This is the common observation in Psychology and in the ways of mental functioning and coping.
FBI, you absolutely have to deal with this.
I think, the best would be simply to divest yourselves from this whole area and to delegate it to the educational and medical - psychological specialists. Optimally, the wide range of the sexual disorders should be more treated and helped than punished.
There is a counterintelligence aspect here also. Recall the case of Vladimir Bukovsky, the Soviet and Russian dissident accused of having child pornography images on his computer, which can be easily inserted by any person or service, in the current cyberINsecurity climate.
This area can be used, and it is used for all sorts of the manipulations, and for all sorts of purposes.
I think, it would be good, if Mr. Garland and Mr. Wray will look into these issues and request the broad range of opinions from the specialists, and I am not one of them.
