Yet Wuhan remains a nervy, contradictory place, desperate to banish bad memories that it cannot afford to forget. At her party, between joshing with friends from behind pink comedy sunglasses, Ding makes sure to spray the takeaway food containers with sterilizing ethanol. In the buildings lobby, a vending machine sponsored by U.S. conglomerate 3M sells masks, hand sanitizer, antiseptic wipes and other plague sundries. After a brief resurgence in May, restrictions were reintroduced, and every Wuhan citizen was tested within two weeks.

Factory output, retail sales and exports in Wuhan are still markedly down year-on-year. Many shops and businesses have closed, never to reopen. Stimulus measures include 500 million renminbi ($73 million) in shopping vouchers, as well as tax breaks and cash payments to some households. Free-trade zones are being expanded to boost investment.
Ordinary Chinese are also lending a hand. The Number 18 Brewpub, founded by Wuhan native Jiang Qi, was forced to close during lockdown but developed a cult following as beer-lovers across China placed online orders to show solidarity with the embattled city.
Still, our numbers show that Hubei people buy more of our beer, confides Jiang proudly. Loyal customers reflect a quality product. His three reopened outlets are once again thronged by millennials devouring platters of Bavarian sausages alongside a dozen or so local ales, including a wheat beer, breakfast stout and a cola-flavored variety. Only the sterilization of tables between customers hints at past travails.

Chinas jingoistic state media was unrepentant, naturally, brushing off objections as sour grapes. In fact, If not for the torrential rain seen in June and July, the music and dance festivals would have begun much earlier, crowed an op-ed in the Communist Party mouthpiece Global Times.

But only time will tell whether there will be more trouble ahead. The source of the outbreak still has not been established, though the working hypothesis is that it leapt from an unknown animal to a human connected to Wuhans Huanan Seafood Market, which was known to stock various exotic species. That market remains closed today, but throughout the city TIME saw streetside stalls selling butchered meat alongside live crayfish, eels and huge pulsing bullfrogs. Russian opposition figure Alexei Navalny was poisoned by a military-grade nerve agent from the Russian-created Novichok family, according to toxicology tests carried out by a German army laboratory. A Germany government spokesman says the evidence is “without a doubt.”
Novichok is the same nerve agent used to poison former KGB spy Sergei Skripal and his daughter, Yulia, in a 2018 attack in Britain that Western nations have blamed on Moscow.
Steffen Seibert, a spokesman for German Chancellor Angela Merkel, says that Germany condemns the attack in the strongest possible terms and urges the Russian government to explain what happened.
Days after he was poisoned on Aug. 20, Navalny was airlifted from Siberia to the Charité hospital in Berlin. He remains in a medically induced coma and on a ventilator, but in a recent update, German doctors said Navalny’s condition is stable and that his life is not in danger.
The Novichok group of nerve agents was “developed in a top-secret laboratory in Moscow and was once a closely held secret of the Russian government,” as NPR’s Geoff Brumfiel has reported. The name means “newcomer” in Russian the chemical weapons were developed in the last years of the Cold War, in a bid to create agents that are both lethal and very difficult to detect.
Navalny is one of Russian President Vladimir Putin’s most prominent critics. The opposition leader has also investigated well-placed officials over potential instances of corruption and abuse of office.
The activist and politician fell ill on a commercial flight from Siberia to Moscow, forcing the plane to make an emergency landing. His spokesperson, Kira Yarmysh, said she saw him drink one thing: a cup of tea at the airport in Tomsk.
Merkel’s office says the government is hoping for Navalny to make a full recovery from his poisoning.
Both Sergei and Yulia Skripal survived the March 2018 attack in Salisbury, England, and the U.K. charged two Russian men with the crime. Then-Prime Minister Theresa May said that the U.K.’s security and intelligence agencies determined the men were “officers from the Russian military intelligence service, also known as the GRU.” NPR’s Esme Nicholson contributed to this report.

(Reuters) - Seven years after former National Security Agency contractor Edward Snowden blew the whistle on the mass surveillance of Americans’ telephone records, an appeals court has found the program was unlawful - and that the U.S. intelligence leaders who publicly defended it were not telling the truth.
In a ruling handed down on Wednesday, the U.S. Court of Appeals for the Ninth Circuit said the warrantless telephone dragnet that secretly collected millions of Americans’ telephone records violated the Foreign Intelligence Surveillance Act and may well have been unconstitutional.
Snowden, who fled to Russia in the aftermath of the 2013 disclosures and still faces U.S. espionage charges, said on Twitter that the ruling was a vindication of his decision to go public with evidence of the National Security Agency’s domestic eavesdropping operation.
“I never imagined that I would live to see our courts condemn the NSA’s activities as unlawful and in the same ruling credit me for exposing them,” Snowden said in a message posted to Twitter.
Evidence that the NSA was secretly building a vast database of U.S. telephone records - the who, the how, the when, and the where of millions of mobile calls - was the first and arguably the most explosive of the Snowden revelations published by the Guardian newspaper in 2013.
Up until that moment, top intelligence officials publicly insisted the NSA never knowingly collected information on Americans at all. After the program’s exposure, U.S. officials fell back on the argument that the spying had played a crucial role in fighting domestic extremism, citing in particular the case of four San Diego residents who were accused of providing aid to religious fanatics in Somalia.
U.S. officials insisted that the four - Basaaly Saeed Moalin, Ahmed Nasir Taalil Mohamud, Mohamed Mohamud, and Issa Doreh - were convicted in 2013 thanks to the NSA’s telephone record spying, but the Ninth Circuit ruled Wednesday that those claims were “inconsistent with the contents of the classified record.”
The ruling will not affect the convictions of Moalin and his fellow defendants; the court ruled the illegal surveillance did not taint the evidence introduced at their trial. Nevertheless, watchdog groups including the American Civil Liberties Union, which helped bring the case to appeal, welcomed the judges’ verdict on the NSA’s spy program.
“Today’s ruling is a victory for our privacy rights,” the ACLU said in a statement, saying it “makes plain that the NSA’s bulk collection of Americans’ phone records violated the Constitution.”
