Chechen Minister Says Reading Of Koran Therapeutic For Lesbian - Russia News Review
A minister in Russia's Chechnya region has said it would be "remedial" for an openly gay woman to read the Koran, following beatings she accused her parents of orchestrating over her homosexuality.
"You can express yourself as you like, but reading the Koran in a certain setting, situation, and with certain conversations really is therapeutic in traditional Islamic medicine," Dzambulat Umarov, Chechen minister of national policy, foreign relations, press, and information, told the 360 channel on January 22.
He refused to believe the accusations made by Aminat Lorsanova, a 22-year-old native of Grozny, that she was tormented and beaten.
Such "absurd information," according to the minister, is related to the lesbian, gay, bisexual, and transgender (LGBT) community and is deliberately "thrown into the media landscape."
Lorsanova the previous day filed a report with the Russian Investigative Committee demanding a criminal case be opened into her parents, their acquaintance, and doctors of a medical clinic in Grozny.
According to the woman, she was sent to a medical clinic in August 2018 for 25 days after which she spent an additional four months at a neuropsychiatric dispensary in Grozny.
Several times during her stays at the clinics, Lorsanova said her father's acquaintance would come and beat her with a cane while reading the Koran in front of her parents, saying he was "driving the genie out of her."
According to the alleged victim, the man would repeatedly strike her in the solar-plexus area and pressed his fingers in the area, causing her more pain.
During this period, Lorsanova said her father six times forcibly injected her with tranquilizers.
Since early 2017, there have been reports of a coordinated campaign of violence and intimidation of homosexuals in Chechnya, including by law enforcement authorities.
Russia has faced international criticism for its record on LGBT rights, including a 2013 law signed by Putin that banned disseminating "propaganda of nontraditional sexual relations" to minors. Putin denies the law is discriminatory, saying it is aimed only at protecting children.

High-Level UN Panel Seeks Solutions to Problems of Internal Displacement |
More than 41 million people globally have been forcibly displaced within their own countries because of conflict, violence and violations of their human rights, according to U.N. estimates. Another 17 million people have been forced to flee their homes because of natural disasters and climate-related events.People displaced within their own countries are among the most vulnerable in the world because they lack the legal international protections accorded refugees when they cross an international border. In an effort to right this wrong, U.N. Secretary-General Antonio Guterres has established the first-ever High-Level Panel on Internal Displacement to seek concrete long-term solutions for the beleaguered millions and to raise global awareness of the unending misery in which they are caught. "The issue of internal displacement tends to be forgotten, while it is one of the major, not only humanitarian, but also, I would say, political crises that our times are seeing,” said Federica Mogherini, the co-chair of the panel and former European Commission High Representative for Foreign Affairs. "So, our first task will be to keep, or rather put this as high as possible on the agenda and try to provide some good advice on how this can be addressed," she added. The panel’s eight distinguished members come from all regions of the world, some from countries that have big problems of internal displacement. They are expected to draw upon their wealth of experience in government, international organizations, civil society and the private sector to map out a realistic plan for improving the lives of the displaced and for garnering greater support for the communities that host them. "We have been clearly tasked to focus on specific issues. So, we will try to be as concrete and focused on the results that we can realistically achieve,” said Mogherini. "First of all, we have been tasked to focus on prevention of displacement and mitigation of its effects. On capacity building, to better deal with this issue and how to mobilize at best international support, first and foremost for the states that are affected by this issue,” she said. Crucially, she said, the panel has been asked to address what she called the three main drivers of displacement: climate change, disaster risk reduction and peace action. The panel held its first “brainstorming” session on Tuesday in preparation for the complex and challenging work that will get underway on February 26. Guterres has given the group only one year in which to deliver a realistic plan, one that will be “sustainable and durable over time.” The secretary-general announced the establishment of the panel on October 23, the 10th anniversary of the adoption of the African Union Convention on Internally Displaced Persons in Africa, known as the Kampala Convention. The U.N. refugee agency reports 17.8 million people are internally displaced in sub-Saharan Africa, the largest regional displacement in the world. Panel co-chair Donald Kaberuka noted that a Convention on Internal Displacement would “ensure that the work, which has been done in the field of refugees and migrants, was completed.” On December 17, 2018, the General Assembly adopted the Global Compact on Refugees followed by the adoption on December 18, 2018 of the Global Compact for Safe, Orderly and Regular Migration. Kaberuka, the former president of the African Development Bank Group and minister of finance and economic planning in Rwanda said he hoped to bring his experience from the development world to find practical solutions to the displacement crisis. He told VOA it was not possible to separate “development, environment and security,” all elements involved in displacement. He said all three matters must be addressed together. For instance, he said, “I do not see any solution in the Sahel at the moment… What is happening to the climate and how it has fallen into a social problem and now into a security problem. Those will have to be addressed together.” The panelists have agreed that they want a positive, productive outcome to their year-long deliberations. They said they do not intend to point fingers of shame or dwell on governmental shortcomings but would try to get countries to work together to meet the needs of the displaced. Mogherini said the panel would “try to avoid politicizing this issue and try to look at what can help people live better in a situation that is in itself very difficult... We believe that this could be a win-win approach.” |

President Donald Trump on Wednesday minimized the severity of head injuries sustained by U.S. troops during the Iranian missile strikes on two Iraqi air bases as he was pressed on why he'd claimed no troops had been injured in the attacks."I heard they had headaches and a couple of other things ... and I can report it is not very serious," Trump said at a press conference in Davos, Switzerland, arguing that potential traumatic brain injuries are less severe than, say, missing limbs. "No, I don't consider them very serious injuries relative to other injuries that I've seen," the Republican president said. "I've seen what Iran has done with their roadside bombs to our troops. I've seen people with no legs and with no arms. I've seen people that were horribly, horribly injured in that area, that war." "No, I do not consider that to be bad injuries, no," he added. Trump has repeatedly claimed that no Americans were harmed in the Iranian missile strikes on Jan. 8, which came in retaliation for a U.S. drone strike that killed Qassem Soleimani, Iran's most powerful military general. The question of American casualties was especially significant at the time because Trump cited the fact that no Americans were killed or injured as driving his decision not to retaliate further and risk a broader war with Iran. But in the days following the attack, medical screening determined that some of the U.S. troops who took cover during the attack were suffering from concussion-like symptoms. Last week, 11 U.S. service members were flown from Iraq to U.S. medical facilities in Germany and Kuwait for further evaluation of concussion-like symptoms. And U.S. defense officials said Tuesday that additional U.S. troops had been flown out of Iraq for closer evaluation of potential concussion injuries. The number of troops flown to Germany was not immediately clear, but officials said it was a small number. Trump told reporters he was informed of the concussion issue "numerous days" after the attack. |

DC Sues Trump Inaugural Committee, Alleging Abuse of Funds |
The District of Columbia is suing President Donald Trump’s inaugural committee and two companies that control the Trump International Hotel in the nation’s capital, accusing them of throwing parties for the Trump family with nonprofit funds, and overpaying for event space at the hotel.The district’s attorney general, Karl Racine, said the inaugural committee had been “blatantly and unlawfully abusing nonprofit funds to enrich the Trump family.” The lawsuit, announced Wednesday, alleges that the committee abused nonprofit funds and coordinated with the Trump family to “grossly overpay for event space” in the hotel. The committee has maintained that its finances were independently audited, and that all money was spent in accordance with the law. It was the latest allegation that Trump and his family have used public and nonprofit funds spent at Trump-owned properties to enrich themselves — part of the peril of Trump not fully withdrawing from his businesses while he is president. Trump has maintained ownership but turned the reins over to his adult sons, who have bristled at the charge that they are profiting off their father’s presidency. The suit alleges the committee coordinated with the hotel’s management and members of Trump’s family to arrange the events and that committee staffers knew they were paying prices that were “grossly above market rate” but didn’t consider less expensive alternatives. The committee raised an unprecedented $107 million to host events celebrating Trump’s inauguration in January 2017. But the committee’s spending has drawn mounting scrutiny. “District law requires nonprofits to use their funds for their stated public purpose, not to benefit private individuals or companies,” Racine said. “In this case, we are seeking to recover the nonprofit funds that were improperly funneled directly to the Trump family business.” Prosecutors found that Rick Gates, a former Trump campaign aide who flipped on the president during the special counsel’s Russia investigation, personally managed discussions with the hotel about using the space, including ballrooms and meeting rooms. One of the event’s planners raised concerns about pricing with Trump, Gates and Ivanka Trump, according to the lawsuit. Ivanka Trump is the president’s daughter and a senior White House adviser. Those concerns included a written warning that the price proposal was at least twice the market rate. But Gates went through with it anyway, at a cost of $1.03 million, the suit says. In one instance, Gates contacted Ivanka Trump and told her that he was “a bit worried about the optics” of the committee paying such a high fee, Racine said. Stephanie Winston Wolkoff, a former adviser to first lady Melania Trump who played a leading role organizing the inaugural parties, had also told Trump, when he was president-elect, and Ivanka Trump that she was uneasy with the offer, Racine said. Winston Wolkoff later followed up with an email to Gates and Ivanka Trump warning that the hotel’s proposal was at least twice the market rate, Racine said. Prosecutors say the committee could have hosted inaugural events at other venues either for free or for reduced costs but didn’t consider those options. Gates pleaded guilty to charges tied to his lucrative political consulting work in Ukraine and was sentenced last month to 45 days in prison, a punishment that a judge said reflected the extensive cooperation Gates had provided to the Justice Department. Racine’s office said investigators did not directly speak with Gates in as they pursued the suit. A lawyer who represented Gates for the criminal proceedings didn’t immediately return a message seeking comment. The White House didn’t immediately return a message nor did the Trump Organization. The suit contends that the hotel went against industry practice and refused to discount the space, and double-booked its largest ballroom with a different organization that was still affiliated with the inauguration, the Presidential Inaugural Prayer Breakfast. Both organizations were nonprofits, but the breakfast paid $5,000 for the ballroom. The committee, however, paid $175,000, the suit claims. Prosecutors say the committee also used nonprofit funds to throw a private party on Jan. 17, 2017, the night off the inauguration, for Trump’s family — a $300,000 affair. The reception was for three of Trump’s children — Donald, Jr., Ivanka and Eric. “There will be an after party at the OPO (Trump Hotel) following the inaugural balls on Friday. DJT is not expected to attend but was more for you, Don and Eric,” Gates wrote in an email to Ivanka Trump, according to the suit. DJT is a reference to Donald J. Trump. Event staff within the inaugural committee recognized this would not be a proper use of committee funds and had tried to cancel this event, according to the suit, but Gates and the Trump family went ahead anyway. Racine said his office focused on the inaugural committee and the companies that profited because investigators believe that’s the best option for them to possibly recover the funds. Racine had been sending subpoenas for months related to the investigation. The inaugural committee was also being investigated by New York and state authorities in New Jersey, who are looking into, among other things, whether foreigners illegally contributed to the inaugural events. |
