M.N.: Investigate, who exactly within the FBI did set Weiner up, and how this baiting was arranged. All sexual disorders, including the exhibitionism, have the compulsive component in them, and this  has to be considered in Weiner's case.

But according to Russ Baker’s investigative reporting site WhoWhatWhy.org, the FBI sexting investigation that resulted in the discovery of Clinton emails on Weiner’s computer was the result of “a deliberate plot… an act that may have put Donald Trump in the White House.”

In the exclusive report that can be read online at this link, the investigative site said says that “Trump or somebody high up in his campaign received inside information, possibly from sources in the Bureau,” and that there was indeed, “an operation to bait Anthony Weiner, the controversial husband of Clinton’s top aide Huma Abedin.”

As part of the investigation, Federal Bureau of Investigation agents examined Weiner’s personal computer and came across hundreds of emails that appear to have been from the account of Democratic presidential nominee Hillary Clinton. In an unprecedented and intensely controversial decision, then-FBI Director James Comey sent a letter to congressional investigators announcing that Clinton’s emails had been discovered on Weiner’s computer.
Comey sent the letter just 11 days prior to the November 8, 2016, election. Weiner is married to Clinton’s top aide, Huma Abedin, though as a result of his repeated sexting scandals, Abedin and Weiner are now in the process of seeking a divorce.
Clinton herself has said in recent interviews that “I believe the evidence shows I would have won,” had Comey not sent that letter, and sent it just days before the election leaving Clinton no time to recover from the out-of-the-blue political blow.
Data compiled by polling expert Nate Silver of the data journalism site FiveThirtyEight.com also supports the assertion that the Comey letter, that was sparked by the Weiner sexting scandal, likely cost Clinton the presidency — and handed it to Trump.
“Hillary Clinton would probably be president if FBI Director James Comey had not sent a letter to Congress on Oct. 28,” Silver wrote in his analysis of the Comey letter’s impact on the race.
“The letter, which said the FBI had “learned of the existence of emails that appear to be pertinent to the investigation” into the private email server that Clinton used as secretary of state, upended the news cycle and soon halved Clinton’s lead in the polls, imperiling her position in the Electoral College,” Silver concluded."

Comey later announced that the emails found on Weiner’s computer had no significance and were merely copies of emails previously inspected by the FBI that had been forwarded by Abedin. But the damage to Clinton had been done, as Silver showed in his analysis of her crashing poll numbers following the “Comey letter.”
In fact, Weiner’s sexting exchange with the teen girl was revealed in an exposé by the Daily Mail news and gossip site — a report dated September 21, 2016, and that can still be read online at this link — for which the publication paid the teen $30,000, according to Weiner’s lawyers.

While Baker published a number of award-winning investigative reports in the past, his recent work has courted controversy. In 2015, he questioned the legitimacy of the Boston Marathon bombings and was “not willing to rule out the possibility that the bombings were a false-flag operation conducted or permitted by elements of the American government in order to justify the Homeland Security complex,” according to Boston.
Weiner had been involved in two previous sexting scandals, but both involved his sexually explicit correspondence with adult women. He says he has since been “vigilant in continuing his therapy” for his sexual compulsions and that the potential 10-year prison sentence that he faces would bring his recovery to a “halt,” according to his lawyers’ letters to the judge.

For all his short-circuiting, though, for all the evidence that the last remaining synapse in his brain, tangled up in ground beef and stolen office supplies, is flashing a warning signal that he’s in peril, it’s still obvious that Trump believes he’s done nothing wrong. We know this because not only is he not trying to cover up his crimes—only panicked White House staffers tried to do that—he’s providing investigators with evidence—and continuing to openly commit the same crimes that got him here in the first place. Believing it would clear his name, he released a rough transcript of his call with Ukrainian President Volodymyr Zelensky and continues to labor under the assumption that it proves his innocence, despite the fact that it’s a less subtle version of O.J. Simpson’s If I Did It, if If I Did It included Polaroids of Simpson standing over the bodies holding the murder weapon. One day after Democrats launched an official impeachment inquiry, he sat next to Zelensky at the United Nations and told reporters the Ukrainian president must do “whatever he can do in terms of corruption,” and then laid out all the (thoroughly debunked) reasons why Biden is corrupt. A week later, he stood on the South Lawn of the White House and told the press that not only should Zelensky investigate the Bidens, but China should too. Driving home that Beijing’s efforts would be rewarded, in one of those nifty quid pro quo-type deals, his call for China to help smear one of his rivals came literal seconds after commenting, of trade war negotiations: “I have a lot of options on China, but if they don’t do what we want, we have tremendous power.” (Making it abundantly clear what Trump was getting at, an ally informed Chinese government officials, “Investigating corruption is an easy way to earn goodwill with Trump.”) Then there was the night he just came out and said it, tweeting “As the President of the United States, I have an absolute right, perhaps even a duty, to investigate, or have investigated, CORRUPTION, and that would include asking, or suggesting, other Countries to help us out!”
He believes these things because he’s two parts crazy, one part stupid, but also because he’s been engaging in corruption his entire life, to the point that it’s second nature. It’s not so much that he doesn’t understand the difference between right and wrong, it’s that corruption is his first instinct, and the only course of action in his mind. His brain, like a compromised immune system, was defenseless against the infection that is Rudy Giuliani and the bottom-feeding, unsubstantiated conspiracy theories about the Bidens. The other issue is that, having run for office basically as a ratings play, Trump moved into the White House with a toddler’s idea of what it actually means to be president, just like he had a toddler’s idea of what it meant to be a rich person (gold everything) and played that out. Of course he was going to use the full weight of the federal government to go after insane rumors about his political rival that his personal lawyer came across on a 4chan message board. Of course he thinks he can ask other governments to investigate his enemies. He will never not think this. He wasn’t joking when he asked Russia to meddle in the U.S. election, or when he scoffed at George Stephanopoulos, asking if he’d inform the FBI if another country came to him with dirt on an opponent. One, because he has the sense of humor of a litter box, and two, the part about him being not smart, not sane, and having the morals of Don Jr.’s undercarriage. Likely, he believes it’s his “right” as president to have people killed if he thought it’d help his chances in Ohio and will probably tell a fictional story about this at his next rally. (“They came to me and they said, ‘Sir, would you like us to take him out?’ ”)
What comes next? As the White House made clear in early October, the administration has zero plans to cooperate with the House investigation, instructing key witnesses not to appear for interviews and calling the whole thing an “illegitimate” and “partisan” attempt to “overturn the results of the 2016 election.” (It feels beside the point to note that the White House seems to believe an inquiry is the same thing as being impeached and removed from office, or that the latter would result in Hillary Clinton becoming president.) Democrats responded by warning that failure to comply with their requests for information will be “regarded as further evidence of obstruction,” which itself could be the basis for an article of impeachment, but it’s clear that Trump and Co. don’t care. While we’d never accuse the presidential brain trust of having a plan—Jared “You should totally fire James Comey, Dems will love it!” Kushner is, after all, advising his father-in-law on the matter—the strategy sure sounds like it boils down to stonewalling Congress and stepping up the rantings, ravings, and deranged gibberish of a man whose title should probably be changed from commander in chief to chairman and CEO of the Shithouse Mouse Brigade. One day he suggested that Big Pharma might be behind the impeachment push; next month, it’ll be the cast of Morning Joe, working together with the New York Times and Rosie O’Donnell, underwritten by Denmark. “I wasn’t going to talk about the obstructionist Dems who are trying to illegally seize the White House,” he’ll tell the crowd at a rally in Florida or Pennsylvania or Wisconsin. “They said, ‘Talk about the best economy ever. Don’t talk about Schifty Schiff and Nervous Nancy.’ How about it folks? Do you think the kids watching at home should hear about how Schiff paid a migrant caravan to infiltrate the CIA and file a whistle-blower complaint against me?”

Trump’s attack on the Purple Heart recipient unnerved Republicans in Congress, with several pushing back, albeit without naming the president. Sen. The response from Trump’s party created an unusual dynamic in which Republicans were defending a man who was simultaneously accusing the president of undermining national security for his own political purposes. Privately, several Republicans found Vindman’s testimony to be damaging and lamented that once again they were forced to defend the president.
The GOP reaction to Vindman comes as the party faces frontal attacks on two of its major talking points in Trump’s defense. Vindman’s account of the phone call deprives Republicans of the complaint that the witnesses called by Democrats have relied on hearsay when discussing the president’s interactions with Zelensky. And as Democrats moved to vote on a resolution to hold open hearings on impeachment, Republicans faced the prospect of losing their complaint that the inquiry is being conducted in secret.
The resolution, set to come before the full House on Thursday, would empower Intelligence Committee Chairman Adam B. Schiff (D-Calif.) to take the lead on public hearings. It would also enable House Republicans for the first time to make requests before Schiff’s committee for testimony and documents — a practice that matches the minority-party powers in the 1998 impeachment of President Bill Clinton.
Republicans have raised questions about Trump’s right to be personally represented by attorneys during the impeachment proceedings, noting that Clinton had lawyers present during the House Judiciary Committee’s consideration of articles of impeachment in 1998. The committee on Tuesday issued a three-page summary of procedural safeguards for the president. They include the right of the president or his counsel to recommend additional testimony or evidence for the committee’s review and to question any witnesses who testify, among other provisions.
Several Democrats said they believed the vote would undermine Republicans, who for weeks have raised objections to the process Democrats have undertaken and have called for a formal vote on launching impeachment proceedings.
“The message this week is going to be: You asked for it, you got it,” said Rep. Bonnie Watson Coleman (D-N.J.).
Across the Capitol, Senate Democrats plotted their own offensive on Trump and his dealings with Ukraine. They planned to use a Senate Foreign Relations Committee confirmation hearing on Wednesday to press Deputy Secretary of State John Sullivan on why he recalled the former ambassador to Ukraine, Marie Yovanovitch. Sullivan has been nominated to be U.S. ambassador to Russia.
Democrats want to question Sullivan about his treatment of Yovanovitch, who was the target of a smear campaign by Trump allies because she did not subscribe to conspiracy theories about Ukrainian efforts to undermine Trump in the 2016 election.
In the House, impeachment investigators are readying for a marathon session Wednesday, when they’ll hear from two Ukraine specialists in the administration — the State Department’s Catherine Croft and Christopher Anderson. But on Tuesday, Democrats were eager to question one more Trump administration official worried about the president’s move to leverage foreign policy on a promise to investigate former vice president Joe Biden and his son.
In his testimony over more than 10 hours, Vindman said he was listening in on the summertime call between Trump and Zelensky from the Situation Room, along with other NSC officials and members of Vice President Pence’s office.
Vindman said he was so worried about Trump’s request that Zelensky investigate his political foes that he reported it to the NSC’s lead counsel, just as others at the NSC did at the direction of John Bolton, the former national security adviser who found the Ukraine pressure unsavory. 
“I did not think it was proper to demand that a foreign government investigate a U.S. citizen, and I was worried about the implications for the U.S. government’s support of Ukraine,” Vindman told lawmakers. “I realized that if Ukraine pursued an investigation into the Bidens and Burisma, it would likely be interpreted as a partisan play which would undoubtedly result in Ukraine losing the bipartisan support it has thus far maintained. This would all undermine U.S. national security.”
Vindman also testified that the rough transcript of the July 25 call released by the White House is slightly different than what he remembers transpiring. For example, Vindman recalled Zelensky specifically referencing the Ukrainian natural gas firm Burisma when Trump pushed him to investigate a company related to Biden’s son Hunter, who had served on its board. Vindman also remembers Trump going on about how Joe Biden was on tape boasting about Ukraine funds — most likely referring to comments Biden made in January 2018 that the United States held up $1 billion in loan guarantees until the nation fired a corrupt former prosecutor, Victor Shokin.
Multiple officials described Vindman’s additional testimony on the condition of anonymity to speak frankly.
Asked about Vindman’s testimony, congressional Republicans squirmed, tried to disagree politely or flat-out dodged. House Minority Leader Kevin McCarthy (R-Calif.) said that while he thanks Vindman for his service, “he is wrong.”
“We have differences of opinion, but more importantly, we have a rule of law. . . . Nothing in that phone call is impeachable,” McCarthy said, later adding: “I do not question this man’s service to the country, but you know what, people have different philosophical beliefs.”
Democrats described the testimony of Vindman and others as crucial in the abuse-of-office case.
“I think the big picture here is, we’ve talked to a lot of people who are firsthand, direct participants in various aspects of the story. And with every new witness, it becomes harder to deny the facts, and it’s become more embarrassing to defend the president’s conduct because it reaffirms the central details” of a quid pro quo, said Rep. Tom Malinowski (D-N.J.), an Intelligence Committee member.
Shortly before Vindman arrived on Capitol Hill, Trump tweeted his attacks, echoing criticism leveled by his allies.
“Supposedly, according to the Corrupt Media, the Ukraine call ‘concerned’ today’s Never Trumper witness. Was he on the same call that I was? Can’t be possible!” Trump wrote hours after Fox News’s Laura Ingraham suggested Vindman was a double agent. “Please ask him to read the Transcript of the call. Witch Hunt!”
Republicans rejected the attacks on the Iraq War veteran who has served as a military officer and diplomat for over two decades under Democrats and Republicans.
“I don’t at all question his patriotism. I respect his service. He’s a Purple Heart, and I think it’d be a mistake to attack his patriotism,” said Sen. John Thune (S.D.), the No. 2 Republican in the Senate.
Sen. Ron Johnson (R-Wis.), who oversees Eurasia affairs on the Foreign Relations Committee and traveled with Vindman to Ukraine for Zelensky’s inauguration in May, said “anybody that served this nation and put themselves at risk is a patriot in my book.”
“Probably not real smart,” Johnson said of questions about Vindman’s patriotism.
Rep. Liz Cheney (R-Wyo.), the No. 3 House Republican and a fiery defender of the president, opened a Tuesday GOP news conference calling such comments “shameful” and beneath the dignity of Republicans. 
“I think that we need to show that we are better than that as a nation,” Cheney said. “We’re talking about decorated veterans who have served this nation, who have put their lives on the line. And it is shameful to question their patriotism, their love of this nation, and we should not be involved in that process. . . . We don’t do that as Republicans.”
Other Republicans were more disturbed by what Vindman described in his testimony. Sen. Rob Portman (R-Ohio), an advocate for Ukraine, said, “I thought it was inappropriate for the president to ask a foreign government to investigate a political opponent.” But Portman also added: “I also do not think it’s an impeachable offense.”
While Republicans were forced to answer for Trump, House Democratic leaders worked behind closed doors to ensure their members easily deliver the votes for passage of the resolution.
It didn’t appear that Democrats would have problems garnering the votes despite near-unified Republican opposition. Even moderate Democrats from conservative districts, such as Rep. Abigail Spanberger (D-Va.), were on board. “I have no qualms about taking a vote,” she said.
“We’ve been clearly in an impeachment inquiry, and laying out the plans for the next step, I think, is a helpful thing to do for the American people to understand the parameters of the public hearings,” said the freshman, who is seeking reelection in a district Trump won by seven percentage points in 2016.
Rep. Ron Kind (D-Wis.), a veteran lawmaker whose district voted for Trump by five points, also said he planned to support the measure: “We fully support a thorough investigation, and we’re going to continue doing what we’re doing.”
But at least one Democrat said he planned to vote no, citing the upcoming presidential election.
“What’s going to happen in my mind, it’s going to happen here in the House; it will go over to the Senate, and then he will believe that he has been exonerated,” said Rep. Jeff Van Drew (D-N.J.) “He will still be the president, and he will still be the candidate — a candidate who has been exonerated by the Senate.”
White House removed crucial Donald Trump line from Ukraine phone call "transcript"

Earlier today the news surfaced that Lieutenant Colonel Alexander Vindman testified to the House impeachment inquiry that the “transcript” of Donald Trump’s Ukraine had been sanitized to makes Trump look less guilty. Now more details about this are coming out, and it’s becoming more clear just how deranged the phone call was.

We already knew that the publicly released “transcript” wasn’t a transcript, because right at the bottom of each page it said that it was just a summary based on notes taken by people who were on the call. Colonel Vindman was one of the people on that call, and according to the New York Times, Vindman found that the summary had been whitewashed.

Vindman testified today that he heard Donald Trump claim during the Ukraine call that there were incriminating recordings of Joe Biden. But when the phone call summary reached Vindman’s hands, this key Trump line had been removed. Vindman then tried to add it back in, but this was rejected by the powers that be within the White House.

This tells us a few things. Obviously, there are no Biden tapes, or the Trump regime would have released them a long time ago. Now we know that Donald Trump has been running around telling foreign leaders (and who knows who else) that these imaginary Biden tapes exist. And we know that the Trump White House found this Trump lie to be such a liability, it removed Trump’s line from the phone call summary, and refused to add it back when when Colonel Vindman flagged it as being missing. That’s what you call consciousness of guilt.

The Scapegoat of Neoliberal Elites – COHA

Over the past month, ruling elites in Ecuador and Chile as well as the Secretary General of the OAS, Luis Almagro, have been warning that the specter of the President of Venezuela, Nicolás Maduro, is behind rising anti-neoliberal sentiments throughout the region. A continental-wide effort of the right is trying to avoid recognition of the actual deep social and economic inequalities afflicting the population and the clear responsibility of the neoliberal political class for these maladies.
For example, on October 8, President Lenín Moreno blamed Rafael Correa and Nicolás Maduro for the protests in Ecuador:
“The satrapy of Maduro has activated along with Correa their plan of destabilization. They are the corrupt who . . . are behind this coup attempt and are using and instrumentalizing the indigenous sectors; taking advantage of their mobilization to sack and destroy everything in their way.”[1]
Ecuadorians reject IMF policies
Within days of this statement, it became evident that the deployment of brutal repression by Ecuadoran security forces only further galvanized the popular uprising. It also became increasingly clear that this was a broad based movement in response to Moreno’s imposition of the International Monetary Fund’s (IMF) adjustment policies at the expense of the large majority of constituents. So Lenín Moreno, in a dramatic about face, dispensed with conspiracy theories and addressed the nation with some contrition, promising to repeal the decree removing gasoline subsidies and to engage in dialogue with various sectors clamouring for economic reforms. His tone was now conciliatory:
“This is how to struggle for peace: talking. A transparent roundtable of dialogue, with nothing to hide! Everything before the eyes of compatriots.” (Tweet, Oct. 13, 2019)[2]
On October 16, despite Moreno’s own change of posture, a statement was issued by the Organization of American States (OAS) General Secretariat resuming the charge against Maduro and adding Cuba for good measure:
“The crisis in Ecuador is an expression of the distortions that the Venezuelan and Cuban dictatorships have installed in the political systems of the hemisphere. However, what recent events have also shown is that the intentional and systematic strategy of the two dictatorships to destabilize democracies is no longer as effective as in the past.”[3]
Although there was no evidence for these accusations, we could expect no less from OAS General Secretary Luis Almagro, a fanatical anti-Chavista who has been scouring the hills for communists while undermining the multilateralism of the Washington-based OAS.
Chilean population says “enough!”
In Chile, a similar scenario has been unfolding. After several days of mass demonstrations and brutal repression by the security forces, President Sebastián Piñera went on national television surrounded by military leaders and issued an ominous warning to the nation:
“We are at war against a powerful enemy, implacable, that does not respect anything or anyone and is prepared to use violence and delinquency without any limit, and that is ready to burn our hospitals, metro, supermarkets, and the only purpose of causing the most damage possible.” (Oct. 20, 2019)[4]
Given Piñera’s antipathy for President Maduro, this was likely an allusion to the Chavista government in Venezuela[5], as confirmed by his Foreign Minister Teodoro Ribera, who used Twitter to denounce the “intervention of dictator Maduro.”[6] While calling Maduro a dictator, Piñera’s  declaration of war against his own people literally brought back the repressive machinery of the Pinochet dictatorship, including the infamous Carabineros and torture centers, and multiplied the indignation of a broad based citizen’s resistance.
Conservative politicians in Chile and overseas quickly backed conspiracy theories to blame a foreign enemy, including the Russians, a claim made by the U.S. State Department diplomat Michael Kozak.[7] The foreign intervention theory was also supported by right-wing leaders in Argentina, like Miguel Ángel Pichetto, VP candidate with Mauricio Macri[8], and Venezuela, with Juan Guaidó´s operative, Julio Borges, denouncing an “international destabilization strategy” designed by Cuba and Venezuela.[9]
On October 25th, the OAS doubled down on this conspiracy theory in the case of Chile, releasing another press statement accusing again the Venezuelan and Cuban governments of intervening in the social unrest.[10]
The conservative media in Chile also played a role. La Tercera was obligated to correct false information it had published on its front page, accusing imaginary “Cuban and Venezuelan immigrants” of being the instigators and actual perpetrators of the fires that destroyed some metro stations and trains.[11] The outrageous accusations were dismissed by the judicial investigators,[12] and criticized by several sectors for how such unsubstantiated allegations could negatively impact the growing immigrant community in the country.
Just days after this new OAS declaration, as the blood of protesters stained the streets of Santiago by the hands of military troops and police forces,  Piñera asked the nation for forgiveness for his “lack of vision.” A million people[13] demonstrated in the streets of Santiago on a historic October 25th to once and for all refute the conspiracy theories. The giant peaceful march, the biggest since the end of Pinochet’s dictatorship, provided a strong voice for significant reforms to address the extreme inequality in Chile and the permanent economic suffering of most of the population. Piñera said:
“It is true that the problems have accumulated over many decades and that the distinct governments, neither they nor we were able to recognize the magnitude of this situation.” (Oct. 23, 2019)[14]
Three days later, with mounting casualties from his “war,” Piñera asked his cabinet to proffer their resignations.[15] In the end, it was not Maduro or Cuba, but the erosion of the quality of life of millions of Chileans that inspired the uprising and calls for a constituent assembly.
The actual enemy is inequality
In short, once it became undeniably clear that these were home grown popular uprisings in Ecuador and Chile, the same leaders who blamed Maduro and declared war on their own people abruptly changed course, calling for dialogue to save their own skins, demobilize the massive outcry, and offer piecemeal instead of structural reforms of failed neoliberal economic models.
Scapegoating Maduro and other leftists for the epochal changes underway in Latin America and the Caribbean belies the social-historical-economic contexts of push-back against neoliberalism in the region. The election of Andrés Manuel López Obrador in Mexico (July 2018); the re-election of President Evo Morales in Bolivia (October 21, 2019), the election of Alberto Fernández in Argentina (October 27);  the first round lead in Uruguay’s presidential election by Daniel Martínez (October 27); and the loss of Uribistas in local elections in Colombia (October 27) have not been procedures hatched in Caracas, but signals a growing public rejection of IMF mandated adjustment policies and a desire for economic models that put people’s needs before private accumulation. 
The same anti-neoliberal and decolonizing sentiments driving these recent electoral victories of the left have inspired uprisings in Haiti, Ecuador and Chile, and protests in Honduras and Panama. It appears that announcements of the ebb of the pink tide, by intellectuals across the political spectrum, were premature. Despite the imposition of the Monroe Doctrine by Washington, the attacks on progressive governments by the Lima Group, and the extreme right wing partisanship of the Secretary General of the OAS, conservatives have not consolidated their hold on the continent; on the contrary, they have demonstrated the failure of the neoliberal economic model.
The comic legend of “Super-bigote”
The conspiracy theory that blamed Maduro for the epochal change sweeping the Americas quickly gave rise to comic relief, as the legend of the power of super-bigote (referring to Maduro’s prominent mustache) to topple governments, spread through social media, with comic-book and video depictions of Maduro exhibiting his super powers.[16]
Maduro, for his part, has taken the claims about his great power to move millions of people to rebellion with good humor:
“Yesterday President Lenín Moreno said that what was happening was my fault, that I move my mustache and overthrow governments (…) I am thinking about the next government I can overthrow with my mustache, super mustache.” (Oct. 8)[17]
So the legend of the super-mustache will go down in history as a joke, but one that was used to justify crimes against unarmed demonstrators in Santiago and Quito. This will not stop the neoliberal ruling elites, however, from continuing to propagate this conspiracy theory as part of regime-change propaganda against Caracas.
While the anti-neoliberal tide rising throughout the Americas cannot be credited to the movement of Maduro’s mustache, there is no doubt that a “bolivarian breeze,” perhaps even a “hurricane” is indeed being felt across the continent.  But this breeze is not limited to politics in Caracas. It is present wherever people are resisting recolonization and keeping alive the dream of the Patria Grande.

Dark Money, Politics, And The Ways People Hide Big Political Donations : NPR

Robert Maguire of Citizens for Responsibility and Ethics in Washington, D.C., talks with NPR's Ari Shapiro about ways people who want to donate to political organizations can hide their money.

ARI SHAPIRO, HOST:
Earlier this month, two business partners of Rudy Giuliani were arrested on their way out of the country. They're accused of violating federal campaign finance laws. Part of their scheme allegedly involved funneling more than $300,000 from a shell company to a superPAC supporting President Trump.
We've been talking with some experts in election law, and many of them are surprised not at the size of the donation or the attempt to cover up the source of the funds - those things are actually pretty common. They're surprised that Lev Parnas and Igor Fruman didn't cover their tracks better because there are options for people who want to completely obscure big political donations.
And here to talk about that is Robert Maguire of Citizens for Responsibility and Ethics in Washington. Welcome.
ROBERT MAGUIRE: Thanks for having me.
SHAPIRO: Our colleague Jeff Brady talked to Lev Parnas before the arrest. Here's how he explained the donations.

LEV PARNAS: This is actually the first couple of times that I really started doing some bigger donations because I wanted to get notoriety for my energy company. And I thought it might be a great way to, you know, play with the big boys, as you call it.
SHAPIRO: Now that so-called energy company appears to have just been a shell company created weeks before the big donations. But if you imagine that Parnas came to you and said, here's what I want to do, and I want to hide the money, what would you have advised him?
MAGUIRE: Well, you know, America First Action, for example, the superPAC they gave to, has a 501(c)(4) social welfare arm that doesn't have to disclose its donors. It's run by essentially the same people out of the same address. It is nominally a social welfare organization that's supposed to do things that benefit the community. But these function, essentially, as stealth political groups that have the benefit of not disclosing their donors. So the easiest way for them to have avoided the situation they now find themselves in is just to have given to that arm of the group.
SHAPIRO: There's obviously a difference in transparency between the superPAC on the one hand and the (c)(4) on the other hand. Is there also a difference in how those groups can spend that money?
MAGUIRE: There is - sort of on paper, there are rules for these groups and how much political activity they can engage in. But the reality is that in practice, these groups can act essentially as stealth political committees. They can spend millions of dollars to buy tens of thousands of ads for months and months and months out before an election and not report that spending to the Federal Election Commission unless it's 30 days before a primary or 60 days before a general.
But there's also - they can give grants to other politically active 501(c)(4)s and count that as social welfare activity, and that creates this churn where you see sort of daisy chains of groups that give grants to each other to offset their political spending. So there's sort of a wealth of options for these groups to make sure that they are maximizing the amount of money they're spending on politics without disclosing any donors.
SHAPIRO: So if I'm trying to donate half a million dollars to a campaign in order to buy some influence and curry favor with a candidate, but I don't want the public to know, is there any way that the candidate can find out - 'cause I want them to know that I'm a big supporter of theirs, right?
MAGUIRE: That is actually the key of dark money. So we're not talking about no one knowing who is behind the group. We're saying the public doesn't know, but the candidates know who's funding these groups.
SHAPIRO: Given that there are these more secretive options available, why do you think Lev Parnas and Igor Fruman allegedly gave in a way that was so easy for them to get caught?
MAGUIRE: Well, I think if you listen to the clip, it kind of gives some indication of, they weren't sophisticated political donors. They realized the reality - that is, if you are a major donor, you are buying access to powerful people.
SHAPIRO: And indeed, there were photos of them with very powerful people, ranging from the governor of Florida to the president himself.
MAGUIRE: Precisely. What they didn't know so much is how to cover their tracks. And it's unfortunate that there are much more sophisticated political donors that know exactly how to do that and make sure that the public doesn't know who is funding these groups and who is being repaid once these people are in office. But it seems that in this case, we had two people who had just sort of dove in headfirst and ran into the reality that there are ways to do this where you don't get in a situation where they are now.
