the basis of an Interpol red card issued by Azerbaijan. Huseynli has covered the opposition’s work in exile and exposed corruption in the Azerbaijani government. He has also criticised Azerbaijani President Ilham Aliyev. Huseynli travelled to Ukraine to examine the possibility of opening a branch of Turan TV satellite channel in Kiyv. After holding Huseynli for half a year, Ukrainian authorities returned his passport and he was able to return to the Netherlands. Fakhraddin Abbasov, an ethnic Talysh Azerbaijani activist, was deported from Russia to Azerbaijan in March, where he was immediately arrested. Russia ignored a plea from Amnesty International not to hand him over to Azerbaijani authorities amid fears he may face torture. Azerbaijan’s State Security Service said that Abbasov was deported immediately after his Russian residence permit expired. Abbasov was accused of public calls for a violent change of the constitutional order on the instructions of foreign organisations or their representatives. Afghan Mukhtarli, a veteran investigative journalist, disappeared in Tbilisi on 29 May 2017 on his way home after meeting a friend in a café. He resurfaced jailed in Azerbaijan the next day. According to his lawyers, Mukhtarli was kidnapped by four Georgian-speaking men, three of them wearing police uniforms, who planted money in his pocket as they crossed the Georgian-Azerbaijani border. Mukhtarli was charged by the Azerbaijani authorities with smuggling €10,000 in cash, illegal border crossing, and resisting police, eventually being sentenced to six years imprisonment. The World Just Witnessed the First Entirely Virtual Presidential Campaign | ||
Until this weekend, his main experience in politics was playing a schoolteacher who becomes the president in a satirical television program. He ran with no party affiliation. Until two days before voting began, he had no clear team of expert advisers—not even on foreign policy and national security, the president’s key constitutional responsibilities. And, remarkably, Ukraine’s nearly four-month-long election campaign did little to provide answers as to who Zelenskiy is and what he truly thinks. Story Continued Below This is because Zelenskiy ran the world’s first successful presidential campaign that was entirely virtual. He not only traded on the image of a complete outsider, he also did no face-to-face campaigning, made no speeches, held no rallies, eschewed travel across the country, gave no press conferences, avoided in-depth interviews with independent journalists and, until the last day of campaigning, did not debate. And now this virtual candidate is about to become the president of a country at the epicenter of a hybrid war that could easily ignite into a major European conflict. Before he ran for office, Zelenskiy was omnipresent on Ukraine’s most popular TV network, 1+1, filling hours of weekly programming with his variety shows, comedy talent contests and his series about an outsider elected president, “Servant of the People.” When he announced his candidacy in a New Years’ 2019 video greeting, after opinion polls showed him to be among the favorites, many assumed he would run a typical celebrity campaign—full of public appearances and stump speeches. He didn’t. Unlike President Donald Trump, who staged regular rallies and appeared in town halls and in televised debates, Zelenskiy avoided human contact with his electorate. He addressed voters through short YouTube and Instagram posts and appearances on TV. (One of his online videos, calling for a debate he postponed until the last minute, garnered 14 million views.) Instead of preparing for the presidency and holding substantive public meetings, he traveled with his comedy troupe and performed in variety shows. He also spent much of the first month of the campaign producing the next three episodes of his TV series. After winning a first-round election that required a runoff—Zelenskiy played table tennis at his campaign headquarters with a reporter, made a vague one-minute statement laced with platitudes and followed by just three minutes of Q and A. As the election continued, a 15-minute interview on his home TV station, and a softball interview of his wife and him at home, were the most detailed press scrutiny he faced. Zelenskiy’s virtual-first strategy allowed him to run his campaign on general themes and vague promises and to avoid issuing detailed positions on policy issues. His political messaging focused on discontent with the way things are—and lambasting Ukraine’s business and political elites for making them that way. Some voters even appear to have conflated him with his TV persona, a high school teacher whose viral Youtube rant against corruption and government incompetence gets him elected Ukraine’s president. Those searching for detailed policy positions searched in vain. While he solicited advice from voters on a campaign website, his platform published online contains only a few anodyne sentences each on key issues of security, the economy, health care, education and the fight against corruption. Throughout the campaign, short video blogs showed Zelenskiy interacting with a range of informal advisers, usually well-regarded reformers or nongovernmental organization leaders who over the course of three months explained to the public what they thought the candidate might believe. But many had no official status in his campaign until three days before voters went to the polls. His inner circle seems to be mainly made up of longtime colleagues from show business, partners in his comedy troupe, and a handful of lawyers linked to his main backer, the Ukrainian oligarch Ihor Kolomoyskiy, who is accused by the Ukrainian government with defrauding Ukraine’s banking system of $5.6 billion. When outsider celebrities, sports heroes and entertainers typically run for office, they usually try to allay fear about their inexperience by showing a command of the issues. Zelenskiy did the exact opposite. While trading on his celebrity, he also embraced his inexperience, suggesting this meant he was open to fundamentally new approaches. He called on the public to help him devise his platform virtually and, scarily, preached plebiscitary direct democracy. Story Continued Below In many ways, Zelenskiy’s campaign eerily resembled an episode from the Netflix series Black Mirror titled “The Waldo Moment”—in which an animated blue bear satirizes and degrades politicians competing in a British by-election, and eventually joins them in the quest for office, campaigning semi-virtually from a video display on a truck that interacts with voters on the hustings. The big difference is that the bear came in second. Zelenskiy won. In the end, the Ukrainian public proved so tired of the status quo, characterized by slow growth, widespread poverty and significant corruption, that the voters of a country partly under Russian occupation and subject to regular military attacks rejected an experienced incumbent—President Petro Poroshenko, who had rebuilt Ukraine’s military and competently marshaled international aid and diplomatic support—and took a chance on a political novice. Plus, Zelenskiy’s vague and laconic platform meant that he was able to appeal to both the Ukrainian-speaking West and Center and to the Russophone East and South, to rural and urban voters, and rich and poor, alike. But now, Zelenskiy, who has since launched a new political party named after his TV program, must deal with a whole new challenge: Governing. His base of support is likely to narrow as soon as he starts making clear policy choices. And while he captured nearly three-quarters of all votes in the presidential runoff, he had the backing of only 30 percent of voters in round one, the lowest level of support for a first-round leader in any of Ukraine’s seven presidential contests. He is unlikely to create a working majority in Ukraine’s Parliament. That leaves him the option of trying to force a snap election this summer or waiting until late October, when the current legislature’s mandate expires. Meanwhile, his lack of knowledge about personnel and policy could lead to early missteps, especially in the spheres of defense, national security and foreign policy. All this makes Zelenskiy’s assumption of power full of potential peril. The entire architecture of Europe’s defense and security rests on a stable Ukraine. An unsteady and inexperienced leader in Ukraine could tempt Russia to escalate its military actions in a bid to restore Ukraine to its sphere of influence or control. A Ukraine back in Russia’s sphere of influence would give new impetus to Russia’s global ambitions, would enhance the Kremlin’s capacity to project power regionally, and interfere in and further disrupt the politics of the U.S. and the West. As Zbigniew Brzezinski wrote, “Without Ukraine, Russia ceases to be an empire, but with Ukraine suborned and then subordinated, Russia automatically becomes an empire.” That said, there is also a huge potential upside in Zelenskiy’s election. A novice politician, especially one willing to shed some of his oligarch patrons, can be more open to implementing fundamental reforms that can accelerate Ukraine’s transition into a transparent and stable market economy. A leader from outside the existing political system might be able, with some assistance, to assemble a capable team of reformers. Story Continued Below Given this, as well as the ongoing military threat from Russia and Putin’s likely interest in testing Zelenskiy’s mettle early in his tenure, the U.S. and the West must do all they can to help an unprepared politician rapidly transform into a competent and self-assured commander in chief. U.S. policymakers and their European colleagues should offer to Zelenskiy and his nascent team a program of technical assistance that could accelerate their learning curve and enable them to govern competently and intelligently. Ukraine’s wide array of think tanks and globally networked reformers should also join this effort. And the West should encourage the experienced hands present in Ukraine’s government—which include reformist ministers running finance, transportation, education and health care, as well as competent defense and foreign ministers—to cooperate constructively with the new president, at least until parliamentary elections scheduled for late October yield a new political configuration. By taking these steps, the U.S. and the West can help ensure that the choice Ukrainian voters have taken in electing an ambitious but untested political newcomer pays off, and doesn’t plunge Europe into an accelerating conflict with Russia. | ||
