The point of Putin's rambling, almost one hour "presentation" was to justify his secret Intelligence Cooperation Agreement with Germany, by recalling the similar past historical agreements.
Here is the quote which I dug out somehow, accidentally, several years ago:

This quote apparently, became a subject of discussions with Lukashenko at their previous talks earlier the same day, when Lukashenko, who is in charge of the security and defense issues, started to question it. Very few people in Russia knew about it, and it still remains, largely, a mystery.
Apparently, this Agreement does indeed exist, and as I said Putin tried to justify it by referring to 1939 Nazi - Soviet Nonaggression pact, which included the Intelligence cooperation pact also.
The whole issue raises a lot of questions.
I have some questions about it too.
When was it concluded, and who signed it?
Why was there such a need for secrecy?
Why was there a clearly preferential treatment for Germany in these very important and sensitive Intelligence matters?
What are the implications of this agreement on Russia's array of international relations?
What are the exact areas of cooperation?
What kind of information is shared?
And so on, and soon; this Questions List can be very long. I am sure that many Government entities in Russia would also have many questions on this mysterious subject.
Mr. Putin, why don't you publish this Agreement in its entirety? Why don't you address this issue directly?
Do you want to hear my explanation of this "why"? Here it is:
Because you are the agent of the German Intelligence Services, that is why. Because you were recruited by them during your service in East Germany, that is why.
I think, Mr. Putin should be arrested and interrogated.
The members of the Russian Security Council and the other involved entities, I think, that it is your responsibility and your obligation to do this.
In my humble opinion, there could be very little doubts that
Putin is the German agent and the Spy In Chief.
Take all the appropriate actions, guys; this is your sacred duty.
Or do you want to continue walking around with the long strings of noodles hanging from your ears?

But be advised: Now the whole world knows about it.

Mr. Lukashenko is very smart and honest man. I am sure, that he will figure it all out, one way or another, and that he will share it with world, in due and appropriate time.
