Brooklyn Paper: Chief city planner pushes for Gowanus rezoning before de Blasio leaves office

The citys chief planner will push to complete the vast Gowanus rezoning before Mayor Bill de Blasio leaves office and elections shake up the City Council, she said on Wednesday.
There is so much potential [in Gowanus] for creation of housing and a significant amount of affordable housing, for job generation, for improvements to the public realm, for enhancements to transit, it can be a win all around, Department of City Planning director Marisa Lago told the head of the New York Building Congress Carlo Scissura on his virtual interview series Espresso with Carlo.
With de Blasio leaving office at the beginning of 2022, and 51 of 55 Council members term-limited from seeking reelection in 2021, the sprawling rezoning faces an uncertain future but Lago said she would hope to complete the roughly seven-month Uniform Land Use Review Procedure for the project before a new mayor is sworn in.
The planning honcho said that DCP is currently finalizing an environmental review necessary for the project to get certified into the lengthy public process, without providing a specific date for when she anticipates the procedure to formally start.

ULURP includes purely advisory recommendations from the local community boards and the borough president, along with binding votes from the 13-member City Planning Commission which Lago also chairs   and the City Council, which usually defers to the areas local legislators, in this case councilmembers Brad Lander and Steve Levin.
While ULURP applications have been on hold since de Blasio paused the proceedings in March amid the COVID-19 pandemic, city officials plan to restart those processes on Sept. 14.
Scissura voiced his support for the plan, saying that members of the Building Congress were eager for the city to move the rezoning forward which would open up more jobs for developers and builders, who are looking to take on new projects in years to come.
[Our members are] not worried about today, they feel like they have enough work right now to get them through it, he said. But theyre a little worried about 21, 22, 23 are we planning for new things that they can work on? And when you talk about what Gowanus rezoning could be, or what Industry City or other things across the city, the pipeline for work in two or three years really is exciting for our memberships, and really for New Yorkers in general.
Lagos comments echoed Lander, who has urged the city to move ahead on the Gowanus rezoning, arguing that more time will allow for a more involved process between city officials, residents, and other local stakeholders in the 16 months left in his Council term.
The rezoning would allow for more total development and taller building projects of up to 30 stories in the low-rise industrial and residential neighborhood, which city planners have estimated would bring around 8,200 new housing units to the area by 2035, including some 3,000 below-market-rate homes.
However, some longtime local opponents to the proposal urged officials to pause the Gowanus rezoning until in-person meetings can safely return, so that they and other residents can voice their concerns at the often raucous public input sessions of high-profile ULURPs a demand endorsed by local Assemblywoman Jo Anne Simon.
This spurred pro-development group Open New York to launch a counter-petition urging the city to move ahead, arguing that Gowanus which is sandwiched between pricey Carroll Gardens and Park Slope is in dire need of the proposed below-market-rate housing units.

Brooklyn Paper: Researchers to study air quality, traffic, and walkability in Downtown Brooklyn

Take a whiff of that!
A group of researchers is planning to measure the air quality, walkability, and traffic patterns in Downtown Brooklyn over the coming months which will gather a treasure trove of data to help make the area more livable, according to the head of the organization behind the effort.
These smart cities projects represent a means of improving the safety, efficiency, and beauty of our neighborhood, said Regina Myer, the president of the Downtown Brooklyn Partnership in an Aug. 25 press release.
The neighborhood business-boosting group will partner on the effort with New York University and a pair of startups including San Franciscan tech company Aclima, which will deploy a fleet of hybrid cars equipped with air sensors to measure air pollution around Downtown Brooklyn and a handful of nearby neighborhoods stretching as far as Red Hook and Sunset Park over the next three months.

Aclimas researchers will collect millions of samples measuring toxins like carbon dioxide, carbon monoxide, nitrous oxide, and harmful fine particles known as Particulate Matter 2.5 before feeding the data back to their cloud for analysis and mapping.
The techies previously took several sets of hyper-local air samples in the Golden State, and a senior scientist for the firm said that the hard numbers on airborne toxins can help locals and elected officials advocate for a cleaner environment.
It will provide a comprehensive resource for governments, communities and interested business leaders to help them form better environmental justice, said Dr Crystal Upperman.
Air pollution has become an even greater concern in the age of the coronavirus as Harvard researchers have found that people living in places with dirty air are more likely to die from COVID-19 than those who live in clean air areas.
The environmental researchers will also take into account how the incoming Jay Street busway could affect air quality levels in the boroughs central business district, according to Upperman.
Aclima, which operates its Kings County outpost from the Navy Yard with the help of local tech center Newlab, plans to share its findings toward the end of the year.
The companys probe will be one of three new efforts of Downtown Brooklyn Partnerships Living Lab initiative to use high tech to measure various issues in the neighborhood.
NYUs Tandon School of Engineerings Center for Urban Science and Progress, based in the nearby MetroTech business complex, will measure car and pedestrian traffic patterns using pole-mounted sensors along the areas Shared Street sections of Willoughby and adjoining Pearl streets which the city narrowed and redesigned to make more pedestrian friendly last year.
The third part will be a survey of Downtown Brooklyns walkability by Manhattan firm Walkspan, focused mainly on Jay Street, Schermerhorn Street, Court Street, and some of the side streets of the Fulton Mall.

Myer hopes the studies will affirm her organizations support for opening more space to walkers downtown especially in the age of COVID-19 and social distancing.
We really have motive here because we think the Shared Street program is the way of the future for pedestrians to access more space, Myer told Brooklyn Paper. It is needed more than ever given the health crisis, given the need for social distancing.
The Partnerships Living Lab previously measured noise pollution in the neighborhood, when partner companies installed audio sensors along the Fulton Mall in 2018, Patch reported.
The Downtown advocate said the neighborhood provides a good template for urban study because of the variety of businesses, schools, and residential developments packed into the area.
We have a high level of transit, a very, very engaged public, a mixed-use community, not just shopping, not just students, not just residents, which makes for a very good sample, Myer said.
