I witnessed and experienced this many times, myself, personally. It takes just some careful observations, like everything else. Most of the time it is quite obvious. The underlying psychological dynamic and rational: the little, primitive, stupid, brainless, criminal FBI motherfuckers TRAIN THEIR CUBS!!! That's how these gypsies see it. I see this as the child abuse. Investigate this!

This is disgusting, and this has to be investigated in depth. Another aspect is the rate of child sex abusers in their own midst and ranks. It must be high due to the logically expected high rates of psychopathy among those who are crazed on power and control.
I will keep you under my microscope, my dear FBI friends, while I am alive and capable. I will study you. The reform part you will do yourselves, because you will be forced to, or you will go out of ziz bidniz.
