The committee obtained some information suggesting that the Russian intelligence officer, with whom Manafort had a longstanding relationship, may have been connected to the G.R.U.s hack-and-leak operation targeting the 2016 U.S. election, Democrats wrote. This is what collusion looks like.
The assertion was a sign that even though the investigation was carried out in bipartisan fashion, and Republican and Democratic senators reached broad agreement on its most significant conclusions, a partisan divide remained on some of the most politically sensitive issues. The Senate report said that the unusual nature of the Trump campaign staffed by Mr. Trumps longtime associates, friends and other businessmen with no government experience presented attractive targets for foreign influence, creating notable counterintelligence vulnerabilities. The Senate investigation found that two other people who met at Trump Tower in 2016 with senior members of the Trump campaign including Mr. Manafort; Jared Kushner, the presidents son-in-law; and Donald Trump Jr., the presidents eldest son had significant connections to Russian government, including the Russian intelligence services. The report said that the connections between the Russian government and one of the individuals, Natalia V. Veselnitskaya, were far more extensive and concerning than what had been publicly known. Since the release of Mr. Muellers report, Attorney General William P. Barr and numerous Republican senators have tried to discredit the special counsels work dismissing the investigation into the 2016 election as Russiagate. Releasing the report less than 100 days before Election Day, lawmakers hope it will refocus attention on the interference by Russia and other hostile foreign powers in the American political process, which has continued unabated. | |||||||||

WASHINGTON, Aug 18 (Reuters) - Russia used Republican political operative Paul Manafort, the WikiLeaks website and others to try to influence the 2016 U.S. presidential election to help now-U.S. President Donald Trump's campaign, a Senate intelligence panel report said on Tuesday. WikiLeaks played a key role in Russia's effort to assist Republican Trump against Democrat Hillary Clinton and likely knew it was helping Russian intelligence, said the report, which is likely to be the most definitive public account of the 2016 election controversy. The report found President Vladimir Putin personally directed the Russian efforts to hack computer networks and accounts affiliated with the Democratic Party and leak information damaging to Clinton. The panel, formally called the Senate Select Committee on Intelligence, also alleged Manafort collaborated with Russians, including oligarch Oleg Deripaska and an alleged Russian intelligence operative, Konstantin Kilimnik, before during and after the election. The panel found Manafort's role and proximity to Trump created opportunities for Russian intelligence, saying his "high-level access and willingness to share information with individuals closely affiliated with the Russian intelligence services... represented a grave counterintelligence threat." It was not clear what effect, if any, the report might have on the current U.S. presidential campaign in which Trump faces Democrat Joe Biden in the Nov. 3 U.S. election. Opinion polls show former vice president Biden has built an expansive lead in nearly every battleground state that Trump won narrowly in 2016, as the Republican's approval numbers tumble amid the coronavirus pandemic. Russia's alleged election interference, which Moscow denies, sparked a two-year-long U.S. investigation headed by Special Counsel Robert Mueller. Mueller found no conclusive evidence of coordination between Russia and the Trump campaign in a report released last year. He pointed at 10 instances in which Trump may have attempted to impede his investigation but did not say whether this amounted to obstruction of justice. Trump and his supporters have consistently bristled at suggestions foreign interference helped his upset 2016 victory and sought to discredit the intelligence agencies' findings as the politically charged work of a "deep state." Founded by Julian Assange, WikiLeaks published thousands of emails hacked from Clinton's campaign and a top campaign aide in the weeks before the 2016 election, yielding a drum beat of negative coverage about the Democrat. "WikiLeaks actively sought, and played, a key role in the Russian campaign and very likely knew it was assisting a Russian intelligence influence effort, the report said, saying the panel found "significant indications that Julian Assange and WikiLeaks have benefited from Russian government support." As Russian military intelligence and WikiLeaks released the hacked documents, the report said Trump's campaign sought advance notice, devised messaging strategies to amplify them "and encouraged further theft of information and ... leaks." "The Trump campaign publicly undermined the attribution of the hack-and-leak campaign to Russia and was indifferent to whether it and WikiLeaks were furthering a Russian election interference effort," the report added. The committee could not establish the extent to which Trump campaign advisor Roger Stone had real inside access to WikiLeaks materials, the report said. | Ex-CIA officer, FBI linguist charged with spying for China | |||||||||
Alexander Yuk Ching Ma, 67, a former Central Intelligence Agency (CIA) officer, was arrested on Aug. 14, 2020, on a charge that he conspired with a relative of his who also was a former CIA officer to communicate classified information up to the Top Secret level to intelligence officials of the Peoples Republic of China (PRC).
The Criminal Complaint containing the charge was unsealed Monday, August 17, 2020. Assistant Attorney General for National Security John C. Demers, U.S. Attorney for the District of Hawaii Kenji M. Price, Assistant Director of the FBIs Counterintelligence Division Alan E. Kohler Jr., and Special Agent in Charge of the FBIs Honolulu Field Office Eli S. Miranda made the announcement. The trail of Chinese espionage is long and, sadly, strewn with former American intelligence officers who betrayed their colleagues, their country and its liberal democratic values to support an authoritarian communist regime, said Assistant Attorney General for National Security John C. Demers. This betrayal is never worth it. Whether immediately, or many years after they thought they got away with it, we will find these traitors and we will bring them to justice. To the Chinese intelligence services, these individuals are expendable. To us, they are sad but urgent reminders of the need to stay vigilant. The charges announced today are a sobering reminder to our communities in Hawaii of the constant threat posed by those who seek to jeopardize our nations security through acts of espionage, said U.S. Attorney Price. Of particular concern are the criminal acts of those who served in our nations intelligence community, but then choose to betray their former colleagues and the nation-at large by divulging classified national defense information to China. My office will continue to tenaciously pursue espionage cases. This serious act of espionage is another example in a long string of illicit activities that the?Peoples Republic of China is conducting within and against the United States, said Alan E. Kohler Jr., Assistant Director of the FBIs Counterintelligence Division. This case demonstrates that no matter the length or difficulty of the investigation, the men and women of the FBI will work tirelessly to protect our national security from the threat posed by Chinese intelligence services. Let it be known that anyone who violates a position of trust to betray the United States will face justice, no matter how many years it takes to bring their crimes to light. These cases are very complicated and take years if not decades to bring to a conclusion, said Eli Miranda, Special Agent in Charge of the FBIs Honolulu Division. I could not be more proud of the work done by the men and women of the FBIs Honolulu Division in pursuing this case. Their dedication is a reminder that the FBI will never waiver when it comes to ensuring the safety and security of our nation. Ma is a naturalized U.S. citizen born in Hong Kong. According to court documents, Ma began working for the CIA in 1982, maintained a Top Secret clearance, and signed numerous non-disclosure agreements in which he acknowledged his responsibility and ongoing duty to protect U.S. government secrets during his tenure at CIA. Ma left the CIA in 1989 and lived and worked in Shanghai, China before arriving in Hawaii in 2001. According to court documents, Ma and his relative (identified as co-conspirator #1) conspired with each other and multiple PRC intelligence officials to communicate classified national defense information over the course of a decade. The scheme began with three days of meetings in Hong Kong in March 2001 during which the two former CIA officers provided information to the foreign intelligence service about the CIAs personnel, operations, and methods of concealing communications. Part of the meeting was captured on videotape, including a portion where Ma can be seen receiving and counting $50,000 in cash for the secrets they provided. The court documents further allege that after Ma moved to Hawaii, he sought employment with the FBI in order to once again gain access to classified U.S. government information which he could in turn provide to his PRC handlers. In 2004, the FBIs Honolulu Field Office hired Ma as a contract linguist tasked with reviewing and translating Chinese language documents. Over the following six years, Ma regularly copied, photographed and stole documents that displayed U.S. classification markings such as SECRET. Ma took some of the stolen documents and images with him on his frequent trips to China with the intent to provide them to his handlers. Ma often returned from China with thousands of dollars in cash and expensive gifts, such as a new set of golf clubs. According to court documents, in spring 2019, over the course of two in-person meetings, Ma confirmed his espionage activities to an FBI undercover employee Ma believed was a representative of the PRC intelligence service, and accepted $2,000 in cash from the FBI undercover as small token of appreciation for Mas assistance to China. Ma also offered to once again work for the PRC intelligence service. On August 12, 2020, during a meeting with an FBI undercover employee before arrest, Ma again accepted money for his past espionage activities, expressed his willingness to continue to help the Chinese government, and stated that he wanted the motherland to succeed. Ma will make his initial appearance before a federal judge tomorrow in the U.S. District Court for the District of Hawaii. He is charged with conspiracy to communicate national defense information to aid a foreign government and faces a maximum penalty of life imprisonment if convicted. The maximum sentence is prescribed by Congress and is provided here for informational purposes. In the event Ma is convicted, a federal district court judge will determine any sentence after taking into account the advisory Sentencing Guidelines and other statutory factors. The investigation was conducted by the FBIs Honolulu and Los Angeles Field Offices. Assistant U.S. Attorney Ken Sorenson and Trial Attorneys Scott Claffee and Steve Marzen of the National Security Divisions Counterintelligence and Export Control Section are prosecuting the case. James Holmes Security,  Could North Koreas armed forces sink an American aircraft carrier?Here's What You Need To Remember: American overseers will certainly exploit the rudimentary state of North Korean reconnaissance technology. Oceans and seas are big places, the biggest carrier group tiny by contrast. It is no simple task to detect, target and engage maritime forces riding the high seas.Could North Koreas armed forces sink an American aircraft carrier? Yesdepending on what type of carrier they confront, how skillfully U.S. Navy commanders employ the flattop and its consorts, how well North Korean warriors know the tactical surroundings and, most crucially, whom fortune favors in combat. Fortune is a fickle ally, prone to switch sides and back again in battle. Its doubtful an American carrier would fall prey to undersea or aerial attackbut only the foolish say never or always in martial competition, a topsy-turvy affair in which the weak sometimes best the strong. It could happen, and that warrants forethought. First, some preliminaries. We know for a fact that the DPRK Navy can sink surface vessels. It did so in 2010, launching a sneak submarine attack on the South Korean corvette ROKS Cheonan. Granted, Cheonan was a single ship operating alone, not the centerpiece of a carrier or amphibious task force ringed with escort ships equipped to hunt and assail submarines. The Cheonan incident nevertheless offers proof, if more is needed, of a timeless truth about undersea combat: even a technologically backward diesel sub running slowlyand thus silentlycan approach, strike and sink a modern surface craft crewed by highly professional mariners such as those comprising the ROK Navy. The same could befall the U.S. Navy. Indeed, examples are legion of weaker navies equipped with subs giving superior foes fits. In 1982, a Royal Navy task force defending the Falkland Islands expended most of Great Britains war stock of antisubmarine ordnance in a vain effort to dispatch a single Argentine Type 209 diesel-electric boat, ARA San Luis. The Argentine skipper reportedly brought his craft to rest on the seafloor in time-honored fashion. Stopping propulsion eliminated machinery noise, letting San Luis evade detection. Tactics refined during World War II worked on the lesser combatants behalf against a NATO navy optimized for antisubmarine combat. Or take 2006, when a Chinese Type 039 Song-class diesel boat slipped through the defenses of the USS Kitty Hawk carrier strike group, surfacing about five nautical miles from the flattop. While the carrier group wasnt on guard against submarine attack, navy spokesmen nonetheless voiced concern that the Songs approach had gone undetected. As well they might: antisubmarine warfare isnt just a difficult art, but one the U.S. Navy consciously let slip after the Cold War. Thats when the leadership resolved to transform the sea service into a fundamentally different naval force that ventured only perfunctory efforts to prepare for high-seas combat. It is playing catch-up in the undersea realm. Its amusing when commentators describe this or that submarine as a stealth submarine. Presumably that word stealth exudes sex appeal, and generates web traffic. But all subs are stealthy. A nonstealthy sub is wreckage strewn across the seafloor. DPRK skippers have demonstrated they can avoid that fateand do their jobshould they exploit their advantages at a time when circumstances align in their favor. Yes, American carriers are heavily armored and so forth, as carrier proponents like to say, and yes, sinking one would represent no easy feat. Thats a commonplace. But weve known for nearly a century that armored ships can be sunk by aerial, surface, or subsurface attack. Indeed, U.S. Navy aviators, battleship gunners and submariners honed antiship warfare to a fine art seventy-five years past, even before precision-guided munitions made their debut. There are no grounds for hubris vis-à-vis the DPRK Navy. A carrier strike group centered on a nuclear-powered aircraft carrier (CVN) is a different creature from an amphibious ready group centered on an amphibious carrier (LHD or LHA) such as USS Wasp, currently steaming to its new homeport in Sasebo, Japan. Both CVNs and amphibs like Wasp can carry high-tech aircraft such as F-35 joint strike fighters. But the bigger CVN boasts a full-fledged air wing, with lots more fighter/attack aircraft along with associated support aircraft. Its also outfitted with catapults capable of slinging warplanes into the sky bearing larger fuel loads and weapons complements. LHDs and LHAs displace about half as much as CVNs, they have no catapults, and thus they carry a humbler mix of helicopters and vertical-launch U.S. Marine F-35s featuring shorter range than their U.S. Navy brethren. An amphibious ready group, then, presents less formidable challenges to North Korean aviators, rocketeers and mariners than does a full-up carrier strike group. In all likelihood, then, U.S. Navy commanders would hold amphibious groups in reserve until the heavy fighting off Korean shores subsided. The gators could venture close to shore once air and missile attacks had abated the antiship threatrendering it manageable for the groups more modest defenses. In short, how U.S. commanders arrange forces on the nautical chart and sequence operations will help determine whether a carrier suffers assault from North Korean warbirds, surface or subsurface craft, or antiship missiles. Chinas Peoples Liberation Army found this out to its chagrin during the 199596 Taiwan Strait crisis, when President Bill Clinton dispatched two carrier groups to the islands vicinity to deter military action disrupting that years presidential elections. Beijing could neither target nor even find U.S. naval forces cruising the Western Pacific, ostensibly a Chinese nautical preserve. Theres little reason to suppose Pyongyang would enjoy better prospects todayunless, say, the DPRK military is a beneficiary of information passed to it by the PLA under the table. China might seek paybacks by proxy for 199596. But third, the strategic canon warns us to expect the perverse in martial competition or strife. Clausewitz counsels that chance and uncertainty help constitute the climate surrounding warfare, and that the wisest military sage can do little more than stack the deck in his favor. He may lose anyway. Edward Luttwak reminds us that while we may conduct our affairs according to rational cost/benefit logic in peacetime, combatants are susceptible to ironic reversals in wartime, meaning turnabouts of fortune on the battlefield. They tend to overextend themselves, whether out of ignorance or euphoria, and thereby expose themselves to setbacks or defeat. Luttwaks paradoxical logic of strategy exempts no oneincluding U.S. naval aviation. So lets frame maritime strategy toward North Korea with confidence, while abjuring overconfidence like the plague.
