The Assessment Scales quoted below are useful as the systematized method of making the the distinction between the epidemic as the phenomenon due to bio-terrorism or bio-warfare and the natural one. The systems of measurements are the very secondary matters; the absolute precision can never be achieved, and is not even needed, these measurements are impressionistic, subjective, and serve as the helpful hints due to their systematization and organisation of raters’ impressions. The criteria are the most helpful part. 
If we make a ballpark assessment, rating each criterion as indication of the bio-terrorism on the simple mild – moderate – severe type of scale, almost all of them will be in the severe range in the assessment of Coronavirus Pandemic and the U.S. Epidemic as the event of bio-terrorism
You do not have to wait until this epidemic is over to make this assessment, its main features are evident now. Make your assessments. I think, the U.S. Military already made them, drew their conclusions, and made the needed decisions. Do the same for the civilian purposes, and disclose the results of this assessment.

Tularemia is a severe bacterial zoonosis of rodents and lagomorphs (rabbits and hares) caused by Gram-negative, facultative intracellular bacteria of the species Francisella tularensis. The subspecies tularensis (biovar A), which is highly pathogenic for humans, has been found usually but not exclusively, in North America, while the subspecies holarctica or, as it was earlier known, subsp. palaearctica (biovar B), which is less pathogenic, can be found throughout the entire northern hemisphere [1x1Grunow, R, Splettstoesser, W, Hirsch, FW, Kleemann, D, and Finke, EJ. Differential diagnosis of tularemia. Dtsch Med Wochenschr. 2001; 126: 408–413

In many cases, tularemia is naturally transmitted to humans either via small lesions or larger injuries to the skin or mucus membranes in persons skinning or handling diseased animals, particularly rabbits, or as a result of the ingestion of contaminated water or food. Other sources of human infection include infectious ticks and mosquitoes or infective dusts and aerosols. Depending on the portal of infection, local ulcerative processes develop with regional lymphadenopathy and intestinal, pulmonary or systemic, partly septicemic, types. While clinically manifested infections with biovar B strains are for the most part benign, more than 30% of the cases involving biovar A strains could end in death if therapy is inadequate or delayed.

Between September 20, 2012 and December 31, 2018, there were 1,903 human cases of MERS‐CoV in Saudi Arabia listed on FluTrackers (FluTrackers, 2018), containing 1,901 cases reported by the WHO (WHO, 2018a) in that period. One hundred and thirteen cases had missing data on all risk factors and were excluded from this study. A total of 1,790 cases of MERS‐CoV including 365 fatal cases were collected in the data set (Table III). These data were analyzed for scoring the GFT and mGFT.

Using the scoring system of original GFT (Table IV), the result showed 40 points out of 54 points, indicating a likely unnatural outbreak (likelihood 74%). For the assessment by the recalibrated GFT, the result showed 40 points out of 60 points (likelihood 67%) (Table V), also indicating likelihood that MERS‐CoV outbreak in Saudi Arabia may be unnatural.

Application of a Risk Analysis Tool to Middle East Respiratory Syndrome Coronavirus (MERS‐CoV) Outbreak in Saudi Arabia

AbstractThe Grunow–Finke assessment tool (GFT) is an accepted scoring system for determining likelihood of an outbreak being unnatural in origin. Considering its high specificity but low sensitivity, a modified Grunow–Finke tool (mGFT) has been developed with improved sensitivity. The mGFT has been validated against some past disease outbreaks, but it has not been applied to ongoing outbreaks. This study is aimed to score the outbreak of Middle East respiratory syndrome coronavirus (MERS‐CoV) in Saudi Arabia using both the original GFT and mGFT. The publicly available data on human cases of MERS‐CoV infections reported in Saudi Arabia (2012–2018) were sourced from the FluTrackers, World Health Organization, Saudi Ministry of Health, and published literature associated with MERS outbreaks investigations. The risk assessment of MERS‐CoV in Saudi Arabia was analyzed using the original GFT and mGFT criteria, algorithms, and thresholds. The scoring points for each criterion were determined by three researchers to minimize the subjectivity. The results showed 40 points of total possible 54 points using the original GFT (likelihood: 74%), and 40 points of a total possible 60 points (likelihood: 67%) using the mGFT, both tools indicating a high likelihood that human MERS‐CoV in Saudi Arabia is unnatural in origin. The findings simply flag unusual patterns in this outbreak, but do not prove unnatural etiology. Proof of bioattacks can only be obtained by law enforcement and intelligence agencies. This study demonstrated the value and flexibility of the mGFT in assessing and predicting the risk for an ongoing outbreak with simple criteria.

But there’s still a lot they don’t know.

The virus spreads from person to person through small droplets from the nose or mouth via coughing or sneezing, according to the World Health Organization (WHO). It can persist on most surfaces up to several days, so in addition to directly inhaling the virus, you can become infected by touching something that has been contaminated and then touching your own nose, mouth or eyes. There is some evidence that virus particles in the feces of an infected person can transmit the disease through contact, but that remains unconfirmed.
How many people are infected, and how many do not show any symptoms?
So far, more than 550,000 cases have been reported worldwide, of which more than 127,000 have recovered and more than 24,000 have died. Some researchers estimate that up to 80% of people who are infected show no or only mild symptoms and may not even know they are sick. That would put the number of people who might have been infected in the millions. But we need many more studies and much more testing to close in on a more accurate number.

Are younger people less likely to die from the virus?
Younger people, while less vulnerable, can still develop COVID-19 – the disease caused by the SARS-CoV-2 coronavirus – severe enough to require hospitalization. Just how much safer they are is still unanswered. The WHO says older people with pre-existing conditions – such as chronic obstructive pulmonary disease or asthma, high blood pressure, diabetes and heart disease – appear to develop serious illness more often than others, while a U.S. health official said the mortality rate in males appears to be twice that of women in every age group. Health officials have cautioned that anyone with those underlying conditions, as well as those with weakened immune systems, are at increased risk.
Can people be re-infected?
This is a key question – and we don’t yet know the answer. There are a handful of cases of possible “reinfection” in recovered patients. But most scientists believe those are more likely to have been relapses. A patient may feel better and test negative for the virus in their nose and throat, while the virus remains elsewhere in their body. Fully recovered patients have antibodies in their blood that should protect them from fresh infection, but we don’t know how long those antibodies will last. With some viruses, antibodies fade faster. Even if they do persist, SARS-CoV-2 might undergo small changes over time, as flu viruses do each year, rendering the antibodies ineffective.
Several academic laboratories and medical companies are looking to produce blood tests to figure out who has been exposed to the virus and whether some people have developed immunity. Serological testing will also give a better picture of the full extent of the pandemic.
Do we know when there will be treatments or a vaccine?
No. So far there are no vaccines or antiviral medicines specific to the new coronavirus. Treatment for now focuses on relieving symptoms such as breathing assistance. Companies around the world are racing to develop vaccines. A few have launched early safety testing in humans, but experts say it could take a year or more to develop and test a vaccine. Another complication: viruses can mutate quickly. Some scientists have already identified subtle changes since SARS-CoV-2 emerged in Wuhan, China, in December. But recent studies show the virus is relatively stable, which suggests vaccines should still be effective when they become available.
Does the virus spread more slowly in hot places?
Some experts had hoped that the onset of summer will naturally slow the virus. But the European Centre for Disease Control said on Wednesday that it is unlikely to diminish its spread. The WHO has also said that the virus can be transmitted in all areas, including hot and humid climates.
How long will the pandemic last?
We don’t know. It will depend on a range of factors, from how long people continue to isolate and avoid group gatherings to when effective drugs or a vaccine become available. President Donald Trump said this week that he hopes to “reopen” the U.S. economy by Easter Sunday on April 12. But he has faced criticism that such a timetable is too rushed and could lead to more people dying. In Hubei province, the epicenter of China’s coronavirus outbreak, life has started to return to normal after two months of lockdown. It remains to be seen whether such a return to normal spurs another outbreak.
Does the amount of exposure to the virus determine how sick someone gets?
Viruses enter the body and infect cells, using them as factories to make many millions of copies of themselves, so the number of virus particles that first enter the body has little effect on the eventual amount of virus in the system. At the same time, more frequent exposure does increase the chance that the virus will enter the body in the first place.
When will the economy return to normal?
The International Monetary Fund expects the pandemic will cause a global recession in 2020 that could be worse than the one triggered by the 2008 financial crisis. The depth of a recession, how long it will last and the nature of the recovery are a matter of debate. Economists say it will largely depend on how long the lockdowns last – around a quarter of all humanity is currently in lockdown – and how far government support goes in helping individuals, businesses and markets survive the crisis.
Are the trillions of dollars in emergency spending helping?
Central bank measures have sought to keep financial markets functioning, including areas that keep the real economy humming, such as the markets where companies go to raise short term cash to pay staff and where cities go to raise money for roads and schools. Steps taken by governments, such as the $2 trillion U.S. stimulus package, are expected to further help the economy by putting cash in the hands of individuals and providing additional funding to small businesses and companies. Such measures still need to work through the system, however, and it remains unclear whether they will be enough.
Is it a good time to invest?
Some investors and bank strategists are starting to look at whether people should buy back into the world’s stock markets, which have plunged some 25% from their highs in February. U.S. hedge fund manager Bill Ackman said this week he had turned increasingly positive on stocks and credit and was “redeploying our capital in companies we love at bargain prices that are built to withstand this crisis.” But with all the uncertainties, many more analysts and investors remain shy about calling the bottom of the market.

In an official memo, the Justice Department
 that those who intentionally spread Covid-19 could be charged on terrorism-related charges, because the virus “appears to meet the statutory definition of a ‘biological agent.'” And the charges, in some cases,
 to life imprisonment.
Intent is the key differentiator in this case — and law enforcement would have to prove the intentional spread of the virus in order to indict individuals on terrorism-related charges.
Keep in mind that bioweapon attacks aren’t just the plot lines in episodes of “The Americans” or “Homeland” — they are a
 facing the actual homeland today, and the Justice Department’s guidance could not come soon enough. The FBI has
police agencies in an alert, for example, that racist extremist groups, including white supremacist groups, are encouraging their members who get Covid-19 to spread the disease to Jewish people and members of law enforcement.
Notably, state and local authorities have already used terrorism-related laws to address coronavirus. The New Jersey attorney general’s office

In short, this memo is an important step in holding anyone accountable for intentionally spreading the virus and in deterring anyone who is thinking about using Covid-19 as a weapon. And this is a very real, very live threat, including for US officials. Intentionally exposing key US officials — in any branch of the government — could seriously impact the functioning of the country.
Unfortunately, this crisis has underscored just how catastrophic Covid-19 can be. Indicating that weaponizing it could result in terrorism-related charges will hopefully play a role in dissuading anyone with this in mind.
Of course, it’s important to remember that the threat of bioterrorism is nothing new. US government officials
 about biological weapons attacks against us, and they have stockpiled their own defensive biological weapons for decades.
Weeks after 9/11, in the midst of the anthrax scare, the FBI
 that the “Bioterrorism threat has risen to a new level.”
, a federal program established in 2003 to “provide early warning of a bioterrorist attack in more than 30 major metropolitan areas across the country,” is an important part of our counterterrorism apparatus. And, in its last public worldwide threat assessment, the DNI
that “the threat from biological weapons has also become more diverse” and noted the “potential for adversaries to adopt novel biological warfare agents.”
These are just a few examples of how various parts of the US government — including members of the intelligence community, law enforcement, policymakers and more — have tried to organize to confront bioterrorism, albeit with
. But, bottom line: A biological weapons attack is not the stuff of science fiction, and part of addressing this threat is constructing a framework for indicting and prosecuting those who use bioweapons to hurt Americans.
While the administration works to address coronavirus, they also need to hold those who may have played a role in allowing it to spread — by spreading disinformation about its origin, scale and scope, for example — accountable. And the Justice Department’s memo is a good step in that direction.

Coronavirus: After the EU Failed to Deliver, Italy Looks to Russia for Help

ROME (Mideast Discourse) — More than 15 military transport planes flew from Russia to Italy delivering disinfection units, 180 doctors, 100 personnel which include specialists in biological protection, nurses, ventilators, and masks. The experts sent to Italy have worked on international epidemics including African Swine Fever and in developing an Ebola vaccine. Italy’s Prime Minister Guiseppe Conte had requested help from Russia, and the government commissioner for the coronavirus emergency, Domenico Arcuri, confirmed the help had arrived. ‎‎Luigi Di Maio, Italy’s Foreign Minister, personally welcomed the first Russian plane to arrive on Sunday. Videos emerged online of the trucks on their way to northern Bergamo near Milan, the hardest hit by the virus.
Lombardy regional councilor for health services, Giulio Gallera, announced the arrival of Russian doctors at Papa Giovanni Hospital in Bergamo. Moscow has a tradition of international solidarity that dates back to the Soviet era. “Never had so many Russian planes and personnel landed before in a NATO country,” reported the Italian daily ‘La Repubblica’.
Italy imports gas to fuel their power plants, and Rome has previously called on the EU sanctions against Russia to be relaxed, even though the plea has not been heeded, and sanctions have been repeatedly renewed.
Italy’s Civil Protection Agency Facebook page was full of grateful comments, and some anger at the US, which was seen as not forthcoming with aid in the darkest hours of Italy’s need.

New alliances emerging

The current global political scene is changing rapidly as a result of the coronavirus.  We are seeing new super-powers emerging, such as China and Russia, and former power-houses weakening, such as the US and NATO.
The shifting sands of alliances remind us of a similar situation before WW2. Italy, and several other EU members, may find themselves forging new alliances that are headed east.  The current US domestic political chaos gave Russia and China the chance to offer an alternative to nations who may be ready to wrest-free of the former US domination. This situation leads to a new version of the old ‘Cold War’ era, in which the world was split into West and East camps of influence.

The critics

The saying “don’t look a gift horse in the mouth” means that you shouldn’t criticize a gift, but that didn’t stop the Italian daily ‘La Stampa’ from reporting an unnamed high-level political source that most of the Russian supplies sent to Italy were ‘useless’.
Russia’s Ambassador to Italy Sergei Razov dismissed the report as perverse. “Such assertions are the product of a perverse mind. A selfless desire to help friendly people in trouble is seen as insidious,” Razov told Russian media.
When asked if Russia expected Italy to return the favor by trying to get EU sanctions lifted, Kremlin spokesman Dmitry Peskov described the notion as absurd.  “We’re not talking about any conditions or calculations or hopes here,” he said on Monday. “Italy is really in need of much more wide-scale help and what Russia does is manageable.”
Besides the desire to help a neighbor in need, there is the fact that the majority of the 658 people with confirmed cases in Russia have recently flown back from western Europe, making the case for Russian self-protection as well as Italian friendship.
Russian administration is well-organized and able to impose strong measures in such a crisis, as compared to other countries that have been slow to institute strict measures and precautions.

The EU response

European Union countries have been slow to help their fellow members. Italy, France, and Spain have urged a massive response; however, the EU is divided on a potential rescue plan for the region’s economy, with Germany, the Netherlands, Austria, and Finland opposed to what they see as unreasonable expectations. Nine EU countries including France, Italy, and Spain have called for a common debt plan administered by a European institution to raise funds on the market; but, Germany and the other tight-fisted members stress that all EU countries can finance themselves.
Matteo Salvini, former deputy prime minister, speaking to the Italian Senate, said “In Brussels, it is clear they are yet to understand the situation. If the German Government keeps talking about the European Stability Mechanism (ESM) without conditions which provides that funds are given to Italy but have to be paid back in the future, Berlin and Brussels got it wrong,” clearly furious at the German and EU stance.

The origins of the Italian crisis

Mario Di Vito is a correspondent for the Italian daily, “Il Manifesto.” He compares the coronavirus crisis in Italy to that of a world war. In explaining how the virus moved rapidly he points to Confindustria, the association of Italian industrialists, who pressured the government to not shut down production, and the Mayor of Milan, Beppe Sala, continued to tell people to leave their houses and to live a normal life; however, once the number of dead and infected spiked it was apparent those early decisions were deadly.  The stay-at-home order from PM Conte came much too late, and the weakness of the Italian healthcare system was exposed as the sick and dying rose into the thousands.
Two weeks of military-enforced stay-at-home orders have paid off with signs of the slowing down of new infections and deaths since Italy’s first positive test on February 20. Italy has by far the most virus deaths of any nation in the world, numbering 8,165. While the official count of positive cases is 80,539, experts assume the actual number may be much higher. At least 33 doctors have died and 6,414 medical personnel have tested positive in Italy.
“We know it before we go into battle, and we accept it,” Dr. Luca Lorini, head of intensive care in a hospital in Bergamo told the Associated Press.

NEW YORK (AP) — A fire in a shopping cart on a New York City subway train led to the death of the conductor and injuries to several other people early Friday, and authorities are investigating it as a crime, officials said.
Fires were reported at three other stations along the same subway line, and authorities are investigating whether one person set all of them in an act of vandalism.
“We are investigating it as a criminal matter,” Deputy Chief Brian McGee said, adding that no arrests have been made.
The fire led to the death of the train’s driver, possibly of smoke inhalation, who was helping passengers to safety, officials said. The death came the day after two of his fellow New York City Transit employees fell victim to the coronavirus.
Autopsy results for the driver are pending.
“As all of you know, this has already been a devastating week for New York City Transit,” said Sarah Feinberg, interim president of the agency that runs the city’s buses and subways. “And this is another horrific moment for our family.”
A train had just pulled into the 110th Street station in Harlem, near the north end of Central Park, around 3 a.m. when a transit worker saw smoke and fire in one of the cars, said McGee, who joined Feinberg at a news conference at the scene.

The driver and another transit employee evacuated passengers, some of them homeless, from a train car where a smoldering shopping cart was discovered inside, officials said.
The driver’s body was found on the tracks in front of the stopped train, they said.
The 36-year-old conductor was taken to Mount Sinai Hospital and pronounced dead, police said. His name was not released.
Fires were also reported at around the same time at three nearby stations — 86th Street, 96th Street and 116th Street, McGee said.
“The most important thing that I need is for witnesses to come forward,” he said, urging New Yorkers to call a police tip line.
Nine other people were injured, Feinberg said.
The fatal fire occurred a day after two other New York City Transit employees died of COVID-19, according to their union.
Bus driver Oliver Cyrus, 61, and train conductor Peter Petrassi, 49, were killed by the virus Thursday, Transport Workers Union Local 100 President Tony Utano said.

Researchers have developed a tool that can assist in determining whether the pathogen behind an epidemic is natural or lab-made, an advance that may help better investigate the origins of outbreaks like the COVID-19 pandemic.
According to the scientists, including those from the University of New South Wales in Australia, it is usually assumed that every outbreak is natural in origin, and does not routinely include risk assessments for unnatural origins.


In the study, published in the journal Risk Analysis, they developed a modified form of an assessment tool called GFT (mGFT) which has been validated against previous outbreaks.
The tool contains 11 criteria for determining if an outbreak is of unnatural origin, the researchers said.
It assesses if there is presence of a political or terrorist environment from which a biological attack could originate.
The tool also checks if the pathogenic organism may be atypical, rare, antiquated, new emerging, with mutations or different origins, genetically edited or created by synthetic biotechnology.
Such pathogens, the scientists said, may demonstrate increased virulence, unusual environmental sustainability, resistance to prophylactic and therapeutic measures, or difficulty in detection and identification.
The mGFT tool also analyses special aspects of the biological agent to see if it has been genetically manipulated.
It also checks for peculiarities of the geographic distribution of disease.
The researchers explained that it is unusual from an epidemiological perspective if the disease is identified in a region concerned for the first time ever, or again after a long period of time.
According to the study, the tool also assesses if the biological agent is released artificially.
In such cases, the scientists said the agent may be found in unusually high concentrations in the air, soil, and drinking or surface water over a large area.
They said the percentage of cases of a disease per unit of time or the total number of cases may also reflect on the peculiarities of the pathogen.
Generally, the researchers said, natural epidemics feature paths of transmission which are typical for the pathogen and its natural hosts.
Deviations from these natural paths, they explained, could indicate that biological agents have been deliberately disseminated.
The tool also factors in the timing of the epidemic since certain infectious diseases occur in increased numbers during certain seasons, either because they are dependent on the weather, or they occur after certain intervals in time, the study noted.
An unusual, rapid spread of the epidemic, the scientists said, is determined by its virulence, resistance and concentration of the pathogen, the contagiousness of the disease and the intensity of the transmission process.
They added that the susceptibility and disposition of the exposed population are also important factors contributing to a disease’s spread.
The tool, according to the researchers, also assesses these factors to determine if a pathogen is lab-made or natural.
The study warned that biological attacks can be directed against large heterogeneous population groups and military contingents or against selected target groups — factors that the tool assesses to help determine the pathogen’s origin.
According to the scientists, mGFT can also use data on any suspicious circumstances identified prior to the outbreak, during the period of outbreak or post-outbreak, to point out if it was an unnatural epidemic.
If the tool reveals a score of less than 30 points, out of 60 possible points, they said, the outbreak could be of natural cause.
The study noted that each criterion is given a value between 0-3, based on available data.
This value, the researchers said, is then multiplied by a set weighing factor between 1-3 points, and the sum of points is divided by the maximum number of points, for a probability which indicate the likelihood of bioterrorism.

They said it can be applied to the coronavirus outbreak to flag unusual patterns.
However, the researchers cautioned that the findings simply flag unusual patterns in an outbreak, but do not prove unnatural origin.
“Proof of bioattacks can only be obtained by law enforcement and intelligence agencies,” they wrote in the study.

Lost Sense of Smell May Be Peculiar Clue to Coronavirus Infection

Hendrik Streeck, a German virologist from the University of Bonn who went from house to house in the country’s Heinsberg district to interview coronavirus patients, has said in interviews that at least two-thirds of the more than 100 he talked to with mild disease reported experiencing loss of smell and taste lasting several days.
Another physician who studied a cluster of coronavirus patients in Germany said in an email that roughly half of the patients had experienced a smell or taste disorder, and that the sensory loss usually presented after the first symptoms of respiratory illness, but could be used to distinguish people who should be tested.
Dr. Clemens Wendtner, a professor of medicine at the Academic Teaching Hospital of Ludwig-Maximilians University of Munich, said that the patients regained their ability to smell after a few days or weeks, and that the loss occurred regardless of how sick they got or whether they were congested. Using nasal drops or sprays did not help, Dr. Wendtner said.
Several American patients who have had symptoms consistent with the coronavirus, but who have not been tested or are still awaiting test results, described losing their senses of smell and taste, even though their noses were clear and they were not congested.
Andrew Berry, 30, developed a fever and body aches about 10 days ago, and then a sore throat and debilitating headaches. He tested negative for influenza and has not gotten the result of a coronavirus test taken four days ago, but his physician was convinced that he had the virus, he said.
Now, Mr. Berry said, he literally cannot smell the coffee.
“Even with a clear nose, I just realized I couldn’t smell the food that I was cooking, and I couldn’t taste the food that I was making,” said Mr. Berry, a tattoo artist based in Orlando, Fla. He was cooking a plantain dish with onions and vinegar, yet he could not smell it.
Amy Plattmier, a woman from Brooklyn, was not tested for the coronavirus during a recent illness, but her husband then became sick and had a positive test. Ms. Plattmier said she usually had a very sensitive nose, but now could barely smell anything — not the bleach she was using to clean the counters, which usually makes her feel nauseated, or the dog’s accident in the bathroom, which she cleaned up.
Mr. Berry has also lost some weight, because he has not had much of an appetite. “Hopefully it’s not a prolonged effect,” he said. “I can imagine it changes the quality of life.”

The driving criminal force behind this hypothetical spread is very likely the Mafia, very likely the Russian Jewish one, the TOC, or the other varieties, allied with some Intelligence Services. This has to be investigated also. 
The practical measures to limit this hypothesized deliberate active spread can be taken right now.

If only a part of all these legitimate and well based suspicions and accusations against the New York branch of the FBI are proven or sufficiently demonstrated, this question would be quite legitimate: Was at least a part of the NY FBI branch corrupt, rotten, in Trump’s pocket, and under possible influences of the foreign agents? 

Investigate the “STORMTROOPERS” – the alleged “pro-Trumpists” within the NY branch of the FBI, and look into the general health of the whole branch. 

Investigate James Kallstrom and others! 

Investigate the Abwehr – Roy Cohn Law School and all its “graduates”. 

Investigate the political corruption in both parties. Investigate the corruption and failures within the FBI, and their root causes. The proof is in the pudding, sadly but undeniably.
