Now this question is addressed to Mr. Trump, and that what this drama is all about: the ethical, or pseudo-ethical conflict. And if  the “Sir” does not have the sense of decency, the “Sir” must go. Just like the Moor who completed his assignment. And he will go. Just like Joseph McCarthy did. Both of them are the Idols-Victims of the same player: the Abwehr’s agent Roy Cohn.
Trump was a second act and the second coming for Roy Cohn, the director of this lavish political spectacle of McCarthyism.
But the playwright appears to be the same, and well versed in all sorts of forgeries, the Literary, and the otherwise; and in my humble opinion, it is Abwehr and the New Abwehr, after WW2.
The real Ukraine-centered conflict is about the energy supplies: American LNG vs. Russian NG. The competion for the political influence comes with it. Gerhard Schroeder sits on the boards of both Gazprom and Rosneft and controls them. This conflict is about the absorption of Ukraine into the German-Russian vs. the US spheres of political-economic influence, and it comes down to the conflict between shrewd Schroeder and confused-inept Trump. The underlying overall objective of the Operation Trump designed by the New Abwehr, is to displace the US from Europe and from Ukraine by discrediting Trump and Trumpism.

On Monday, Puerto Rico defaulted on $399 million of principal debt, paying only $23 million in interest payments (required to avoid further penalties) due to its creditors on May 1.
The Caribbean island, a US territory that does not have full state rights, has around $70 billion of outstanding debt. On Sunday, the island’s Governor Alejandro García Padilla gave a televised address in which he announced not only this week’s default but also warned the island would not have the funds to meet a $2 billion payment due on July 1.
Politicians in Washington are debating a rescue package and an emergency bill is set to be introduced next week. However, reaching a lasting solution may prove tricky. Congress in 1984 explicitly barred Puerto Rico from restructuring debt through bankruptcy and lawmakers are divided over how best to resolve the crisis with concerns that some rescue proposals could override Puerto Rico’s constitution, or set a dangerous precedent that other deeply indebted US states might be tempted to follow in the future.
For Foreign Policy, Michael Moran argues that Washington has set up Puerto Rico for failure and that there is little appetite for the kind of measures needed to rescue territory.
Meanwhile, Alan Yuhas looks at the contrasting fortunes of Puerto Rico and its near neighbour Cuba and the fraught compromises each have been forced to adopt in negotiations with the financial might of US business.
The Plot Against Puerto Rico
In 1809, one year after Napoleon sacked Madrid, deposed the autocratic King Ferdinand VII, and made his brother Joseph the king of Spain, the country’s parliament was summoned for the first time in decades. Among its legislators was Ramón Power y Giralt, a Puerto Rican elected by the island to represent the then-colony. He was the first Puerto Rican ever to cast a vote in a national parliament, and likely the last.
Power’s life was nasty, brutish, and short. He died in 1813 at the age of 37, victim of a yellow fever epidemic, but not before serving as the vice president of parliament and helping to write the Constitution of 1812 — a revolutioary document that provided for universal male sufferage, freedom of the press, constitutional restraints on the monarch, and new economic incentives for Spain’s colonies. Waterloo, of course, ended the liberal 1812 Constitution and put Puerto Rico back under the thumb of imperial Spain, at least until the island was ceded to the United States after the Spanish-American War in 1898. Yet Power wielded more authority under Napoleon’s conquered Spain than Pedro Pierluisi, the island’s current nonvoting member in the U.S. Congress.
For the past 118 years, Puerto Rico has existed as an anamoly, geographically closer than Hawaii or Alaska to mainland United States, yet ruled like distant Guam or American Samoa. In keeping with America’s somewhat self-deceiving anticolonialist ethos, the island was deemed a “possession” during World War I. For most Americans, the island is known best for the 20th-century migration of Puerto Rican families to the mainland, mostly to New York City, a byproduct of the deal that extended the draft to the island’s young men. Now, the migration has begun anew, again to New York but also to Florida, Chicago, and the American southeast. Driven by an economy in free fall, more than 50,000 people have been leaving for the mainland each year, and disproportionately represented in those numbers are the most ambitious, educated, and employable Puerto Ricans.
This is the context of Puerto Rico’s current fiscal crisis. Its $73 billion government debt is many times worse than any U.S. state’s burden in per capita terms, including the reigning champion of U.S. state-level fiscal dysfunction, Illinois. San Juan cannot raise enough tax money locally to pay — or even service — that debt and wields only partial control over the economy: While it can cut government spending, trim the public sector, and pass laws to make the island more attractive to establish businesses locally, the big decisions lie in Washington. Because Puerto Rico does not have its own currency, it cannot devalue its way out of debt. It is tethered to a much larger entity that, even in the worst of times, wonders whether the failure of a small Caribbean possession is really worth its time.
Many in Congress treat the island’s plight like a mere annoyance — or, at best, yet another way to highlight all that is wrong with the other party’s approach to government. Yet Congress has jealously, even imperiously, guarded its control of some of the basic realities of the island’s economic and political life, insisting that the United States can tap it for soldiers when needed, for instance, and refuse to extend the right to vote in U.S. elections or even congressional matters. Even the island’s notoriously high prices for basic goods should be laid at the steps of the Capitol building: In 1920, as a sop to the U.S. maritime industry, Congress passed the Jones Act, which required shipping between U.S. states or possessions to be carried by U.S.-flagged ships manned by American crews. To say this is uncompetitive in the modern world is a vast understatement. A University of Puerto Rico study from 2012 found the practice costs the island’s economy about half a billion dollars annually. That windfall also aadds U.S. shipping companies to those fighting debt relief for the beleaguered island.
Over the past 20 years, investment incentives approved by Congress, most notably a provision making investments in the island’s pension fund tax-exempt, have made its government debt as attractive as any bonds in the world. Large banks and investment fund managers plowed their clients into these bonds assuming, not unreasonably, that the United States would never allow the island to default. Yet these new incentives were enacted just as Congress decided to rescind an even more important spur to the island’s economy: Section 936 of the tax code, which allowed multinationals to avoid all tax on operations based on the island. Following its repeal in 1996, the island’s apparel, plastics, and rubber manufacturing sectors lost thousands of jobs; the same happened to computer and electronics, following a brief spike in employment. Companies chose to relocate to Mexico, Asia, and elsewhere. An economy that had grown steadily during the 1970s and 1980s suddenly seized up. It’s current recession has lasted since 2006, undermining the “invest in paradise” pitch many fund managers proffered.

Then, last December, facing a tsunami of dollar-denominated debt, the island’s governor, Alejandro García Padilla, announced that Puerto Rico would default on a $422 million interest payment on May 1 unless the U.S. government intervened to allow restructuring.
That threat has had several results. The first, perhaps unintended result was that alarm in global financial markets effectively ended the island’s access to borrowing of any kind. Since San Juan was using borrowed money to pay for routine government operations — a sure-fire prescription for insolvency — the “default unless the United States intervenes” threat is now fait accompli.
García Padilla’s announcement also set off the usual round of hard-nosed negotiations — though, to use that term is to suspend disbelief — between creditors and the sovereign. Bondholders, pensioners, and others have been in talks with the government, and the New York-based OppenheimerFunds and Franklin Templeton — funds whose clients together hold about 10 percent of the $73 billion total — are particularly averse to accepting less than the full value of their bonds. The Argentine government’s decision last month to repay $12 billion in bonds to hedge funds stemming from its own default 15 years ago is likely to harden the resolve of Puerto Rico’s creditors. A precedent has been set: Why settle for pennies on the dollar when U.S. courts will back your claims for full restitution?
And what of Washington? From Republicans and Democrats in Congress, the White House, and those trying to get there, the Puerto Rican question has become a political football. Almost universally, all sides condemn Puerto Rico’s poor record of financial governance. Yet all seem to be falling short of politically workable solutions.
Congressional Democrats, including many from states with large Puerto Rican constituencies, talk more generously of changing the law — which, of course, requires the assent of Republicans — to allow the island to declare bankruptcy under Chapter 9 of the U.S. bankruptcy code, the provision used by Detroit and other insolvent municipalities. Critics such as Rep. Tom McClintock, a California Republican who has publicly challenged this approach and expressed fears that such a move would encourage states to follow suit, presaged a stampede of fiscal invalids that would threaten to undermine the U.S. municipal bond market. The idea, in short, is going nowhere.
A default on the general obligation debt, considered sacrosanct by creditors, could send shudders through the $3.7 trillion municipal bond market and raise the costs for US cities and states seeking to fund public projects.” – Eric Platt, Financial Times
U.S. President Barack Obama and Treasury Secretary Jacob Lew favor something slightly less radical, though no more likely to see the light of day: a specially tailored form of bankruptcy power for Puerto Rico that avoids reference to Chapter 9 and an expansion of the earned-income tax credit, a kind of reverse income tax that provides a subsidy to the lowest earners, plus an increase in federal Medicaid directed to the island. Republicans aren’t exactly enthusiastic about this idea. Particularly in an election year, anything smacking of a “bailout” — particularly of a loyal Democratic constituency — is political poison.
Yet the lack of alternatives means the GOP’s preferred response to the crisis may have a chance. Aired in late March, the idea is contained in a draft bill co-sponsored by House Speaker Paul Ryan and Rob Bishop, chair of the House Natural Resources Committee, which (confoundingly) has jurisdiction over Puerto Rico. It would create a five-person oversight board to effectively run fiscal policy in Puerto Rico and impose an austerity budget, as well as a stay on litigation that bondholders oppose. Given the gridlock prevailing in Washington, even with Ryan backing the bill, this is a long shot at best. Democrats have already rejected it, due to their preference for seeing investors take a haircut as Puerto Rico restructures.

Since mid-March, a group calling itself the “Center for Individual Freedom” has spent $2 million filling the airwaves of Bishop’s home district with attack ads accusing him of “standing with the Obama administration to support a bailout of Puerto Rico,” a charge in Utah akin to drowning puppies. The group also bought national airtime on MSNBC, CNN, and Fox News — a not-so-subtle message to Ryan himself. And while its benefactors are frustratingly opaque, its message tracks exactly with that of the investment banking industry: that a “bailout” would wrongheadedly reward Puerto Rican profligacy and, instead, that investors should be able to wrangle with the island’s government directly through the courts.
Whether Ryan’s efforts in the House, as thankless as any in recent memory, can stave off this dark scenario remains uncertain. His approach will require an unusual degree of political courage in an unusually fractious election year. It also asks Republicans, both in the House and eventually the Senate, to put aside their fiscal dogma in the face of an emergency that, at least viewed superficially, none of them have much of a stake in.
So, now what? Should debt talks fail, Ryan’s bill die in committee, and Obama refuse to use executive power to bail out the island, things will get ugly. Criminal syndicates, drug gangs, and street crime — already present on the island — will grow. Following a likely default in May, branch offices of banks will likely stop processing financial transactions, with a full shutdown of government and commercial activities to follow. This will almost certainly lead to significant unrest, as government salaries and pensions go unpaid, and angry retirees and public sector workers, who make up by far the largest chunk of the island’s economy, take to the street in protest.
While some commentators suggest that the crisis has been provoked by haphazard management in Washington, others have blamed a combination of poor governance on the island and predatory speculation for the scale of the debt. “The most complex Puerto Rico issue is what treatments should be authorised for various categories of bondholders,” suggests conservative commentator George Will. “Shed few tears for those who, by buying Puerto Rico’s (or Illinois’) debt, enable the sort of high-spending, vote-buying governance that bankrupted Detroit and soon will have Illinois begging for what does not and should not exist – a bankruptcy option for states. Puerto Rico’s debts should not be restructured in a way that sets a precedent allowing Illinois to dodge both debts and reforms… The island is a US territory, what happens there will not stay there: America needs to prevent, or minimise, a humanitarian crisis, some of which would be exported to America. But ameliorative measures must be made conditional on fiscal, labour and other reforms on the island.”
A declaration of emergency will follow. Puerto Rico’s Army National Guard, whose 7,200 troops already patrol the crime-ridden island’s streets, will need to backfill for police who can no longer be paid. Government currency controls to prevent dollars from leaving the island may be imposed. Within a few weeks, the results of a collapse of vital government health and welfare services to a population that is older and less healthy than that of any U.S. state will be a scandal — and this, just as the Zika virus makes its stealthy way northward.

Caribbean neighbors Cuba and Puerto Rico wonder who really won the Cold War
Two Caribbean islands are at a crossroads in their relationship with the US. One is plagued by corruption and debt, and dotted with crumbling homes, abandoned by families for the imperial power nearby. The other is Cuba.
Who won the cold war again?
Within 24 hours on Sunday, Puerto Rico’s governor, Alejandro García Padilla, announced that the American territory would default on nearly $370m of debt, after years of failure to put the island’s finances – or its relationship with the US – in order. The next morning a cruise ship full of tourists set sail for Havana, bringing American dreams, dollars and capitalist sense into Cuba’s future. Once seen as parallel case studies in cold war politics, the islands have seemingly switched roles.
For half a century, the US dominated Puerto Rico and Cuba after wrenching them away from Spain, but by the 1950s the islands parted ways. Cubans threw off a US-backed dictator, found new patrons in the Soviet Union and embraced communism. What nationalist fervor Puerto Rico had was quashed, and the colony stayed bound to US-controlled capitalism as a “free associated state”.
“When the cold war was going on they were like showcases for the world to see which system actually works,” said Harry Franqui-Rivera, a researcher at the Center for Puerto Rican Studies at Hunter College. “A successful Cuba made the United States look bad and if Puerto Rico failed it would make the United States look worse.”
Twenty-five years after the fall of the Soviet Union, US textbooks usually say capitalism won and communism lost, and on a historic mission to Cuba last month Barack Obama said as much: “I have come here to bury the last remnant of the cold war in the Americas.”
But experts and activists say the cold war had a murky end, at least in the Caribbean, and that the future for Puerto Rico and Cuba remains far from certain. The day of Obama’s keynote speech in Havana, the mayor of San Juan tweeted: “Obama spoke of opening bonds of collaboration with the neighboring island of Cuba while he makes bonds of repression and control in Puerto Rico.”
Alejandro Garcia Padilla, governor of Puerto Rico, is seen giving a speech on a television screen in a bar in San JuanFranqui-Rivera, whose views do not represent those of his university, said that the fall of the Soviet Union ended decades of boosting Puerto Rico’s economy. “Once the cold war ended that incentive was no longer there.”
Then Congress let corporate tax breaks expire, and Puerto Rico’s economy ground to a halt, dependent on aid, restricted in trade, and increasingly unable to enforce its own laws. Last year its governor called the island’s $70bn debt “unpayable”, and the supreme court and Congress will consider whether to give San Juan bankruptcy powers it lacks. The island also faces crises in education and healthcare, and suffered the first US death linked to the Zika virus last week.
But the clamor on the mainland is against emergency aid, and only a few voices for it. Pulitzer-winning playwright Lin-Manuel Miranda has called for help, while a group calling itself the Center for Individual Freedom has aligned itself with Wall Street firms holding the island’s debt, and spent about $200,000 on ads urging Congress not to give the island bankruptcy powers.
“Their economy is so much under the gun of history and US and foreign investor control,” said Lillian Guerra, a historian at the University of Florida, “that there’s no solution there on the island alone.
“The US government, to the degree it has any interest in Puerto Rico, is interested in keeping it as stable as possible because 10% of the landmass is military bases.”
Guerra noted that the dysfunctional system of shared authority, in which San Juan ostensibly governs itself but relies entirely on Washington, has bred vast corruption. Dozens of officials in both parties and the police have faced corruption charges in the last 20 years, including those close to governors. The US Department of Justice has tried repeatedly to prosecute, to limited effect.
“The US doesn’t have a leg to stand on in terms of its legitimacy over Puerto Rico,” Guerra said. “Politicians are interested in primary voters there but have nothing to offer. The only thing that would help is massive revision of the nature of the existing state and that’s not going to happen.”
In Cuba, the Castro brothers have cracked open doors to Americans and wallets to their dollars, but some experts warn that diplomats’ optimism puts an undue gloss on the real woes of the economy. For all its woes Puerto Rico still has a higher per capita GDP than Cuba, according to the World Bank, and Cuba’s maze-like bureaucracy is made yet more complex by the use of two currencies. The communist island also depends hugely on support from Venezuela, itself near default, and the leniency of foreign creditors.
Austerity measures by Raúl Castro had helped put Havana’s house in order, he said, but serious questions remain about the party’s commitment to change.
“You have the reformists on one side,” said former IMF economist Ernesto Hernández-Catá, “and you have the Stalinists on the others side who consider all these things a betrayal.”
The party is also intent on protecting its power, not unlike the politicians and financiers who set up in San Juan. Rumors and reports have for years spread stories of Fidel Castro’s wealth and the rewards doled out to dutiful communists and the “military oligarchy”. Crackdowns on dissidents continue, and the state levies high taxes on entrepreneurs and private business.
Tourism may represent Cuba’s best chance for recovery, said Carmelo Mesa-Lago, an economist and the author of more than a dozen books about Cuba. But a “tsunami of American tourists” are coming and the island has virtually none of the room or amenities to handle them, he said.
On May 1, ‘The Adonia’, a 704-passenger ship, became the first to travel from Miami to Cuba in over 50 years after Cuba loosened its policy banning Cuban-born people from arriving to the country by sea, a rule that had threatened to stop the cruises from happening in the latest sign of the detente between the US and Cuba.
“Raúl’s motto is ‘go slow and steadily’,” he said, “but I think they don’t have the luxury to go slower. The only explanation is there is no unity in the party. It does something with one hand and the left does something else.”
The state has tried to keep tourism in a vise – especially its newer luxury resorts and cruise ship contracts. “If US corporations, like Royal Caribbean, continue to help Raúl create an enclave type of tourism, it’s very unlikely that the majority of Cubans outside of Havana will benefit,” Guerra said, noting that the exclusive hotels also help Castro control what tourists see of Cuba.

Reckless development on those islands has also damaged coral reefs and forests – the same sites that drive tourism.
Puerto Rico, for instance, has recently tried to woo financiers with huge tax breaks, and in turn raised working class taxes to compensate. Millionaires have flocked to buy real estate and Puerto Ricans – all American citizens – have fled en masse to the mainland. “The population just feels abandoned,” Guerra said, recalling recent trips to San Juan. “They’ve just given up. They’re saying ‘es una mierda’.”
Cuba also has a population problem: its people are among the oldest in Latin America, have few children, and its educated professionals are leaving for better work abroad.
Rich Villar, a Puerto Rican poet and activist, argued the islands appeared to be coming full circle. “Historically Cuba and Puerto Rico have both been playgrounds for large-scale US interests,” he said, noting the arrival of hotel chains and cruise ships on one and hedge funds on the other. “People are desperate for land of their own and watching outsiders claim land where you were born.
“It’ll be a land grab,” he said. “It’s history repeating itself.”
