The deadly rampage that ended with one police officer slain and three bystanders killed at a kosher market in New Jersey is now being treated as an act of domestic terrorism, the authorities said on Thursday.
Investigators believe the two attackers were “fueled both by anti-Semitism and anti-law enforcement beliefs,” New Jersey’s attorney general, Gurbir S. Grewal, told reporters at a news conference.
As a result of the evidence so far, the F.B.I. was investigating the violence as “a domestic terrorism incident with a hate crime bias,” said Gregory W. Ehrie, the special agent in charge of the bureau’s office in Newark.
After initially calling the attack on the JC Kosher Supermarket in Jersey City on Tuesday a random act, investigators said that the store had been deliberately targeted but did not explicitly say it was motivated by anti-Semitism.
Even as it emerged that one of the two attackers, David N. Anderson, had published anti-Semitic posts online and had ties to a movement that has expressed hostility toward Jews, federal and state authorities shied away from calling the assault a bias crime.
While other officials demurred, the mayor of Jersey City, Steven Fulop, explicitly called the attack a “hate crime” on Wednesday night.
“Anti-Semitism should be called out aggressively and firmly — immediately — for what it is,” said Mr. Fulop, a grandson of Holocaust survivors.
On Thursday, Mr. Grewal confirmed that investigators believed Mr. Anderson and his accomplice, Francine Graham, both of whom were killed in the firefight, held views that “reflected hatred of the Jewish people, as well as a hatred of law enforcement.”
He also said that investigators had found four firearms belonging to the assailants inside the supermarket, including an AR-15-style weapon and a shotgun, as well as an additional gun and a pipe bomb inside a rental van the assailants had been driving.
“They had a tremendous amount of firepower,” Mr. Grewal said.
The developments came as residents of Jersey City, located across the Hudson River from Lower Manhattan, were reeling from the chaos on Tuesday, when a fierce firefight put parts of the city on lockdown.
Officials believe that the fusillade began when Mr. Anderson and Ms. Graham’s vehicle was approached by Detective Joe Seals at a cemetery. Detective Seals apparently recognized their van from a bulletin related to the killing last weekend of a 34-year-old man in nearby Bayonne, N.J.
After shooting Detective Seals, Mr. Anderson and Ms. Graham drove about a mile to Jersey City’s Greenville neighborhood, the center of a growing Hasidic community, and parked across the street from the kosher market.
According to surveillance video, the two jumped out of the vehicle with their weapons pointed at the store. They stormed into the market, ignoring others on the street, and began firing, officials said.
On Thursday, Mr. Grewal said investigators believed that the three people slain inside the store — Leah Mindel Ferencz, Moshe Deutsch and Douglas Miguel Rodriguez — were killed within minutes of the assailants’ entrance. Then, Mr. Anderson and Ms. Graham began firing at police officers who were responding to calls about shots being fired.
By that point, Mr. Grewal said, “the shooters were aiming their fire at law enforcement officials only, and not at others on the street.”
Inside the supermarket, investigators found an AR-15-style rifle and a 12-gauge shotgun that they believed Mr. Anderson and Ms. Graham carried into the store. They also found two 9-millimeter semiautomatic pistols.
Inside the rental van, investigators found another weapon, a Ruger Mark IV with a homemade silencer and a homemade device to catch shell casings, Mr. Grewal said.
The van was also outfitted with makeshift ballistic panels, which are typically used to defend against bullets, he said. In places, Mr. Anderson and Ms. Graham lined the sides of the vehicle with materials from bulletproof vests.
Investigators traced the serial numbers on two of the weapons and believed that Ms. Graham bought them in at different stores in Ohio in 2018, Mr. Grewal said.
Officials also said they had reviewed social media posts made by Mr. Anderson and Ms. Graham that expressed anti-Semitic and anti-police views.
Both attackers, they said, had expressed interest in the Black Hebrew Israelites, a religious movement with dozens of groups that believe, in general, that the chosen ones are black, Native American and Hispanic people, but not white people.
While the movement is not known for promoting violence, some of its offshoots have been described as hate groups by the Southern Poverty Law Center, a legal advocacy organization that tracks such movements.
Investigators had not established any formal connections between Mr. Anderson and Ms. Graham and any specific Black Hebrew Israelite groups, Mr. Grewal said.
“We believe that the two shooters were acting on their own,” he said.
Law enforcement officials had previously said that a brief but rambling religious manifesto-style note was found inside the attackers’ van. It did not establish a clear motive for the shooting, but in nearly illegible handwriting, it indicated that Mr. Anderson believed he was charged with carrying out “God’s will,” they said.
The governor of New Jersey, Philip D. Murphy, said Tuesday’s attack reflected a growing crisis of intolerance.
“The murder of innocent civilians because of their religious beliefs, and the murder of a police officer for the simple reason that he was a police officer,” he said in a statement, “must be the wake up call to those who fail to see or acknowledge the rising tide of hate here in New Jersey, and around the nation.”

2019 Jersey City shooting – Wikipedia

On December 10, 2019, a mass shooting occurred at a kosher grocery store located in the Greenville section of Jersey City, New Jersey, in which five people, including the two attackers and three civilians were killed, while another civilian and two police officers were wounded. A Jersey City Police Department detective was shot and killed at a nearby cemetery just before the attack at the grocery store.[2][3]

A Senate committee yesterday advanced legislation to impose sanctions on Turkey after its military offensive in Syria and purchase of a Russian S-400 missile system, despite opposition from the Trump administration and Ankara. The Senate Foreign Relations Committee voted by 18-4 to send the “Promoting American National Security and Preventing the Resurgence of ISIS Act of 2019” for a vote in the full Senate. Rebecca Kheel reports at the Hill.
Turkey slammed U.S. senators for backing the sanctions bill, denouncing the latest initiatives in Congress as “a new manifestation of disrespect for our sovereign decisions regarding our national security.” Al Jazeera reports.
American commanders in northern Syria now see military units from Turkey, Russia, Iran and the Syrian government as a greater danger than the Islamic State (ISIS) forces they were sent to combat. When commanders sought guidance outlining how American troops might deal with an attack from the assortment of armed groups, they “received muddled direction from the Pentagon,” according to two Defense Department officials. Wishful Thinking? Trump Wants More Trade With Russia

While the main headlines of the meeting between Russian Foreign Minister Sergei Lavrov and President Donald Trump centered on whether Trump brought up election meddling or not, one market-focused takeaway from the meetup is that the U.S. should be selling more goods to Russia, and vice-versa.
Given the current anti-Russia climate, it’s probably wishful thinking by a deal-maker president.
Russian business daily Kommersant reported on the meeting on Thursday, saying Trump wanted to “increase several times” U.S. trade with Russia. The launch of a bilateral Business Advisory Council, first announced in October, is supposed to get underway in 2020. It would be this administration’s version of a reset, only passing the baton to corporate executives and investors who want to play ball.
The U.S. has a $13.2 million trade deficit with Russia as of October, according to Census data. Last year’s trade deficit in goods was $14.2 million. U.S. imports of Russian goods sank to their lowest levels since 2004 back in 2015 and again in 2016 due to sanctions. They have been on the upswing, but are relatively flat over the last two years.
Bilateral trade reached $61.1 billion in the first half of 2019. The U.S. is the largest source of foreign direct investment into Russia, according to Russian ambassador to the U.S. Anatoly Antonov said.
The United Nations Conference on Trade and Development says the U.S. is not a top 10 source of direct corporate investment into Russia, however. The Netherlands is No. 1, followed by offshore havens like Bahamas, Bermuda and Luxembourg which often serve as tax evasive vehicles for private Russian businesses.

American portfolio investors, however, own a big stake in Moscow listed stocks and are the No. 1 foreign owner, according to the Moscow Exchange.
Russia’s capital markets are opening more. There is room for greater participation of American private equity players, and opportunities for venture capital looking for tech startups. There’s also an interest in Russia being a low-cost, high quality labor pool for software engineers, though most U.S. domiciled companies wading in those waters have Russian founders in Silicon Valley.
Betting the U.S. and Russia to do more business together will be difficult considering most of Washington wants to isolate Russia.
If and when the Advisory Council is officially launched, the president of the Russian Union of Industrialists and Entrepreneurs, Alexander Shokhin, is slated to be the go-to man from Moscow while the head of the American-Russian Business Council, Daniel Russell, will bring in the American businesses interested in Russia, according to Kommersant.
Kommersant speculates that their first meeting will take place at the Saint Petersburg International Economic Forum in June 2020.
During yesterday’s press conference in Washington, Lavrov said that “private business leaders” from both countries would “work out pragmatic, mutually beneficial, agreements on investment.”
The U.S. and Russia have remained suspicious of each other years after the Cold War ended. Many Russian leaders believe Washington took advantage of a busted and bankrupt Russia after the break up of the Soviet Union.
Vladimir Putin calls the destruction of the U.S.S.R. as one of the greatest tragedies in the world. It destroyed their economy, it took capital out of Russia, and the West’s promise to bring Russia into the fold never came to fruition. Instead, early post-Soviet Russia was an “every man for himself” moment, with Americans just as likely to team up with bad actors (now called oligarchs) as former communists were likely to discover the pleasures of American capitalism. Russia has been odd man out in the West both due to their own distrust of their old foes in Europe, and through U.S. foreign policy that’s kept them in their place.
Moscow and Washington promised to “reset” relations many times. The most recent was when President Obama tasked then-Secretary of State Hillary Clinton to jump start relations with the government of then-prime minister Dmitry Medvedev.
Obama’s policy on Russia changed after the Ukraine Euromaidan revolution in 2013-14 that overthrew the government in Kiev. Around the same time, Putin put his foot down on regime change in Syria after the fall of Libya’s Muammar Gaddafi and opted to circle its wagons around Bashar Assad. That decision arguably put a damper on plans to oust Assad, later adding to Russia’s support of the Syrian leader as a reason for additional sanctions in August 2017.
Trump promised to reset relations as well, saying it was wiser to get along with Russia than to constantly berate and fight them.
But soon after winning the election, Trump’s victory was blamed on Russian dirty tricks and he was blamed everywhere for being “Putin’s puppet”, wiping away any chances of a detente.
During the press conference with Lavrov and Pompeo, the topic of Russian interference in the 2016 election was raised consistently by reporters. Lavrov said the entire situation of election interference, which Moscow denies, has prevented the two sides from cooperating on much of anything.
“Today we again emphasized that all speculations regarding our alleged interference in the internal processes of the United States are unfounded,” Lavrov reiterated.
A Special Counsel investigation led by Robert Mueller says that Russians hacked the servers of the Democratic National Committee and that a group of Russians were paying for political ads on social media, many of them in favor of Trump. The Mueller Report did not say Trump worked with the Russians in any capacity during the campaign to beat Hillary.
Lavrov pleaded innocence again yesterday, “We still haven’t seen any evidence that would confirm what Russians did, and no one presented them to us. Probably, simply because they do not exist,” he said.

Federal Prosecutors Want Bond Revoked For Giuliani Associate Lev Parnas – CBS Miami

MIAMI (CBSMiami/AP) – Federal prosecutors have asked a judge to revoke bail for an associate of Rudy Giuliani who has ties to South Florida.
Prosecutors say Lev Parnas did not disclose a million dollars he received from a Russian bank in September. Bank records also show that same month he spent more than $70,000 on private air travel.
They say Parnas misled authorities about the extent of his assets when he was released from jail on $1 million bond – secured with $200,000 cash – and put under house arrest in Florida following his arrest in October. His lawyers asked the court earlier this month to loosen the restrictions by allowing him to leave his home during the day.
The government responded on Wednesday by telling a judge that the Ukraine-born Parnas should be put back behind bars because he “poses a significant risk of flight for several reasons, the chief among which are his considerable ties abroad and access to seemingly limitless sources of foreign funding.”
The defendant, “who is already charged with making false statements, appears to have made false or, at best, inconsistent and materially misleading statements … to the government about his assets and income,” the papers say.
Parnas and another man charged in the case, Igor Fruman, worked with Giuliani to try to get Ukrainian officials to investigate the son of Democrat Joe Biden. Both men have pleaded not guilty.
Giuliani, President Donald Trump’s personal lawyer, has said he had no knowledge of illegal donations.

David Anderson & Francine Graham Jersey City shooting suspects motive

One of the two shooters who fatally shot up a Jersey CityJewish deli in what officials say was a ‘targeted’ attack – posted anti-Jewish and anti-police messages to social media prior to the attack that left three civilians and a cop dead, law enforcement sources said Wednesday.
Sources said David Anderson, 47, who committed the deadly Tuesday attack with a woman identified as Francine Graham, 50, was a one-time follower of the Black Hebrew Israelite movement and made the incendiary postings on his social media page.
The Black Hebrw Israelite is part of a black nationalist and anti-Semitic sect.
Not much is known about the pair, with NBC4-New York reporting those who previously knew Graham, a former home health aide in Manhattan – noticed a change after she met Anderson — including ‘evil’ scriptures being chanted after purportedly being coerced into another religion.

Ideological edict targeting Jews:

According to The New York Times, police found guns, ammunition and a live pipe bomb in a stolen U-Haul truck Anderson and Graham were driving at the time of the shootings. Investigators also found a ‘brief and rambling’ manifesto-style note in the van, but it did not include a clear motive.
Jersey City officials said if officers who were near the shooting scene hadn’t responded as quickly as they had, the suspects likely would have killed or wounded more people, based on the amount of ammo they had.
‘The why and the ideologies and motivations, that’s what we’re investigating,’ Attorney General Gurbir Singh Grewal said.
Public records obtained by heavy revealed David Anderson having a criminal record. Anderson was charged in 2007 with felony unlawful possession of a handgun in Hudson County, New Jersey. He was arrested in December 2008 in Hudson County on drug and weapons charges, including possession of a weapon for unlawful purposes, specifically firearms, and unlawful possession of weapons, specifically an air or spring pistol. He was also charged with possession of narcotics. He was found guilty of a felony weapons charge and spent time in prison and on probation. He also had a previous arrest in 2004 in New Jersey.

Targeted attack against Jews? 

After reviewing footage, authorities determined the deli was specifically targeted.
‘They park the van. They exit the van with long guns in their hands. And they immediately begin firing in the location where we lost three of our citizens yesterday,’ Jersey City public safety director James Shea said in a statement. ‘We now know this did not begin with gunfire between police officers and perpetrators and then move to the store. It began with an attack on the civilians inside the store.’
Jersey City Mayor Steven Fulop said Wednesday that the pair of gun-wielding attackers were captured on CCTV footage ‘slowly’ rolling up to the Jersey City Kosher Supermarket in the Greenville neighborhood in a van before they stopped in front, ‘calmly opened the door with two long rifles’ and ‘began firing from the street’ into the store.
A note with religious writing was recovered by investigators from inside the stolen U-Haul van that the shooters were in, sources said.
Jersey City officials have not condemned the shooting as a hate crime or anti-Semitic but did say that it was ‘targeted.’
Of disconcert, the Anti-Defamation League has documented a 150 percent increase in anti-semitic incidents comparing 2013 and 2018. While in a 2018 survey, the American Jewish Committee said that 80 percent of respondents reported a rise in anti-semitic incidents. Respondents also disapproved of President Donald Trump’s handling of incidents of antisemitism. The ADL says that in 2018, there were over 1,8000 reported incidents of antisemitism in the United States.

Jewish victims identified:

Come Wednesday, chabad.org identified two of the three Jewish civilians gunned down- that of Moshe Deutsch, 22, a customer at the Jewish grocery store along with Leah Mindel Ferencz, 33, a co-owner of the store; and a delivery worker at the deli. The woman tragically was a mother of three.
The third victim found inside the JC Kosher Supermarket on Martin Luther King Drive was identified as Miguel Jason Rodriguez, an immigrant from Ecuador who had been working at the Jewish grocery store for the past three years, NorthJersey.com reports.
Rabbi Moshe Shapiro, who runs the New Jersey synagogue Chabad Lubavitch of Hoboken, said he frequents the deli and knew the victims.
Shapiro said a cousin of Deutsch, whom he identified as Chaim Deutsch, was inside the deli with his relative at the time of the shooting and suffered graze wounds.
‘He came with his cousin from Brooklyn and they were in the store,’ said Shapiro, who visited Chaim in the hospital Tuesday night. ‘And he said suddenly he heard and felt gunshots. He did not see the gunmen. He saw his cousin fall to the floor, and he ran out the back door. He eventually climbed over a few back yards to escape.’
Shapiro said the bullets that wounded Chaim ‘did not penetrate beyond the skin.’
Also pronounced dead was long time police veteran, Jersey City Detective Joseph Seals.

Jersey City shooting suspects identified; victims include Joseph Seals

JERSEY CITY, N.J. – Authorities on Wednesday were investigating the motive behind the hourslong shooting rampage that killed six people and left this city across the Hudson River from lower Manhattan in mourning.
While local officials have called the shooting an anti-Semitic hate crime, state officials Wednesday cautioned the public against speculating on the motive as the investigation continues.
The dead included a police officer, three civilians and both suspects, who are also linked to a prior killing in Bayonne, New Jersey, police said. The bodies of the civilians were found inside a kosher supermarket Tuesday – the supermarket owner, a bodega employee and a shopper. Two other police officers were wounded.
The roar of gunfire drew a phalanx of police to the quaint, busy  street that quickly devolved into a war zone. All the victims were struck by rounds thought to have been fired by the suspects, police said.
The focus of the killing was a kosher bodega in a section of the city that has become a gathering place for about 100 Orthodox Jewish families, authorities said.

Here’s what we know about the tragedy:

Who are the victims?

The suspects killed Officer Joseph Seals at a cemetery “at some point yesterday,” said New Jersey Attorney General Gurbir Grewal, offering little information about the circumstances of his death.
Police identified the other victims as Mindy Ferencz, 32, Moshe Deutsch, 24, and Miguel Douglas, 49.
A fourth civilian was injured in the shooting but is recovering, Grewal said.
Chabad Rabbi Moshe Schapiro said Ferencz was Deutsch’s cousin, and that both were members of the local Orthodox community. Schapiro said Ferencz and her husband owned the bodega.
Williams Machazek, the pastor of Iglesia Nueva Vida in Newark, identified the third victim – whom he called Miguel Jason Rodriguez – as a congregant at his church who emigrated from Ecuador three years ago. Rodriguez has a wife and 11-year-old daughter and had been working at the bodega for about a year, Machazek said.
Brooklyn Borough President Eric Adams said two of the victims were borough natives.

Jersey City suspects identified

Grewal said Anderson and Graham were also the prime suspects in the killing of a 34-year-old Jersey City man who was found beaten to death in the trunk of a car in Bayonne on Saturday night.
Jersey City Mayor Steven Fulop said the suspects had resided in the city. He said the incident should be considered an act of hate.
“It should be viewed as a hate crime and called out aggressively . . . and quickly,” Fulop said at a press conference Wednesday. “There’s no question it was an attack on the Jewish community. There’s no other way to interpret it when you look at the facts. As a Holocaust survivor family, it’s important for me to recognize it for what it is.”

What happened at the supermarket?

Details surrounding what happened at the supermaket were still developing, but officials provided a general timeline.
At 12:21 p.m., a white U-Haul parked across from the JC Kosher supermarket, about a mile from the cemetery, Grewal said. Within seconds, Anderson exited the driver side door with a rifle, walked toward the market and began shooting. Graham followed him into the store, where the suspects remained throughout the shootout.
The suspects encountered four civilians inside the store, and one was able to escape.
At 12:38 p.m., police got a 911 call from someone who discovered the body of Seals, Grewal said. At 12:43 p.m., police arrived near the supermarket and engaged the suspects. At 3:25 p.m., a police armored vehicle broke through the entryway of the supermarket. By 3:47 p.m., the incident had ended, and authorities discovered bodies inside the store.
Officials later found a viable pipe bomb inside the U-Haul truck.

Have police identified a motive?

Grewal said Wednesday that despite “significant speculation,” authorities had not determined a motive. Law enforcement was in the process of gathering digital and video evidence and conducting witness interviews, he said.
However, multiple media outlets including The New York Times reported that one of the suspects had published anti-Semitic posts on social media.
On Twitter and in an interview with MSNBC, New York City Mayor Bill de Blasio called the shooting a “hate crime.”
President Donald Trump referenced the shooting at a Hanukkah reception at the White House Wednesday evening. “With one heart America weeps for the lives lost. With one voice we vow to crush the monstrous evil of antisemitism,” he said.
Trump signed an executive order Wednesday that targets anti-Semitism on college campuses by cutting off aid to schools that tolerate hate. Some critics, however, say the move is an effort to stifle free speech and criticism of Israel.

Fraudulent GoFundMe pages

At least one fake GoFundMe page cropped up Tuesday night claiming to solicit donations for the families of the victims, U.S. attorney Craig Carpenito said.
“A reprehensible group of people are online trying to profiteer off of the misfortune of others,” Carpenito said. “I can’t find the words of how disgusting this conduct is.”
Carpenito said that was not aware of any bonafide pages and asked that anyone who had donated to a GoFundMe page to reach out to the FBI.

Who was Officer Joseph Seals?

The lone police officer killed was 40-year-old Seals, a 13-year veteran of the Jersey City Police Department who was promoted to detective two years ago.
Seals, a married father of five, joined the city police in 2006. He was promoted to detective in November 2017 and belonged to the department’s Cease Fire Unit. Seals was well known among police for his work taking guns off the street, Fulop said.
“He was a good cop,” Fulop said of Seals. “I’m sure his children expected him to return home.”
