Why Russia and China Are Joining Forces - WSJ

Russian and Chinese military aircraft probed South Korean and Japanese air defenses last week, leading the South Koreans to fire more than 300 warning shots before the intruders departed.
This was just the latest manifestation of a deepening alliance between Russia and China. James Dobbins, Howard Shatz and Ali Wyne described the emerging alignment in an April essay in the Diplomat. In 2016, Russia displaced Saudi Arabia as China’s largest source of imported oil. In 2017, the two countries held their first joint naval exercise in the Baltic Sea. In June 2018, Xi Jinping called Vladimir Putin “my best, most intimate friend,” and later that year Chinese forces participated in the largest military exercise on Russian soil since 1981.
The departing director of national intelligence, Dan Coats, says the two Eurasian supergiants are as close as they were in the 1950s. From Venezuela to Syria to Serbia, they are working to frustrate the West. They are also increasingly cooperating in sub-Saharan Africa and have found ways to reduce their competition in Central Asia.
Many analysts discounted the prospects for deep Sino-Russian coordination. Mr. Putin’s overarching foreign policy objective has long been to build up Russia as an independent great power between Europe and China; a close alliance with a rising China works against this goal. Tensions along their lengthy border, commercial rivalries, and Russian suspicion of Chinese designs on its Far Eastern territories tend to drive the two countries apart. Given Russia’s slow decline and China’s rapid rise, some expected Russia would support Western efforts to balance China rather than undermine them.
Instead Moscow seems to have concluded that the door to the West is closed. The European Union is too weak, too indecisive and too liberal to serve as a strategic partner for Mr. Putin’s Russia. President Trump is too mercurial and Congress too hostile for the U.S. to meet Russia’s needs. That leaves a stark choice between an alliance with China and isolation.
There is another factor driving Moscow and Beijing together. The circus atmosphere of the Trump presidency sometimes obscures this, but the past few years have witnessed a marked increase in American power. Washington’s reach is expanding, its ability to enforce its will on others has grown, and it has become more willing and able to use its power disruptively. Moreover, as recent protests in Moscow and Hong Kong demonstrate, liberal ideas still have the power to challenge the world’s autocrats. Russia and China have decided to work together more closely in large part because both countries are more worried about the U.S.
Intelligent people disagree about the wisdom of the Trump administration’s Iran policy, and success is far from certain—but as a demonstration of American power, the economic isolation of a major oil producer in the teeth of stiff European, Chinese and Russian opposition is an extraordinary spectacle. To Russia—another major oil producer dependent on trade with the West that has felt the bite of American sanctions—it is terrifying.
Three factors contribute to this surge in American power. First, the success of fracking and related technologies together with the increased use of renewable energy in the West makes world energy markets more resilient. Oil prices are stable and relatively low even though Iran and Venezuela have essentially been forced out of the market.
Second, the growing sophistication of information technology means that U.S. authorities can track complex transactions and enforce secondary sanctions to an unprecedented degree. European governments have been shocked to discover that they cannot protect national companies wishing to do business with Iran from American law. Moscow and Beijing cannot help but notice that these tools could one day be turned against them.
The third factor is Mr. Trump. By using trade and tariffs as weapons in unrelated negotiations, the president has increased America’s clout. European efforts to resist U.S. sanctions on Iran, for example, must be carried out in the shadow cast by Mr. Trump’s threats to impose massive tariffs on key European products on vaguely defined “national security” grounds.
Mr. Trump’s critics argue that Washington can’t afford to alienate longtime allies as adversaries coalesce against the U.S. They also warn that the institutions that constrained great-power competition are decaying at an accelerating pace. And businesses around the world need the kind of policy predictability that Trump-era diplomacy is steadily eroding.
True enough, and worrying—but the new world disorder has deeper causes than Mr. Trump. There are two rising great powers in the world today—not just one—and the U.S. as well as China is developing a more expansive view of its interests as its power grows.
China has responded to the newly competitive international situation by deepening its relationship with a strategic partner. Combine the jostling ambitions of two rising world powers with the disruptive economic, military and cultural consequences of the information revolution, and the causes of our distemper are easier to understand if not, unfortunately, to resolve.

The West Needs to Seek an Accommodation with Russia

Since the overthrow of the elected government of Ukraine in 2014, with the economic and political support of the West and the seizure of the Crimea by Russia, relations between Russia and the West have deteriorated to a point where Russia, faced with what she regards as an existential threat from the West, is seeking a temporary economic, political and military alliance with China. The continuing crisis between the West and Russia is spiraling out of control and has reached a point where the West is in danger of losing its economic and political dominance in the world balance of power. Before the political miscalculations of the West forces Russia to seek a more permanent alliance with China, the West needs to re-examine its behavior towards Russia and seek a political solution to the short-sighted geopolitical aggression that was begun by the West.
The Yalta Conference the Percentages Agreement
After the end of the Second World War, Germany was divided between the forces of the western allies and Russia. The allies had agreed that the Soviet Union would occupy Eastern Germany and that the Soviet Union’s sphere of influence would be the eastern part of Germany at the Yalta Conference in 1945. Included in the Russian sphere of influence would be Poland, Romania, Hungary, and Bulgaria. However, these spheres of influence which emerged at the end of the Second World War had not been discussed at Yalta, but at a private meeting that the United States was not a party to.
The Soviet Union and the United Kingdom had met in Moscow, prior to the Yalta conference, called the Moscow Conference, where Stalin and Churchill had agreed to these terms. This side agreement between the Soviet Union and the United Kingdom came to be known as the “Percentages Agreement.” While President Roosevelt had been represented at the Moscow Conference by Roosevelt’s friend and confidant, Averill Harriman, Ambassador Harriman was not present at this meeting, and the results of the meeting were not shared with him, or with the U.S. government.
Of the 4 countries involved in these spheres of influence, only Poland was not involved in the war between Nazi Germany and the Soviet Union. While Bulgaria did not join in the land invasion of the Soviet Union in 1941, its navy did attack elements of the Soviet fleet during Operation Barbarossa in 1941 and laid mines in the Black Sea which led to the sinking of 4 Russian submarines. Romania and Hungary both contributed significant military forces in Operation Barbarossa and in Case Blue. Poland being occupied by Nazi Germany after the beginning of Operation Barbarossa contributed nothing, but historically Poland has been a land corridor for the invasion of Russia since the middle ages. Stalin sought a defensive belt between Russia and the West, given that in the last 200 years, Russia has been invaded by the West 4 times. Until the fall of the Berlin Wall, Russia was secure behind her “spheres of influence,” knowing that before any invasion force could get to Russian soil again, any invading army would have to travel through a buffer country where the Russian army could prevent any invading force from entering Russian soil.
The West’s Geo-Political Aggression after the Cold War
Towards the end of the Cold War, and after the fall of the Berlin Wall, the most pressing problem facing Europe and Russia at the time was the political question of the reunification of Germany. To achieve a peaceful reunification between then West Germany and East Germany, the West needed the acquiescence of the then Soviet Union. In a meeting held between then-Secretary of State James Baker and Soviet Premier Gorbachev in February of 1990, the United States suggested “that in exchange for cooperation on Germany, the U.S. could make iron-clad guarantees that NATO would not expand one inch eastward.”
It was only after receiving these “iron-clad guarantees” that Premier Gorbachev agreed to the reunification talks. Not two weeks later, the U.S. began laying the foundation to bring Eastern Europe into the West’s sphere of influence and to begin the process of advancing NATO to the very frontiers of Russia. From 2004 to 2019, NATO has added the following countries to its membership: Poland, Hungary, the Czech Republic, Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia. In 2019, the countries of recognized Bosnia, Herzegovina, Georgia, North Macedonia, and Ukraine were regarded as “aspiring members” into NATO.
Since the fall of the Berlin Wall, the West has forced Russia into a corner and forced her to seek allies, no matter how dangerous they are to Russia, to defend itself against the strategic aggression of the West. It is actually mind-boggling that the leadership of the West is blind to the history of Russia, specifically the history of the Rapallo Treaty of 1922 and the Non-Aggression Treaty with Nazi Germany of 1939.
The Treaty of Rapallo and the German-Russian Non-Aggression Treaty
Russia in the past has made alliances with dangerous competitors before when she has been isolated from the world community. In 1922, shunned by the West, the Soviet Union reached out to her traditional enemy Germany and signed the Rapallo Treaty whereupon both countries renounced all territorial and financial claims against one another. They normalized diplomatic relations and began cooperating with one another in elaborate military training.
Later, in 1939, Stalin sensing that conflict in Europe was inevitable, began talks with the West seeking an alliance with the United Kingdom, and France against Nazi Germany. Negotiations began in early 1939 but were inconclusive. With Stalin believing that an agreement with the West was impossible, he began to listen to German entreaties for a non-aggression pact and authorized his foreign minister, Vyacheslav Molotov, to open talks with the Germans. On August 23, 1939, the German foreign minister Joachim Von Ribbentrop traveled to Moscow in order to sign the Molotov-Ribbentrop Pact. Eight days later on September 1, 1939, Nazi Germany invaded Poland and the Second World War began.
Russian and Chinese Military Cooperation
With Russia isolated from the West due to its annexation of the Crimea, which was done by Putin, as Putin believed that the overthrow of a democratically elected government in Ukraine posed an existential threat to Russia, Russia has moved closer to China, just as she did with the Weimar Republic in Germany in 1922 with the Rapallo Treaty and then later with Nazi Germany with the Molotov-Ribbentrop Treaty in 1939.
When the West imposed sanctions on Russia after Russia’s annexation of the Crimean Peninsula, Russia being isolated in the world began to move closer to China. And this dynamic in world politics has emboldened China in its aggression in the South China Sea and in South East Asia since at this point in time China does not have to worry about her northern border with Russia.
From joint air patrols in South East Asia, to land-based military exercises in September of 2019 in Siberia, the increasing presence of the Chinese military in the Arctic under the sponsorship of Russia in 2019, and the stated goal of increasing trade between the two countries to $200 billion per annum by the year 2024, the economic, political and military interests of the two countries are growing to the detriment of the United States and Western Europe.
Russia realizes that China in the future can also be an existential threat, but with NATO advancing right up to the political frontiers of Russia, Russia believes that the West at this time is the most dangerous immediate threat, and is playing the China card to help protect its western borders from further encroachment by NATO.
From a perspective of world politics and strategic analysis, China with its blatant theft of intellectual property rights, its military aggression in the South China Sea and its Belt and Road Initiative is the most dangerous threat to the current world order. If China is to be successfully countered without the use of organized military violence, then the West needs to come to a political solution to the current hostility between the West and Russia. Only this way, can the world avoid a clash of arms between the West and China, which is aided and supported by an estranged Russia.

WASHINGTON — Attorney General William P. Barr has said he is reviewing the origins of the Russia investigation. As part of the review, Mr. Barr met recently with officials in Italy, where in 2016 a Trump campaign adviser met Joseph Mifsud, a professor whose actions figured prominently into the F.B.I.’s rationale for opening the Russia inquiry.
President Trump and some of his allies have asserted without evidence that a cabal of American officials — the so-called deep state — embarked on a broad operation to thwart Mr. Trump’s campaign. The conspiracy theory remains unsubstantiated, and the Justice Department has not explained why Mr. Barr feels the allegations merit a review, though he would need to run down all leads if he is to conduct a thorough audit.

Who is Joseph Mifsud?

Mr. Mifsud was a professor at the London Academy of Diplomacy who also spent time as a political science faculty member at Link Campus University, a school in Rome.
Some of the president’s allies have pushed an unfounded theory that the Maltese-born Mr. Mifsud is a Western intelligence agent possibly under the control of the F.B.I. or C.I.A. whom the deep state officials dispatched as a counterintelligence trap for the Trump campaign.
Mr. Mifsud told a Trump campaign adviser, George Papadopoulos, in the spring of 2016 that the Russians had “thousands” of stolen Democratic emails that could prove damaging to Mr. Trump’s Democratic opponent, Hillary Clinton, if they became public.
James B. Comey, the former F.B.I. director, has called Mr. Mifsud a Russian agent. Mr. Mifsud maintained contacts with Russians associates, including a former employee of the Internet Research Agency, which used social media posts to sow discord in 2016 as part of Russia’s election sabotage.
Mr. Mifsud told an Italian newspaper in 2017 that he was not a secret agent. “I never got any money from the Russians,” he said. “My conscience is clear.”

What did he tell the Trump campaign?

Mr. Mifsud and Mr. Papadopoulos first met in March 2016 in Italy. The following month, after Mr. Mifsud had traveled to Moscow, they met again in London, where Mr. Mifsud revealed that the Russians possessed information that could damage Mrs. Clinton.
Mr. Mifsud suggested that the Russian government could assist the Trump campaign through the “anonymous release of information that would be damaging to Hillary Clinton,” according to the report by the special counsel, Robert S. Mueller III, who took over the Russia investigation in May 2017.

How did the F.B.I. learn about his offer?

Mr. Papadopoulos bragged in May 2016 to a pair of Australian diplomats about Mr. Mifsud’s offer of Russian dirt about Mrs. Clinton’s hacked emails. The Australian government passed the information to the United States, but only months later — after WikiLeaks published the stolen Democratic emails.
The Australians’ account, including the revelation that a member of the Trump campaign may have had inside information about the email hacking, was a driving factor in the F.B.I.’s counterintelligence investigation in July 2016 into Russia’s attempts to disrupt the election and whether any Trump associates conspired.

What happened to Mr. Papadopoulos?

The F.B.I. began investigating him, along with three other Trump associates, as part of the counterintelligence inquiry. When agents questioned Mr. Papadopoulos about his interactions with Mr. Mifsud, he repeatedly lied, according to court records, hindering investigators’ attempts to potentially detain Mr. Mifsud.
He had been in the United States and agents interviewed him once, but Mr. Mifsud left the country. He has since disappeared from public view.
Mr. Papadopoulos was eventually convicted of lying to federal investigators and served 12 days in prison.
Since leaving prison, Mr. Papadopoulos has promoted unfounded assertions and outright conspiracy theories about the Russia investigation. He wrote a book, “Deep State Target,” accusing the Obama administration of mounting a coordinated effort to spy on the Trump campaign and keep Mr. Trump from being elected and asserting that he was a pawn in that operation.

How does Mr. Mifsud fit into that theory?

Mr. Papadopoulos has posited that Mr. Mifsud was “an Italian intelligence asset who the C.I.A. weaponized” as part of the unsubstantiated “deep state” plot. The president’s personal lawyer Rudolph W. Giuliani has claimed, also without evidence, that Mr. Mifsud was a “counterintelligence operative, either Maltese or Italian.”
Senator Lindsey Graham, Republican of South Carolina and chairman of the Senate Judiciary Committee, wrote to Prime Minister Scott Morrison of Australia last week alleging that one of its former diplomats who met with Mr. Papadopoulos was involved in the supposed plot. Australian officials rejected Mr. Graham’s characterization of the diplomat’s role in the episode.
On Friday, Mr. Trump also raised the specter of the conspiracy. “They think it could have been by U.K. They think it could have been by Australia. They think it could have been by Italy,” he said, without elaborating on the accusations themselves or who was making them.

Why are these theories improbable?

Mr. Mifsud worked for neither the F.B.I. nor the C.I.A., former American officials said. If he had been an F.B.I. informant, prosecutors could have easily found and questioned him. If Mr. Mifsud were working for the C.I.A., the agency would have had an obligation to tell the F.B.I. as it investigated Mr. Papadopoulos.
So to believe the conspiracy that Mr. Mifsud was secretly working for the C.I.A. is to believe that either the intelligence community withheld from prosecutors that he was one of their agents or that prosecutors conspired to deceive federal courts.
To believe that another Western government secretly employed Mr. Mifsud as part of a plot against the president is to believe that an elaborate conspiracy entirely eluded the special counsel’s office in its exhaustive investigation, which included more than 2,800 subpoenas, nearly 500 search warrants, 13 requests to foreign governments for evidence and interviews of about 500 witnesses.

The eye of a storm is deceptively calm. At the White House this week the sun was shining, a bust of Ronald Reagan reposed outside the West Wing office of the press secretary, a US marine saluted the president as he boarded Marine One and scores of African American millennials cheered him in the east room.
But inside Donald Trump’s head, there was no calm. The storm was a firestorm.
The president’s behaviour broke boundaries so stupendously that the fact he congratulated communist China on its 70th birthday, reportedly demanded alligators or snakes and flesh-piercing spikes for his border wall and wrote the unpresidential word “BULLSHIT” on social media were soon relegated to historical footnotes.
Instead, as the walls of an impeachment inquiry closed in, it will be remembered as Trump’s week of rage. His incoherent, wacky statements raised new fears over his state of mind. His brazen invitation to foreign powers to interfere in American elections raised new fears over his moral nihilism.
“It is without parallel,” said Larry Jacobs, the director of the Center for the Study of Politics and Governance at the University of Minnesota. “I have never seen a president behave in such a peculiar, irrational and self-destructive way as Trump in the last week.”
This is a drama unfolding on two levels. One is familiar to students of Watergate and other Washington scandals: a river of leaks, subpoenas, transcripts, whistleblowers and closed door committee hearings. The other is something alien: a commander-in-chief who does not deny wrongdoing because he does not see the wrong, but rather recommits in broad daylight, confounding his defenders as if hellbent on self-impeachment.
Jacobs added: “What we’re seeing is the house of cards he built – how he casually manipulated domestic and foreign leaders to work for him – is imploding. It’s not just the occasional leak, but every day there seems to be a new explosion of information that’s even more devastating. Trump looks like he’s in a downward spiral and his efforts to pull out of it are only quickening the rate at which he is losing control of the political process, so even his supporters are asking where this is going.”
The spiral began last month when Nancy Pelosi, the speaker of the House of Representatives, announced an impeachment inquiry against Trump. It was triggered by an intelligence community whistleblower’s complaint about a July phone call in which Trump pressed Ukraine’s new president to dig up dirt on the family of the former vice-president Joe Biden, his potential opponent in next year’s election.
Last Sunday, Trump used Twitter to paraphrase a conservative pastor predicting that his removal from office could lead to a civil war. The Republican congressman Adam Kinzinger, who served in Iraq, said the tweet was “beyond repugnant”. Yet somehow the president managed to become even more apocalyptic as the week wore on.
By Monday he was suggesting that Adam Schiff, the chair of the House intelligence committee and tip of the impeachment spear, could face “arrest for treason”. By Tuesday, he was following the lead of rightwing allies Rush Limbaugh, Hugh Hewitt and Newt Gingrich by casually tossing around the word “coup”.
But the revelations kept coming. It was reported that Trump and his attorney general, William Barr, had dragged Australia, Britain and Italy into their efforts to discredit the special counsel Robert Mueller’s Russia investigation. Mike Pompeo, the secretary of state, clashed with the House committees but had to acknowledge that he was on the call between Trump and Zelenskiy.
On Wednesday, things got really crazy. Trump sat in the Oval Office with the Finnish president, Sauli Niinistö, and lambasted “shifty” Schiff, saying: “You know, there’s an expression: he couldn’t carry his ‘blank’ strap.” Mysteriously, he congratulated Finland for getting rid of Pelosi and Schiff. He also appeared to confess ignorance of the word “moat” as he railed against the Washington Post for a story published by the New York Times.
At a joint press conference, Trump’s fury about impeachment became volcanic. A dogged reporter challenged him repeatedly over what exactly he had hoped Ukraine’s Volodymyr Zelenskiy would do to Biden and his son Hunter. The irascible president went full Travis Bickle, backing away from the podium and demanding: “Are you talking to me?”
The meltdown fuelled talk about Trump’s psychological fitness for office. Matthew Miller, the former director of the justice department’s public affairs office, said: “The kind of display we saw, where he was disconnected from reality and angry and wallowing in self-pity, we’ve seen before from him but it does seem to be ramping up pretty dramatically. We’re just at the beginning of the impeachment process and it is probably going to get worse for him. Any citizen of this country has to be worried about the prospect of the president cracking up under pressure in the middle of this.”
As Republicans kept mum or scrambled for excuses, a more conventional politician would have retreated to his bunker and said nothing. That is not Trump’s style. He ran towards the fire. The next morning, he walked out of the south portico at the White House to face a human wall of reporters, photographers and cameramen straining to hear him above the roar of the Marine One helicopter.
He not only reiterated his view that Ukraine should look for dirt on the Bidens but added: “China should start an investigation into the Bidens, because what happened in China is just about as bad as what happened with Ukraine.” Soliciting foreign help in an election is illegal but Trump had said the quiet part out loud, just as he did during the 2016 election campaign when he asked Russia to make Hillary Clinton’s emails public. There is no evidence that the Bidens were involved in criminal corruption in either Ukraine or China.
Miller added: “First of all, it is fundamentally unacceptable behaviour from the president and second, in the political context, it is the worst possible thing that he could say in his defence. There’s been a lot of polling on this question about whether people think it’s appropriate to ask a foreign government to intervene and the polling is overwhelmingly opposed to the idea. He’s doubling down that this behaviour is OK and that’s a tough position to ask Republican politicians to take.”
Indeed, there was a rare rebuke from two Republican senators. Ben Sasse of Nebraska observed that “Americans don’t look to Chinese commies for the truth”, while Mitt Romney of Utah said: “By all appearances, the president’s brazen and unprecedented appeal to China and to Ukraine to investigate Joe Biden is wrong and appalling.”
At the opposite end of Pennsylvania Avenue, the more orthodox machinery of an impeachment inquiry was whirring on Capitol Hill. Kurt Volker, who resigned last week as the special envoy to Ukraine, was interviewed by members of the House for almost 10 hours. He gave them dozens of text messages, which were later released, showing that Volker and two other diplomats discussed how to navigate Trump’s demands.
In one exchange, Volker and the Ambassador Gordon Sondland discussed a draft statement in which the Ukrainian government would announce an investigation into the 2016 US presidential election and into a company where Hunter Biden was a board member. “This is my nightmare scenario,” read one message between the three diplomats. “As I said on the phone, I think it’s crazy to withhold security assistance for help with a political campaign.”
Pelosi, meanwhile, was handing out subpoenas “like cookies”, Trump grumbled. There was one for Rudy Giuliani, the president’s personal lawyer, and the White House itself, with the threat of court action if it does not comply. Democrats also want documents, recordings and communications from the vice-president, Mike Pence, regarding the July call and an earlier call in April.
All of which left impeachment by the House looking likelier than ever. But if that happens, two thirds of the Senate would be required to convict and remove Trump from office, which would be a first in American history. That means of the 53 Republicans currently in the Senate, he would only need 34 to remain loyal.
Commentators have been quick to note that the former president Richard Nixon also enjoyed robust Republican support in 1974 until suddenly he didn’t. But Nixon’s grandson, Christopher Nixon Cox, said he believes Trump is in a much stronger position. “I think the difference with Watergate and my grandfather is you didn’t have the conservative media, talk radio, Fox News, some of the newspapers, you certainly didn’t have a Republican majority in either house. So it was really just my grandfather and his defenders in the administration and that was it for the voices out there. Certainly Republicans having control of the Senate makes a huge difference.
“I also think another big difference that is maybe not as well understood is the link between the economy and Watergate, which was that it was really a bad economy that sunk my grandfather’s poll numbers and then you got Watergate on top of that and that’s where he ran into trouble. The president’s economy is much stronger than the economy my grandfather had and I think that’s that’s a big benefit for him as well.”
Cox, 40, a businessman who made an unsuccessful run for Congress in 2010, believes there is no chance of the Republican-controlled Senate convicting Trump. But Richard Painter, a former chief White House ethics lawyer who believes that Trump is “clearly abusing his power”, said Republican senators could yet be tempted to remove the president from office if they calculate Pence has a better chance in the 2020 election.
He said: “If they were going to go against Trump, they meet behind closed doors, look at the evidence and say, ‘Look, we’re just gonna switch quarterbacks here and we’re going to have Pence and we’re gonna tell Trump to leave’. I think that could be a possibility because I know a lot of Republican senators behind closed doors are mad as heck about Trump’s behaviour. They think it’s ridiculous.”
Niinistö, the latest foreign leader to find himself caught by White House whiplash, urged America to keep its democracy going, a sentiment evocative of a Benjamin Franklin line that Pelosi has been quoting lately: “A republic, if you can keep it.”
The world is watching. Joe Crowley, a former Democratic congressman from New York, said: “They know that this president is erratic and not very trustworthy but now they also know that he himself cannot discern between right and wrong. Obviously it is disturbing to us as Americans but I think the whole world is looking at this and is disturbed that something like this could happen to America. And we need it to end before it goes any further.”
