John Durham: The low-profile Connecticut prosecutor leading a high-profile hunt for the origin of Trump collusion claims – Hartford Courant

U.S. Attorney John H. Durham was back in Connecticut for a retirement dinner earlier this fall and one of the other attendees observed, half facetiously, that he showed no obvious signs of bruising or broken bones.
One might expect otherwise, judging from the news from Washington since May, when Attorney General William Barr put Durham at the center of the most contentious national controversy in years. He has been asked to dig into the origins the FBI’s counter-intelligence, Russia-collusion investigation of President Donald J. Trump’s 2016 campaign. Was it legally justified? Or was it contrived, as Trump supporters believe, by a “deep state” of senior intelligence and law-enforcement officers to smear Trump and sink his campaign?

Durham, a career prosecutor with a gold-plated resume, will be excoriated no matter what he does. The president’s allies have created formidable expectations, predicting Durham will prove Democrats have maligned Trump with a succession of made-up controversies. Top Democrats are calling Durham a tool Trump is using for revenge.
The speculation should increase next week when Justice Department Inspector General Michael E. Horowitz’s releases a report of his investigation of the FBI’s conduct the Trump collusion case. If Horowitz finds a criminal violation in the way the bureau obtained a warrant to surveil the campaign, prosecution could fall to Durham.
Durham’s colleagues say there is no one better able to tune out the partisan noise. They predict he will immerse himself in the work and he may end up frustrating everyone.
“They opened Pandora’s Box, when they chose John,” said Bill Reiner, a retired FBI agent and longtime Durham colleague. “He is going to go wherever the evidence goes. And he does not care where it goes. There is no politics in John. There is no politics in anything he does.”
Over a 41-year career, much of it spent on complex criminal conspiracies, Durham hasn’t been a stranger to contention. He helped break-up the New England Mafia, unraveled Irish gangster James “Whitey” Bulger’s corrupt hold over law enforcement and looked into allegations – for Republican and Democratic administrations – that the CIA destroyed evidence that its post 911 interrogations of terror suspects may have amounted to torture.
None of those cases ignited the partisan rancor associated with the so-called “investigation of the investigators,” especially after the stakes grew last month when it was widely reported that Durham and his hand-picked, inner circle of Connecticut colleagues have criminal authority. That means they can force recalcitrant witnesses to appear before a grand jury and, ultimately, bring charges for perjury, obstruction or substantive crimes – just as Special Counsel Robert Mueller did when he was appointed in May 2017 to take over the collusion investigation.
Political interest in Durham had been limited mostly to figuring out who he is. That changed when it became clear he can demand that appointees of former President Barack Obama explain why they were justified in what Barr has called “spying” on the Trump campaign.
“These reports, if true, raise profound new concerns that the Department of Justice under AG Barr has lost its independence and become a vehicle for President Trump’s political revenge,” U.S House Democrats and impeachment investigators Jerrold Nadler and Adam Schiff said. “If the Department of Justice may be used as a tool of political retribution, or to help the President with a political narrative for the next election, the rule of law will suffer new and irreparable damage”

Analyzing Allied Intelligence

Durham and his team – including former assistant U.S. Attorney Nora Dannehy and retired FBI agent John Eckenrode, both of Connecticut – have had remarkable success keeping most of what they are doing secret.
It was Barr who disclosed that Durham has conferred with European governments to learn what friendly intelligence services channeled to their U.S. counterparts about Russia and the Trump campaign. Some governments, including the Baltic states and Ukraine, were early opponents of a Trump candidacy because of his criticism of the NATO alliance and support for Russia.
Durham has been asked to decide – if such intelligence was a basis for the collusion investigation – whether it was obtained and used appropriately under U.S. laws that govern foreign intelligence collection and restrict spying on Americans.
“A Department of Justice team led by U.S. Attorney John Durham is separately exploring the extent to which a number of countries … played a role in the counterintelligence investigation directed at the Trump campaign during the 2016 election,” Barr spokesman Kerri Kupec said a month ago.
While traveling to Italy together, Barr and Durham pressed for information about Joseph Mifsud, the mysterious Maltese academic who started the collusion narrative when, in the spring of 2016, he told George Papadopoulos, a junior Trump Campaign volunteer, that the Russians had “dirt” on then candidate Hillary Clinton. After a $30 million two-year investigation, Special Counsel Robert Mueller said in his exhaustive report that his investigators had been unable to effectively question Mifsud because Papadopoulos had been criminally uncooperative.

Mifsud’s Telephones

Mueller described Mifsud as a Russian agent. Papadopoulos, who served 12 days in jail for lying to Mueller’s investigators, believes Mifsud is an agent for western governments. Mifsud, in press accounts, denies he is anyone’s agent and further denies having told Papadopoulos that the Russian’s had dirt on Clinton.

cryptic motion filed recently in federal court in Washington suggests Durham may have come back from Italy with something that could help sort out the contradiction.
Gen. Michael T. Flynn, the former Trump National Security Adviser fighting a conviction for lying to Mueller, baldly asserts in the motion that Durham obtained “data and meta data” contained on two BlackBerry cellphones used by Mifsud. Flynn’s prosecutors won’t confirm or deny the claim and said they will only discuss it in a private meeting with the judge.
Flynn’s Dallas-based lawyer, Sidney Powell, said she is convinced Durham has the information.
“I believe Mr. Durham has the phones,”Powell said. “That’s as much as I can say.”

If she is right, the phones and data could show who is right about Mifsud. Was he a Russian agent, as Trump critics believe. Or was he, as Trump allies contend, a pawn in a “deep state” conspiracy to create the appearance of collusion.

The Horowitz report

Durham has been working in tandem with Inspector general Horowitz, whose focus has been whether the FBI complied with the law when it applied for and was granted a warrant from the U.S. Foreign Intelligence Surveillance Court to spy on Carter Page. Page is a U.S. Naval Academy graduate and short-lived Trump campaign volunteer, who worked as an energy consultant and met frequently with Russians.
Trump supporters complain that the agents who applied for the warrant knew, or should have known that their application contained inaccurate or unverified material. Some material was provided by former British spy Christopher Steele, a one-time FBI informant working for the Democratic National Committee.
Mueller dismissed the warrant’s central contention when he concluded there is nothing to “establish that Page coordinated with the Russian government in its efforts to interfere with the 2016 presidential election.” What’s more, while Page was a target of Russian recruitment, he also had worked in the past with the bureau to locate and prosecute illegal Russian agents.
There were reports last week that Horowitz found an irregularity in the way a FBI lawyer prepared documents for the warrant application. Since the Inspector General does not have criminal authority, Durham, who does, will review the Horowitz report for violations and possible prosecution.
The Horowitz report is scheduled for release Dec. 9.
What’s become public about Durham’s work so far shows he is trying to find out whether the intelligence services of an incumbent administration tried to tip the scales against a candidate trying to replace it.

Blumenthal vs “Bull” Durham

Even home state Senator Richard Blumenthal cooled on Durham after the news that he is running a criminal investigation. When he was confirmed as U.S. Attorney in February, Blumenthal called Durham “a fierce, fair prosecutor.” More recently, Blumenthal worried that Durham is sullying his reputation.
“It is another very professional public servant tasked with a very unprofessional and unbecoming job,” Blumenthal said. “This investigation of the investigators is a politically motivated distraction. And it threatens to degrade the career professionals who devote their lives — like John Durham — to law enforcement.”
Meanwhile, Trump supporters on the other side of the argument have portrayed Durham as a heroic character ferreting out political misbehavior – by Democrats. Sen. John Cornyn, a Texas Republican, tweeted that Durham may end up charging former Vice President Joseph Biden.
The president himself, in a wild, hour-long interview with Fox News on Nov. 22, predicted “Bull Durham” will uncover the biggest political scandal in U.S. history.
“You have ‘Bull Durham’ who’s supposed to be the toughest — I never met him, never spoke to him. But he is supposed to be the smartest and best,” Trump said.
Colleagues say Durham vacuums up news and political gossip and certainly knows what is being said about him. They said he just as certainly doesn’t care.
“John is in a difficult situation,” said Stanley A. Twardy, one of the former Connecticut U.S. Attorneys for whom Durham worked. “No matter what he does, he’s going to be criticized by one side or the other. But the great thing about John is he’s not going to care about that. That’s his personality. Basically, he sees things as either right or wrong. And he is going to call it the way he sees it.”
“Let me just put in this way,” Twardy said. “I have people calling me all the time. Trump Forevers and Never Trumpers. They’re both looking for the answer to the same question: Is John someone who is going to provide an honest answer? And I tell them I have every confidence in him.”

Whitey Bulger and Boston

This is not the first time Durham been encircled by hostile forces.
In 1999, former U.S. Attorney General Janet Reno sent him to Boston to lead a task force and sort through the law enforcement disaster created by gangster James “Whitey” Bulger. Sensational leaks from a long running criminal investigation in Boston suggested that Bulger murdered his way to the top of New England organized crime by buying off law enforcement. Durham and his team were supposed to find out what happened and lock up the guilty parties,
Durham wears his regard for law enforcement on his sleeve – in particular for the FBI agents with whom he has worked for decades. When he got to Boston, it was clear that the FBI and just about every other state federal, and local law enforcement agency were embroiled in take-no-prisoners power struggle.
Federal drug agents and the Massachusetts state police accused the FBI of being in Bulger’s pocket. It followed, those accusers said, that FBI fan Durham was part of a federal cover-up. The FBI was aligned against the state police. Because Bulger’s criminal enterprise reached across the country, Oklahoma and Florida law enforcement were in the mix and with their own alliances. The agencies were not only refusing to cooperate, they were undercutting one another.
Durham’s chief target turned out to be one of the most decorated agents in FBI history, John Connolly. Connolly was said to be so good at recruiting informants that the bureau had him teaching other agents.
Durham persuaded a jury that Connolly had been recruited himself – by Bulger. Bulger’s uncanny success at dodging prosecution was revealed to have been the result of tips he was fed by Connolly – tips Bulger used to murder informants and defeat investigations.
After Connolly was convicted of racketeering and obstruction of justice, no one could accuse Durham of folding under pressure.

Freeing an innocent man

The Bulger case revealed a side of Durham that few noticed.
While sifting through the dark past of another corrupt Boston agent – H. Paul Rico – Durham uncovered FBI reports proving that Rico conspired with organized crime figures in the 1960s to frame five men for a murder they didn’t commit. Durham’s investigation showed that Rico made a deal with one of the real killers, who he was trying to recruit as an informant.
The frame-up was one of the worst kept secrets in law enforcement. Yet, for three decades, no one in authority did anything about it. In fact, Connolly, a Rico protege, worked behind the scenes to keep the five innocent men in prison.
Durham had the exculpating FBI reports delivered to two prisoners who were still alive and the families of three who had died in prison of old age. The two survivors and three estates sued the department and collected $100 million.

Durham personally delivered a set of reports to Victor Garo, the attorney representing Joseph Salvati, an innocent truck driver and family man. Of the five, only Salvati was entirely innocent. Four were innocent of the murder but affiliated with organized crime. Salvati was dropped into the murder because he offended one of Rico’s informants. His children were babies when he went to prison, He was a grand father when he got out.
Garo had been trying decades to exonerate Salvati. He said Durham called him late on Christmas Eve and said he had found some materials that could be of interest to Salvati. Could he drop them off?
“I will never forget John Durham,” Garo said.

No leaks

Durham has rarely spoken in public of his work in Boston, or anywhere else. Colleagues trade stories about his reticence. Investigators said he is obsessed by leaks.
During the corruption investigation that sent three-term Republican Governor John G. Rowland to prison, FBI agents said Durham – a Republican – threatened to polygraph investigators whenever he suspected a leak.
“I’ve never been able to find out what he is working on – even when he worked for me,” said Supreme Court Justice Richard Palmer, a former U.S. Attorney, half seriously.
Former U.S. Attorney General Michael Mukasey, who appointed Durham to investigate the destruction of videotapes of post-911, CIA waterboarding, said speculation about Durham’s work is baseless because the speculators have no idea what they are talking about.
“I can’t believe that any of them actually know what he is doing,” Mukasey said. “I wouldn’t dream of asking him. And If I did, I’m sure he wouldn’t answer.”
Durham may have spoken in public about his work just once. The occasion was a speech at an unlikely venue: The University of St. Joseph in West Hartford. His audience was a couple of dozen nuns, administrators, guests, students and three reporters.
Leonard Boyle, now Durham’s first assistant U.S. Attorney, introduced him and pointed out the reporters.
“This may be their only chance to hear John speak about his work, other than in a courtroom,” Boyle said. “He’s notoriously shy about speaking about himself.”
At the time of the speech, Durham already was working in Washington, investigating, coincidentally, leaks, a colleague said. Perhaps not coincidentally, he explained to the St. Joseph audience why he has become so consumed by plugging them:
“One thing that I try to bear in mind, and try to encourage in new young prosecutors, particularly those who are making their bones or cutting their teeth, is an awareness of the incredible power that is wielded by law enforcement, and perhaps federal law enforcement in particular. Issuing a subpoena can destroy somebody’s reputation. It can damage their business, hurt their families. It is an awesome power that we have, that should only be used in appropriate instances,” Durham said.
“It is as important for the system as for prosecutors to protect the secrecy of proceedings, not because we want them to be secret, but because we’re not always right.”

Democrats obtained phone records showing how Trump allies coordinated ‘false narratives’

The House Intelligence Committee’s impeachment report —
 — says the committee’s top Repubican, Rep. Devin Nunes of California, was linked to that effort.
The records, according to Intelligence Committee member Rep. Eric Swalwell, were subpoenaed from third-parties.
“Mr. Solomon was not working alone,” the report said of conservative journalist John Solomon’s articles throughout 2019 that spread Trump-backed conspiracies about Ukraine. “As further described below, there was a coordinated effort by associates of President Trump to push these false narratives publicly, as evidenced by public statements, phone records, and contractual agreements.”
The phone records, which are labeled in the report’s endnotes as coming from AT&T, show a web of communications between Solomon, Trump personal attorney Rudy Giuliani, Ukrainian American businessman Lev Parnas, Nunes and the White House’s budget office. CNN is owned by AT&T.
“Like all companies, we are required by law to provide information to government and law enforcement agencies. In all cases, we ensure that requests for assistance are valid and that we act in compliance with the law,” said Jim Greer, a spokesman for AT&T.
Many of these calls occurred in April, according to the Democratic report, the same time Solomon pumped out columns in The Hill. The stories were filled with discredited conspiracy theories about then-US Ambassador to Ukraine Marie Yovanovitch and former Vice President Joe Biden, whose son was on the board of a prominent Ukrainian energy company.
The Democratic report identifies at least four phone calls or attempted calls between Parnas and Nunes, including one call on April 12 that lasted longer than eight minutes. Within an hour of that call, Parnas also spoke with Giuliani, who later connected with Trump’s attorney Jay Sekulow and a “White House phone number,” according to the phone records.
The call logs show the extent the Democratic investigators went to get hands on any evidence it could get, even as the administration blocked access to records. The records were not discussed publicly before the release of the report.
In addition, Parnas’ lawyer has said his client,
in October to charges that he and Igor Fruman funneled foreign money to US campaign coffers, was willing to turn over some documents to the committee and has turned over some materials already.

Staunton, December 1 – Russia’s demographic decline over the last three decades has been so severe that soon there may not be enough men for the military or security services, according to Vyacheslav Lokosov, director of the Institute for Social-Economic Problems of Population of the Russian Academy of Sciences.
The other four, Lokosov says, are a significant decline in the size of the workforce, its rapid aging with ever fewer workers having to support ever more pensioners, changes in the ethnic structure of the population, and security risks arising from the outflow of population from Siberia and the Russian Far East.
These are projections based on what has happened since 1992, “a unique process of 20 years of depopulation during peace time” in which the Russian Federation lost 14 million. The decline has been so large and so rapid that the country’s population risks becoming “a non-renewable resource.”
The losses Russia has suffered, Lokosov continues, are equivalent to “a major and lengthy war,” and “data about mortality rates among men of working age also recall military reports. In addition, “the total number of people who have died over the last 30 years from murders, suicides, and misuse of alcohol exceeds three million.”
Government claims to the contrary, migration will not make up for this; and current demographic patterns suggest that the situation may soon get even worse.  “In approximately two-thirds of Russian families, there is one child.” But according to the World Health Organization, when the share of such families exceeds 15 percent, this is a social problem.
In addition, Lokosov says, there are two other worrying trends: The number of women of prime child-bearing age cohorts is at its lowest level since 1990, an indication that there are fewer women who could have children.  And the health of those children being born is worse. The completely healthy have fallen from 49 percent 30 years ago to only 12 percent now.

Desperate for an actual answer to a security question, I asked why North Korea had continued its nuclear programme despite three meetings between Mr Trump and President Kim Jung Un.
The President brightened. “I have a lot of confidence in him, we’ll see what happens” he answered, before continuing in a manner that did little to spread confidence.
“He definitely likes sending rockets up doesn’t he?” he said smiling disconcertingly at me. “That’s why I call him rocket man. It may work out, it may not. If I weren’t President you’d be at war right now in Asia and who knows where that leads.”
Attention was drawn back to the Nato member without the ‘tremendous spirit’ Mr Trump had mentioned at the start. Could he have been hinting at France?
“President Macron said Nato was brain dead,” Mr Trump started, “I think that’s very insulting. I was very surprised…It’s a tough statement, but when you make a statement like that, hat was a very very nasty statement to make to 28 countries. You just can’t go around making statements like that about Nato, it’s very disrespectful.”
“Nobody needs Nato more than France,” the President said, fully in his stride now, and seemingly oblivious to statements he has made in the past that seemed to question Nato’s viability.
“You just look back over the last, a long period of time. Frankly the one that benefits really the least is the United States.
“We’re helping Europe to go against a common foe. That may or may not be a foe. But there are other foes out there also. So that’s why when France makes a statement about Nato, it’s a very dangerous statement to make.
“I see France breaking off and I’m a little surprised at that.
“I’ve always had a great relationship with Emmanuel. Sometimes he’ll say things he shouldn’t say, but he’s gotta do what he’s gotta do. Sometimes I think he does things that are counterproductive to his own country.”
And with that we were ushered out of the room, blinking in the light, wondering if it had all been a dream, and concluding that sometimes Mr Trump has just gotta do what he’s gotta do, and we all have to make any sense of it we can.

Impeachment Report Says Trump Solicited Foreign Election Interference

WASHINGTON — House Democrats on Tuesday released a 300-page impeachment report asserting that President Trump abused his power by trying to enlist Ukraine to help him in the 2020 presidential election. The report said that Mr. Trump “placed his own personal and political interests above the national interests of the United States,” seeking to undermine American democracy and endangering national security.
The document, drawn up by the House Intelligence Committee that has led the inquiry into Mr. Trump’s dealings with Ukraine, left it to another panel to decide whether to recommend his impeachment and removal. But it laid out in searing fashion what are all but certain to be the grounds on which the Democratic-led House moves to impeach the president.
The lengthy document outlined more than two months of public and private testimony from diplomats and other administration officials who described a campaign by the president and his allies to pressure Ukraine for investigations of former Vice President Joseph R. Biden Jr. and other Democrats, while withholding nearly $400 million in military assistance and a White House meeting for Ukraine’s president.
“The impeachment inquiry into Donald J. Trump, the 45th President of the United States, uncovered a monthslong effort by President Trump to use the powers of his office to solicit foreign interference on his behalf in the 2020 election,” said the report, released ahead of a vote Tuesday evening by the Intelligence Committee to formally approve it. It asserts that Mr. Trump’s “scheme subverted U.S. foreign policy toward Ukraine and undermined our national security in favor of two politically motivated investigations that would help his presidential re-election campaign.”
The report also lays out what it calls an “unprecedented campaign of obstruction of this impeachment inquiry” by Mr. Trump, in light of his move to prevent the release of documents from agencies including the State Department, the Department of Defense and the White House budget office and instructing potential witnesses not to cooperate.
“The damage to our system of checks and balances, and to the balance of power within our three branches of government, will be long-lasting and potentially irrevocable if the president’s ability to stonewall Congress goes unchecked,” the report concluded. “Any future president will feel empowered to resist an investigation into their own wrongdoing, malfeasance, or corruption, and the result will be a nation at far greater risk of all three.”

The report is a watershed moment for the months-old inquiry. Its delivery sets in motion the next phase in the impeachment of Mr. Trump, accelerating a constitutional clash that has happened only three times in the nation’s history. Both parties are poised for a fierce, partisan debate in the House Judiciary Committee over whether the president should be removed from office.
The Judiciary Committee is scheduled to begin its debate on Wednesday with a public hearing that features four constitutional scholars discussing the historical standards for impeachment and their assessment about whether Mr. Trump’s actions constitute “high crimes and misdemeanors” that warrant his removal from office.
Lawyers for the Intelligence Committee are expected to formally present the report to the Judiciary panel and answer questions from its members in the coming days, though no hearing has been scheduled. Mr. Trump’s Republican allies on Capitol Hill released their own report on Monday, condemning the Democratic impeachment effort as illegitimate, and asserting that the president was not seeking personal political advantage when he pressed Ukraine’s leaders to investigate his rivals, but was instead urging the country to address corruption.
In London for a NATO meeting, Mr. Trump accused Democrats of trying to overturn the results of the 2016 elections, saying the impeachment inquiry “turned out to be a hoax.”
“It’s done for purely political gain,” Mr. Trump continued. “They’re going to see whether or not they can do something in 2020, because otherwise they’re going to lose.”
The Intelligence Committee is also expected to vote to transmit all the raw evidence it collected to the Judiciary Committee. Though Representative Adam B. Schiff, Democrat of California and the chairman of the Intelligence panels, has indicated that investigative work could continue, the report largely brings an end his committee’s inquiry, which began after Speaker Nancy Pelosi formally opened the impeachment inquiry in late September.
The Judiciary Committee will also consider potential evidence presented by other investigative committees — and renew an earlier debate among Democrats over whether Mr. Trump should be impeached for his attempts to thwart attempts by Robert S. Mueller III, the former special counsel, to investigate Russia’s interference in the 2016 election and any connections to the Trump campaign.
If a majority of the House voted to approve articles of impeachment, which would be drafted by the Judiciary Committee, the president would be impeached. The proceedings would move to the Senate for a trial. Two-thirds of senators would have to vote to convict Mr. Trump to end his presidency.

A federal appeals court said Tuesday that Deutsche Bank must turn over detailed documents about President Trump’s finances to two congressional committees, a ruling that will most likely be appealed to the Supreme Court.
The decision by the United States Court of Appeals for the Second Circuit in New York was the latest victory for House Democrats investigating Mr. Trump and his businesses. And it put extensive information about Mr. Trump’s personal and business finances — which the president has spent years fighting to keep secret — one step closer to becoming public.
Democratic-controlled congressional committees issued subpoenas to two banks — Deutsche Bank, long Mr. Trump’s biggest lender, and Capital One — this year for financial records related to the president, his companies and his family. Mr. Trump sued the banks to block them from complying.
The ruling by a three-judge panel comes at a perilous time for Mr. Trump, who is facing an unrelated impeachment inquiry in the Democratic-controlled House.
Mr. Trump’s lawyer Jay Sekulow said in a statement that “we are evaluating our next options including seeking review at the Supreme Court of the United States.” He called the congressional subpoenas “invalid as issued.”
Mr. Trump has seven days to seek a further delay from the high court before the banks must comply.
Mr. Trump, who broke with decades of tradition by refusing to release his tax returns during the 2016 campaign, has already turned to the Supreme Court in an effort to fend off other government investigations into his personal finances. Two other cases, involving the disclosure of his tax returns to the Manhattan district attorney and to a congressional committee, are awaiting action by the court.
But the requests for documents from Deutsche Bank are notable because of the breadth of financial information they could provide about Mr. Trump and his business dealings.
Deutsche Bank became Mr. Trump’s main lender after a string of bankruptcies and loan defaults cost other banks hundreds of millions of dollars; over the past two decades, the German bank lent him and his companies a total of well over $2 billion. The bank’s files would most likely contain a rich trove of documents including details about how he made his money, who his partners have been, the terms of his extensive borrowings and other transactions.
The subpoenas, issued in April by the House Financial Services and Intelligence Committees, sought nearly a decade’s worth of tax returns and other financial documents that the banks obtained from Mr. Trump, his family and his companies. The subpoenas also demanded information about any suspicious activities that Deutsche Bank detected in Mr. Trump’s accounts.
Investigators for the two committees are hoping the materials will shed light on any links Mr. Trump has had to foreign governments and whether he or his companies were involved in any illegal activity, such as money laundering for people overseas.
The committees have also said the information is important to their attempts to write legislation. Mr. Trump’s lawyers have argued that the subpoenas served no legitimate legislative purpose and were overly broad. Spokesmen for the committees had no immediate comment on Tuesday.
The ruling contained one caveat: The lower court must consider whether and how the banks disclose a limited set of sensitive personal information that would have no bearing on the government investigations. Such information could include checks that were written by Mr. Trump or his companies to cover employees’ medical expenses.
But, the court ruled, the presumption should be in favor of handing over more documents, not fewer. “Many documents facially appearing to reflect normal business dealings will therefore warrant disclosure for examination and analysis by skilled investigators assisting the committees to determine the effectiveness of current regulation and the possible need for improved legislation,” the court wrote.
The ruling concluded: “The committees’ interests in pursuing their constitutional legislative function is a far more significant public interest than whatever public interest inheres in avoiding the risk of a chief executive’s distraction arising from disclosure of documents reflecting his private financial transactions.”
Deutsche Bank will abide by whatever decision is ultimately issued in the case, said Troy Gravitt, a bank spokesman.
Tuesday’s ruling was the latest this year by a federal court to uphold the broad powers of Congress to investigate the president.
In two similar cases, the president has asked the Supreme Court to overrule lower courts and to block attempts to review his finances. Last month, the Supreme Court issued a temporary stay related to a subpoena that the House Oversight and Reform Committee issued in April. Mr. Trump has also filed a petition seeking review of a request from prosecutors in Manhattan who are seeking information from his accounting firm, Mazars USA.

Trump backs Turkey, slams France on NATO issues – Middle East

US President Donald Trump is suddenly the greatest champion of NATO, years after being critiqued for upbraiding the alliance. In comments about Turkey and French President Emmanuel Macron, the US president appeared to side with Turkey on a series of issues. Turkish media is celebrating, noting that Trump laughed at the idea of Turkey not being able to use the S-400 air defense system it bought from Russia. The one-time “bromance” with Macron is off.
Trump blamed the Obama administration for harming relations with Turkey, claiming that it wouldn’t let Turkey buy Patriot missiles. This apparently led to Ankara buying air defense from Moscow in 2017. Macron has been critical of Turkey’s S-400 purchase and its role in northern Syria. Macron has argued that NATO has lost its way as Turkey attacked areas that  the US and the Syrian Democratic Forces had been present in. Trump withdrew US forces from part of northern Syria in October, paving the way for Turkey and Turkish-backed mercenaries to attack Kurdish fighters who had been fighting ISIS. It now appears that Trump and his Secretary of State Mike Pompeo and anti-ISIS envoy James Jeffrey were in line with Turkey’s policy and quietly accepted its invasion, so long as the invasion didn’t go too far. NATO also backed Turkey, claiming it should show only some restraint.
Turkey’s restraint was called into question just a day before the NATO summit after shelling from the Turkish side of northern Syria killed at least eight children in Tal Rifaat. But while Macron has been interested in the tragedies of northern Syria, Trump has increasingly backed Turkey. The US now will comply with Turkey’s demands to study the S-400 issue.
The US’s main goal in Syria now is to get the Syrian Democratic Forces, which it trained around 100,000 members of, to secure ISIS prisoners. To do that the SDF needs funding and infrastructure  so the US sent forces back to Syria to secure oil wells. Now  eastern Syria is carved up between Russian military police, Syrian regime soldiers, Turkish-backed Syrian rebels who are accused of human rights abuses, and Kurdish forces, with US forces in two of the country’s provinces.
Trump was seen as an enfant terrible of NATO when he came into office, with claims that he didn’t care about the alliance or its provisions on protections against Russian aggression. Trump  criticized other NATO members for not paying enough. He wanted countries paying 2% of GDP on defense, while many pay much less. The US is paying around 3.4%. It turns out Trump’s critiques paid off. After slamming NATO and calling US contributions “unfair” in 2018, NATO is turning a corner this year on budget issues.
The Russia issue plays into this. The Trump administration has been accused of being tough on Ukraine and is in the midst of impeachment hearings. Ukraine is fighting a conflict against Russian-backed separatists and Ukraine was supported by the Obama administration. For the Trump administraton most Obama-era policies are seen as in need of reversal. That is one reason Trump advisers want to reverse course on Turkey, and revive Turkey as an ally, hoping it can be used against Iran. Turkey has major trade deals with Iran, but the administration thinks that can change. Turkey’s S-400 purchase is not a concern for the Trump administration as much because the administration would like to find a way to work more closely with Russia as well. Trump said, in a meeting with Macron, that the US could get along with Russia.
Macron now seems to be the odd-man out as Trump  has become a champion of NATO. He slammed Macron’s comments about NATO being “brain dead.” He called the comments “nasty.” He also mocked Macron, offering him some “nice ISIS fighters.” The two quibbled over the number of foreign fighters in Syria who are being detained by the SDF. The US wants the repatriated so that the US can draw down more forces in Syria. But European countries won’t take their citizens back. Ireland took back one woman named Lisa Smith this week, but there are thought to be up to 2,000 citizens from Europe and other countries in eastern Syria, as well as tens of thousands of Iraqi and Syrian ISIS detainees. These include women and children. Some European countries have sought to strip their citizens of citizenship. Trump has excoriated Europe for not taking responsibility. Here Trump probably find another common cause with Turkey which began forcibly repatriating European ISIS members last month.
Trump respects the Turkish leader Recep Tayyip Erdogan’s strength and the way he gets what he wants. Trump likes to back strong men and winners, part of his overall worldview on business and world affairs. For him Turkey is a winner because it does what it wants. It buys Russian weapons, it invades  Syria, and it sends ISIS suspects back, and European countries may complain but they comply. Trump also sought to pose as pro-NATO in order to get back at Macron for comments Macron made in the past. For instance Macron had  critiqued the US withdrawal from Syria in October, claiming they were not informed about it. Trump then called Macron “foolish” over a digital tax and called him “insulting.”
Trump feels he has outplayed NATO, claiming at his behest countries have bent to America’s will and that those who do not bend will be “dealt with,” according to comments reported by CNN. “Maybe I’ll deal with them from a trade standpoint. Maybe I’ll deal with them in a different way, we don’t want to have people be delinquent.” Trump was speaking more about someone late on their rent than a NATO alliance, but the comments sank in. Trump’s  administration has already indicated it could slap French wine with a 100% tariff. France vowed revenge if it faces these tariffs.
Trump’s overall worldview is that he prefers Turkey, Russia and other states than western European countries. One can deal with them, in his view. There is one person to talk to. Even though US Senators have expressed concern about Turkey’s drive to turn the S-400s on, Trump doesn’t appear concerned. The Trump administration also sought to block an Armenian genocide resolution after the Turkish leader’s visit. Turkey may become Trump’s closest ally in coming months if the trend continues. This will have ramifications for Israel, which Turkey’s leader has compared to Nazi Germany. Trump’s administration has also expressed support  for Israel against Iran, but is also looking askance at the inability of Prime Minister Benjamin Netanyahu to form a government. Turkey, despite the S-400s and trade with Iran, may be seen as a country to have Trump’s next “bromance” with, now that Macron is out in the cold.

Amazon designs more powerful data center chip

(Reuters) – <a href=”http://Amazon.com” rel=”nofollow”>Amazon.com</a> Inc (AMZN.O) said on Tuesday it had designed a more powerful data center processor chip, as it looks to pose a serious challenge to the domination of market leaders Intel Corp (INTC.O) and Advanced Micro Devices Inc (AMD.O).
The AWS Graviton 2 processor, which is estimated to be seven times faster than its previous chip, uses technology from SoftBank Group Corp-owned (9984.T) Arm Holdings.
Reuters reported last week that Amazon was looking to design a data center processor chip to power its cloud unit.
Data center processor chips are used in cloud computing, an area that is fast emerging as a big business.
With the new chip, Amazon is looking to reduce its reliance on processors made by Intel and AMD to power its money-spinning cloud business, AWS.
Intel currently controls more than 90% of the server processor market, with AMD controlling most of the remainder.
