Cardinal Angelo Sodano has resigned, at 92, as Dean of the College of Cardinals. Excerpt:
Pope Francis used the occasion to express “my gratitude, including in the name of the members of the College of Cardinals, for the precious and punctual service he [Cardinal Sodano] has offered as dean for many years with availability, dedication, efficiency and a great ability to organize and coordinate.”
“Now it is up to the cardinal bishops to elect a new dean,” the pope said, referring to a group of 12 top-ranking cardinals. “I hope they elect someone who will occupy this very important role full time.”
Remember, Archbishop Carlo Maria Vigano accused Sodano of covering up for Cardinal Ted McCarrick’s homosexual molestation of seminarians. Rocco Palmo remarks:
Despite being retired as Secretary of State since 2006, Cardinal Angelo Sodano has managed to retain a staggering degree of clout in the Vatican ranks, above all through his proficiency at filling the middle management of the dicasteries with loyalists over his 16 years as the Holy See’s de facto COO under John Paul II. Yet at the same time, as reports piled up of the now 92 year-old cardinal’s direct involvement in several major scandals – above all the cases of two globally known predators: the Legion of Christ founder Marcial Maciel Degollado and Chile’s most prominent abuser, Fernando Karadima, both close Sodano allies – the veteran diplomat remained a glaringly public presence given his enduring role as Dean of the College of Cardinals: by law the church’s #2 figure, and the one who presides over nearly every aspect of a vacancy of the papacy itself.
Direct involvement, note. The Legionaries of Christ has just released some news about its late founder:
Sexual abuse of minors was rife among superiors of the Legionaires of Christ Catholic religious order, with at least 60 boys abused by its founder Father Marcial Maciel, a report by the group showed.
The report is important because for decades until 2006, including during all of the pontificate of Pope John Paul, the Vatican dismissed accusations by seminarians that Maciel had abused them sexually, some when they were as young as 12.
The order said the report, which was released on Saturday and covers the period since Maciel founded it in his native Mexico in 1941 to this year, was “an additional attempt (by the Legionaires) to confront their history”.
Maciel, who died in 2008, was perhaps the Roman Catholic Church’s most notorious paedophile, even abusing children he had fathered secretly with at least two women while living a double life and being feted by the Vatican and Church conservatives.
Cardinal Angelo Sodano, 92, who was secretary of state under John Paul, was for years one of the Legionaires’ biggest protectors in the Vatican.
The Legionaries’ report found that 175 boys were abused by priests of the order. A staggering one-third of them were abused by Maciel himself.
Jason Berry, one of the best-informed journalists on the abuse beat, wrote back in 2010 about how Maciel built his empire.I had not read this story before tonight. It is breathtaking. Maciel bribed senior churchmen virtually from the beginning. Excerpts:
In his time, the late Fr. Marcial Maciel Degollado was the greatest fundraiser of the modern Roman Catholic church. He was also a magnetic figure in recruiting young men to religious life in an era when vocations were plummeting. Behind that exalted façade, however, Maciel was a notorious pedophile, and a man who fathered several children by different women. His life was arguably the darkest chapter in the clergy abuse crisis that continues to plague the church.
The saga of the disgraced founder of the Legion of Christ, a secretive, cult-like religious order now under Vatican investigation, opens into a deeper story of how one man’s lies and betrayal dazzled key figures in the Roman curia and how Maciel’s money and success helped him find protection and influence. For years, the heads of Vatican congregations and the pope himself ignored persistent warnings that something was rotten in the community where Legionaries called their leader Nuestro Padre , “Our Father,” and considered him a living saint.
The charismatic Mexican, who founded the Legion of Christ in 1941, sent streams of money to Roman curia officials with a calculated end, according to many sources interviewed by NCR: Maciel was buying support for his group and defense for himself, should his astounding secret life become known.
In 1994 Pope John Paul II heralded him as “an efficacious guide to youth.” John Paul continued praising Maciel after a 1997 Hartford Courant investigation by Gerald Renner and this writer exposed Maciel’s drug habits and abuse of seminarians. In 1998, eight ex-Legionaries filed a canon law case to prosecute him in then-Cardinal Joseph Ratzinger’s tribunal. For the next six years, Maciel had the staunch support of three pivotal figures: Sodano; Cardinal Eduardo Martínez Somalo, prefect of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life; and Msgr. Stanislaw Dziwisz, the Polish secretary of John Paul. During those years, Sodano pressured Ratzinger not to prosecute Maciel, as NCR previously reported. Ratzinger told a Mexican bishop that the Maciel case was a “delicate” matter and questioned whether it would be “prudent” to prosecute at that time.
In 2004, John Paul — ignoring the canon law charges against Maciel — honored him in a Vatican ceremony in which he entrusted the Legion with the administration of Jerusalem’s Notre Dame Center, an education and conference facility. The following week, Ratzinger took it on himself to authorize an investigation of Maciel.
Berry reports on how Maciel used to grease the palms of just about everybody in Rome in a position to help the Legion. Sodano was its most important protector. One of the only Roman curial officials who refused Legion money was Cardinal Joseph Ratzinger. More:
After the ex-Legion victims filed a canonical case in 1998 against Maciel in the Congregation for the Doctrine of the Faith, Sodano as secretary of state — essentially, the Vatican prime minister — pressured Ratzinger, as the congregation’s prefect, to halt the proceeding. As NCR reported in 2001, José Barba, a college professor in Mexico City and ex-Legionary who filed the 1998 case in Ratzinger’s office, learned from the canonist handling the case, Martha Wegan in Rome, of Sodano’s role.
“Sodano came over with his entire family, 200 of them, for a big meal when he was named cardinal,” recalled Favreau. “And we fed them all. When he became secretary of state there was another celebration. He’d come over for special events, like the groundbreaking with a golden shovel for the House of Higher Studies. And a dinner after that.”
The intervention of a high Vatican official in a tribunal case illustrates the fragile nature of the system, and in the Maciel case, how a guilty man escaped punishment for years.
“Cardinal Sodano was the cheerleader for the Legion,” said one of the ex-Legionaries. “He’d come give a talk at Christmas and they’d give him $10,000.” Another priest recalled a $5,000 donation to Sodano.
But in December 2004, with John Paul’s health deteriorating by the day, Ratzinger broke with Sodano and ordered a canon lawyer on his staff, Msgr. Charles Scicluna, to investigate. Two years later, as Benedict, he approved the order that Maciel abandon ministry for a “life of penitence and prayer.” Maciel had “more than 20 but less than 100 victims,” an unnamed Vatican official told NCR’s John Allen at the time.
The congregation cited Maciel’s age in opting against a full trial.
An influential Vatican official told NCR that Sodano insisted on softening the language of the Vatican communiqué — to praise the Legion and its 60,000-member lay wing, Regnum Christi — despite the order’s nine-year Web site campaign denouncing the seminary victims. The Legion’s damage control rolled into a new phase with its statement that compared Maciel to Christ for refusing to defend himself, and accepting his “new cross” with “tranquility of conscience.”
Read it all. Sodano was, and is, scum. All those innocent little boys. Sixty of them. That is almost enough to fill a school bus. As a goodbye gift, Francis ought to have given him a gold millstone to drape around his neck.

Экспансия Ватикана на Русь в современных условиях приобретает все более изощренные формы и методы. Без стеснений и открыто озвучивается УЛЬТИМАТУМ. А мы что ответим? 20-24 августа 2017 года запланирован визит в Россию государственного секретаря Ватикана кардинала Пьетро Паролина. В связи с его поездкой заблаговременно католической стороной развернута пиар-кампания. Конечно, привлечь к себе внимание за счет авторитета мировых лидеров – только одна из целей Ватикана.
С одной стороны, политическим лидерам Европы, даже тем, кто традиционно раньше ассоциировал себя с христианством, уже давно глубоко наплевать на Католическую Церковь; в их странах – политика гомодиктатуры, там разрушают храмы и строят мечети. Но, с другой стороны, мировым лидерам все еще приходится считаться с влиянием Ватикана.
Демонтаж христианской Европы
Дело тут не столько в пастве, сколько в мощных финансовых и политических ресурсах Ватикана. Однозначно, в Европе сейчас довольно сложная ситуация, поэтому влияние религиозного лидера, – некогда ее символа, – используется во взаимовыгодных целях.
России, имеющей неоднократный горький опыт обмана Европой и Ватиканом, не стоит обольщаться их миролюбием. Есть очевидные факты тому, что Европа и Ватикан – это враги, которые не раз предавали и нарушали свои обязательства. Если они бегут к русским с, якобы, поклоном и предложением мира, то за этим могут стоять только две вещи: или иезуитская подлость и вероломство, либо их хорошенько клюнул жареный петух. Но все равно, после помощи они обязательно предадут. Чуда здесь не предусматривается (хотя, конечно, на все воля Божья, но уж точно, нет в этом воли Ватикана), свою антиправославную и антирусскую позицию, – даже если это в ущерб экономики и политики, – они менять не собираются!

Так что же об этом визите благонравно говорит католическая сторона?
В интервью для итальянского журнала «Corriere della Sera» кардинал Пьетро Паролин в глобальном, ватиканском стиле заявляет:«Мир – ясный и неотложный приоритет как для Папы Франциска, так и для меня лично в этот исторический период, когда мы являемся свидетелями роста напряженности и конфликтов в различных частях мира». Неприкрытый цинизм здесь просто зашкаливает. Давайте посмотрим, кто же нарушитель этого мира? Во многих странах происходит очевидная дискриминация русских, но Ватикан только выжидающе молчит. Так где же защита прав человека? На Украине те же греко-католики и украинские католики разжигают религиозное и гражданское противостояние, совершают захваты храмов, убийства православного духовенства. С амвонов в простых сельских приходах, в высших богословских католических учреждениях (например, УКУ), в католических СМИ, в заявлениях иерархов УГКЦ звучат беззастенчивый расизм, русофобия, ” rel=”nofollow”>ксенофобия и” rel=”nofollow”>православнофобия . На Донбассе в зоне разграничения стоят польские военные гарнизоны, которые религиозно мотивированы убивать «русню», «ватников», «совков», так как исторические претензии католической польской экспансии «Polska od morza do morza» никуда не делись! И если мы проследим высказывания в польских СМИ в тот период, когда Крым возвратился в состав России, то найдем немало возмущений и сожалений по этому поводу, и совсем не потому, что для Польши Украина – друг.

Вы спросите, а при чем тут Польша со своей государственной политикой – и Ватикан? Дело в том, что значительная часть католического духовенства на Украине, в Беларуси, в России, в Прибалтике – это поляки, именно через них Ватикан «создает погоду» среди паствы, именно через них осуществляется разведывательная и антигосударственная деятельность в пользу западных разведок и Ватикана, о чем я подробно писал в своей статье «Какая Церковь, такие и святые».
Итак, остановимся на основных посылах в интервью Пьетро Паролина и прокомментируем их.
«У Святого Престола особый интерес к обширной восточной части Европы…»
Хочу отметить, что это не просто интерес к расширению сферы влияния в Восточной Европе. На католическом сайте есть статья с красноречивым названием «Святой престол от Москвы до Пекина» , где подчеркивается исключительная роль Ватикана по сохранению мира, с намеками на желательную экспансию этих территорий и человеческих душ.
«После периода идеологического противостояния и новых перспектив, открытых после завершения холодной войны, важна поддержка взаимных уважения, диалога и сотрудничества, имея перед собой дело распространения мира».
После посещения таких стран этого региона как Беларусь и Украина, кавказских и прибалтийских государств, очередным этапом пути стала Россия. В ней националисты-боевики еще не могут орудовать так, как на Украине, где в результате войны и гражданского противостояния, которые католики же и раздувают, они выступают «миротворцами» на канонических православных землях. Пример тому – посещение кардиналом Леонардо Сандри зоны АТО, в которой греко-католики начали открывать свои приходы . По всей Украине растет число захватов храмов и нападений на православное духовенство (Захват православного ” rel=”nofollow”>храма в городе Коломыи ).
Как показало время, несмотря на искрение надежды и ожидания того, что Ватикан будет придерживаться заключенных договоренностей, «Гаванская декларация» так и осталась «бумажкой лицемерия». Вот она, уже на практике, «поддержка взаимного уважения, диалога и сотрудничества».
Отвечая на вопрос о том, какие темы будут затрагиваться во время разговора с президентом Путиным, кардинал Паролин, как мне кажется, переходит к ультиматуму: «Церковь не перестает призывать всех политически ответственных лидеров планеты не противопоставлять национальные или частичные интересы общему благу, уважать международное право, то есть не право на силу, но силу права, к согласию и сотрудничеству между народами. Методом этого всегда является диалог».
Ультиматум заключается в следующем. Дело в том, что на Западе произошла «приватизация» того, что является правом, оно наполнено чуждым христианскому вероучению содержимым. В Европе есть право на всякого рода неестественные извращения и растление, под чем Ватикан полностью подписался: права ЛГБТ, эвтаназия, педофилия, легализация наркотиков, ювенальная юстиция и т.д. Например, в Ватикане «для улучшения имиджа Католической Церкви» даже была создана должность защитника прав ЛГБТ, ее занимает «отец» Джеймс Мартин (James Martin) . Он известен своим шокирующим заявлением о том, что «некоторые католические святые были наверняка геями».

Так что, русские, уважайте это «право», соглашайтесь, внедряйте его у себя! Это же общее благо! «Методом этого всегда является диалог», ради которого и едет указанный кардинал в Россию.
По словам кардинала, с Патриархом Кириллом они будут говорить о взаимодействии между Церквами. Ибо, как он заметил, «важно искать положительные и открытые возможности для дальнейшего развития межцерковных отношений и делать со стороны Церквей конструктивный вклад в решение проблем, которые ставят вызовы перед человечеством».
Другими словами это можно сказать так: «Мы уже со своей стороны как только не пляшем, и мощи святого Николая вам привезли, ну хоть что-то сдайте, предайте Православие! Где же «положительные и открытые возможности» для нас?»
Госсекретарь Ватикана кардинал Пьетро Паролин в интервью также отметил, что среди задач его визита «не числится подготовка возможного путешествия Святого Отца», выразив при этом надежду, что, может быть, удастся, «с Божьей помощью, сделать какой-то вклад также и в этом направлении».
То есть надежды на то, что православные примут унию во время визита Папы, все же остаются, а Патриарх, по его мнению, как раз и должен это сделать, ведь «Гаванская встреча» не принесла желанного результата. Пока наш Патриарх держится на православных позициях.
А что же мы, искренние православные христиане ответим на этот ультиматум Ватикана?

Pope issues Motu proprio regarding Dean of College of Cardinals
Pope Francis has accepted the resignation of the former Secretary of State and Dean of the College of Cardinals, Angelo Sodano, and with a special Motu proprio, establishes new guidelines for the role of the Dean.

The Pope on Saturday accepted the resignation of Cardinal Angelo Sodano as Dean of the College of Cardinals, who has stepped down because of his advanced age. At the same time, with a special Motu proprio, he established that from now on the post will be for five years, that it can be renewed if necessary, and that at the end of the mandate the outgoing cardinal will receive the title of “Dean Emeritus”.
The decision was made public after the Pope’s traditional meeting before Christmas with members of the Roman Curia, which opened with an address from Cardinal Angelo Sodano. The 92-year-old Italian cardinal has been a Bishop and Apostolic Nuncio since 1978, Secretary of State from 1990 to 2005, and successor of Cardinal Joseph Ratzinger as Dean of the College of Cardinals, as provided for in the norms of the Cardinals of the Order of Bishops.
On 26 June 2018, Pope Francis decided to expand the number of members of the Cardinal Bishops – which until then had consisted of the titular cardinals of the suburbicarian dioceses (dioceses on the outskirts of Rome) and the Eastern Patriarchs who were cardinals – to include the Secretary of State, Cardinal Pietro Parolin, the Prefect of the Congregation for the Oriental Churches, Leonardo Sandri, the Prefect of the Congregation for Bishops, Marc Ouellet, and the then Prefect of the Congregation for the Evangelization of Peoples, Fernando Filoni, who was recently appointed Grand Master of the Equestrian Order of the Holy Sepulchre.
“Now, however,” writes Pope Francis in the new Motu Proprio, “having accepted the resignation” of Cardinal Sodano, “whom I thank warmly for the high service rendered to the College of Cardinals in the nearly fifteen years of his mandate, and also having considered the fact that the increase in the number of cardinals would weigh with greater commitments on the person of the Dean of Cardinals, it seemed appropriate to me that from now on the Dean of Cardinals, who will continue to be elected from among the members of the Order of Bishops in the manner established by the can. 352 § 2 of the Code of Canon Law, will remain in office for a period of five years, which can be renewed if necessary, and that at the end of his service, he may assume the title of Dean Emeritus of the College of Cardinals”.
The Dean of Cardinals presides over the College but has no power of government over the other cardinals, being a “primus inter pares”. Up to now, the post had no time limit. The Dean convokes the conclave in the case of Sede vacante (a period when there is no Pope) and presides over it if he is less than eighty years of age and therefore is included among the electorate. In the last conclave, in March 2013, Cardinal Sodano, already over eighty, presided over the General Congregations of the cardinals but was not part of the conclave in the Sistine Chapel. Instead, the task was assigned to the Vice-Dean, Cardinal Giovanni Battista Re.

President Trump went down in history this month as the third president to be impeached, in part over an abuse of power allegation involving an attempt to extort Ukraine into attacking Democratic frontrunner Joe Biden.
But the story of the pressure campaign actually begins long before this year, with an individual who has gone without much mentioned during the impeachment inquiry: Paul Manafort.
Manafort resigned from the Trump campaign in August 2016, in the wake of a damning New York Times story suggesting that he had taken $12.7 million in off-the-books payments from his Ukrainian clients. Steve Bannon, Manafort’s successor as campaign chairman, reportedly called the story a “killshot.”
But conversations with multiple people involved and a close look at the public record reveal that the circumstances of Manafort’s downfall were the seed from which the Ukraine pressure campaign — and, ultimately, President Trump’s impeachment — grew.
In the months after Trump’s victory in November 2016, he and his allies leaned on a narrative that Manafort was the victim of a Ukrainian campaign to fabricate financial records and release them to the media. Ukraine, they claimed, targeted Manafort in “collusion” with the Democratic National Committee.
Trumpworld began to use these interference accusations to defend the President against allegations of collusion with Russia. And, as time wore on, Giuliani began to investigate the underlying allegations themselves.
It’s not clear whether Trump, or other administration officials, took any official actions to pressure Ukraine to manufacture dirt before 2019. But for much of 2017 and 2018, there appears to have been a recognition among both Trump’s allies and officials in Ukraine that Manafort’s downfall was perceived in the White House as having been orchestrated by the Ukrainian government, and was detrimental to the two countries’ relations.
But looking at the pressure campaign through the prism of Manafort highlights the extent to which Ukrainian officials in 2016 perceived Trump’s candidacy as an existential threat. The then-Republican candidate had said in July 2016 that he would consider lifting sanctions on Russia, and might recognize the annexed Ukrainian peninsula of Crimea as Russian territory.
And when it came to Manafort, the situation was personal for both sides. The reigning government in Kyiv in 2016 had, after all, been installed following a violent revolution that led to Manafort’s client being deposed.
The black ledger
The August 2016 New York Times piece that precipitated Manafort’s ouster was based on a trove of documents known in Ukraine as the “black ledger.” It purports to show documentation of bribes paid out by the political party for which Manafort worked in Ukraine.
But what incensed Trump and his allies was less the allegations themselves than how they came to be. The New York Times cited Ukraine’s National Anti-Corruption Bureau in its original story as having informed the newspaper that Manafort’s name appeared in the ledger.
That, in turn, has led to allegations from Trumpworld that it was Ukraine which interfered in the 2016 election — not Russia. Ukraine allegedly conspired with Democratic officials to hurt Trump by spreading doctored financial records about Manafort.
Much of this entered the media ecosystem through a January 2017 Politico article.
Citing Andrii Telizhenko, a former staffer at Ukraine’s embassy in Washington, Politico reported on allegations that the country’s D.C. delegation had tried to help the DNC “get enough information on Paul [Manafort] or Trump’s involvement with Russia” to merit a congressional hearing.
And once Robert Mueller was appointed special counsel in May 2017 and his investigation ramped up, Trump’s defenders increasingly began to suggest that Ukrainian attempts to damage Manafort were the real scandal.
Trump attorney Jay Sekulow said on July 16, 2017, that “Ukrainians were in direct contact with DNC officials,” while Trump himself addressed the theory, tweeting on July 25:
Sean Hannity texted Manafort himself on Aug. 11 about “Ukraine interference,” after Manafort got in touch to praise a Hannity segment.
There’s no evidence to back up Telizhenko’s claims, and at least $1.2 million of the payments in the black ledger have reportedly been corroborated by bank records, though none of the transactions formed the basis of the charges for which Manafort was later prosecuted.
Finding enemies
Nonetheless, the claim repeated by Trump allies was clear: Manafort was the victim of an attempt by the Ukrainian government to interfere in the 2016 election.
But who, exactly, was responsible?
Telizhenko, via the Politico story, blamed the DNC and Ukraine’s embassy in Washington. But those following the story closely began to seize on another possible enemy: the National Anti-Corruption Bureau, the Ukrainian law enforcement body which identified Manafort’s name in the “black ledger.”
The agency — known by its acronym NABU — was set up partly at the behest of Ukraine’s Western backers, who saw the country’s existing law enforcement institutions as hopelessly corrupt. The U.S. hoped that NABU, with higher-paid detectives and backing from the FBI and U.S. Embassy in Kyiv, would be able to cleanse the Ukrainian political system by effectively serving as an independent anti-corruption prosecutor.
But NABU immediately encountered enemies. Many of these came in the form of the existing law enforcement bodies that the agency was meant to supplant.
Enter Yuriy Lutsenko, Ukraine’s prosecutor general who, before feeding dirt to Rudy Giuliani, opened a criminal investigation into NABU’s leadership.
Lutsenko’s interest in prosecuting NABU came around the same time as allegations of anti-Trump Ukrainian interference in the 2016 election caught the attention of legislators in both Ukraine and the U.S.
Ukrainian MP Andrii Derkach (who met with Giuliani in Kyiv in December), sent Lutsenko a letter on July 24, 2017, asking for an investigation into “interference in the U.S. electoral process” allegedly committed by “NABU leadership,” while asking Lutsenko to offer information about the issue to the FBI.
That same day, Sen. Chuck Grassley (R-IA) sent DOJ Deputy Attorney General Rod Rosenstein a letter based on the same idea, asking whether federal prosecutors were examining if the DNC and Clinton campaign’s alleged “collusion” with Ukraine violated FARA.
A Grassley spokesman told TPM that the request was sent in advance of a “hearing on FARA enforcement that week where several examples of possible violations and enforcement failures were discussed.”
“So it was important to have this inquiry in the public domain in advance,” the spokesman said. “I’m not sure we were even aware of the Ukrainian MP inquiry you reference.”
Mobilization
So if — in the tale Trump allies were pushing — Manafort was the victim and Ukraine was the culprit, what could be done about the supposed crime?
Trump lawyer Rudy Giuliani told One America News in its groan-inducing series on corruption in Ukraine that it was in late 2017 — around Thanksgiving — that he first started his investigation.
“I looked into Ukraine because it was thrown at me, put in my lap,” Giuliani said, recalling that an unnamed associate told him about the allegations on “Thanksgiving eve” 2017.
“I was told collusion, corruption, bribery — all affects 2016, all affects the way in which Democrats did in large measure everything they were hypocritically accusing the Republicans of,” he told the right-wing TV network this year.
Giuliani has said that it was then, in late 2017, that he began to speak with “sources” who knew about the alleged fabrication of Manafort’s financial records and about supposed collusion with the DNC in their release. Lutsenko has said that he first received an invitation to meet with Giuliani around November 2017.
Giuliani wasn’t hired as an attorney for Trump’s defense team in the special counsel investigation until April 2018, but had been ally of the President for more than a decade.
It’s not clear whether the activities that Giuliani described as occurring in 2017 were connected to his Trump representation. It’s also not clear what steps Giuliani took in 2017 or 2018 to “investigate” the claims.
We do, however, know what Manafort and Lutsenko were up to.
In early 2018, Manafort was seeking to defend himself in various ways that would get him imprisoned by a D.C. federal judge, including continued outreach to allies in Ukraine. Lutsenko, meanwhile, reportedly froze any Ukraine-related investigations into potential crimes by Manafort in April 2018.
Prosecutors revealed in documents from his breach hearing that Manafort had stayed in touch with people in Ukraine up until his June 2018 incarceration.
One exchange, which later became the subject of a legal dispute over whether he had violated his plea agreement by lying to the government, showed the former Trump campaign chair texting an unnamed intermediary approval in response to the question: “If I see POTUS one on one next week am I ok to remind him of our relationship?”
Lutsenko, meanwhile, reached out to a former U.S. attorney named Bud Cummins through intermediaries in September 2018, just as Manafort struck an initial plea bargain with the special counsel.
Cummins passed information from Lutsenko on to U.S. Attorney for the Southern District of New York Geoffrey Berman — the first half of the message, Cummins told TPM, focused on allegations that the financial records which implicated Manafort were falsified.
“I don’t remember even being conscious of what or whatever had been going on over there,” Cummins told TPM, when asked about Ukrainian interest in casting doubt on the Manafort prosecution.

The second half contained the now-familiar allegations about the Bidens.
By November 2018, Giuliani was making plans directly with Lutsenko. He would meet the general prosecutor in New York City in January 2019, and would discuss the country’s role in the 2016 election as well as allegations against Hunter Bidens.
A memorandum from the meeting leaked to Ukrainian media suggests that Lutsenko told Giuliani that the black ledger which implicated Manafort was fake, and that it was part of a U.S. embassy plot to help Hillary Clinton.
Impeachment
Within months, John Solomon of The Hill began to publish a series of articles on the topics that Giuliani wanted Ukraine to investigate.
The first story, published on March 20, was an interview with Lutsenko in which the general prosecutor said that he was opening a criminal investigation into NABU’s interference in the 2016 election.
From there, the timeline is well known, and culminates in a whistleblower complaint about Trump’s July 25 phone call with Volodymyr Zelensky. On that call, Trump referenced the Mueller investigation, saying “that whole nonsense ended with a very poor performance by a man named Robert Mueller, an incompetent performance, but they say a lot of it started with Ukraine.”
The Washington Post reported that Giuliani and Manafort’s legal team consulted multiple times in 2019 about the veracity of the financial records that led to the GOP consultant’s resignation.
Giuliani visited Kyiv on December 4 with a film crew from One America News, the right-wing TV channel filming a series meant to counter the impeachment narrative.
The trip — and documentary — saw Giuliani meet with the same characters who, in 2017, initiated key ingredients in the saga.
Derkach, the MP who first demanded that Lutsenko investigate Ukrainian interference in 2016, said that he gave Giuliani reams of documents showing malfeasance at NABU.
Lutsenko himself accused the U.S. Embassy of blocking his own investigation into the matter. Andrii Telizhenko, the former diplomat who squired Giuliani into Kyiv, altered his claims, saying now that the alleged whistleblower who tipped Congress off to Trump’s July 25 phone call with Zelensky invited him in January 2016 to an Obama White House national security council meeting where the participants demanded “dirt” on the Party of Regions — Manafort’s Ukrainian client.
It’s not clear what will come of the effort to exonerate Manafort.
The former Trump campaign chairman remains in jail, but finds himself in a better position, legally, after a New York state judge’s decision last week. The judge threw out a Manhattan DA indictment that would have kept the longtime GOP lobbyist behind bars in the event of a pardon.
Now, if the President chooses to issue a pardon, his former campaign chair will walk free.
