President Barack Obama routinely returned to the residence each night by early evening for dinners with his family and often worked later into night from the private office in the residence known as the Treaty Room.
The White House residence offers its own living room, study and the Yellow Oval Room for grander entertaining — in addition to the bedrooms, kitchen, dining and dressing rooms. Over 90 people work in the White House residence, both serving the president and his family as well as helping to throw hundreds of events each year for visitors.
For Trump, moving to Washington has meant re-calibrating his New York routine, where he also lived and worked in the same Trump Tower building.
Now he tends to go to the Oval Office and adjacent private dining room for five to six hours a day for formal meetings, lunches and ceremonial events, current and former administration officials say. But the bulk of his work in the mornings, late afternoons, evenings and weekends happens in his private quarters where Trump can call staff and advisers as early as 6 a.m. and up to midnight. Sometimes he or one of his aides will summon a senior staffer to the residence for an informal discussion or quick meeting to review a speech.
He also uses it during working hours as a place to watch TV freely, tweet and serve as own his one-man communications director and political strategist. The residence serves like a bunker for his impeachment response and his real-time reaction to testimony, witnesses and public hearings.
Critics of Trump’s reliance on the residence as a place of business argue it can help to obscure official work and visitors. Calls he places or receives from landlines, unless they are following national security protocols, go out through the White House operator; only Trump and the operator generally know exactly who he has talked to in the last 24 hours. Trump also has long been known to rely on his cellphone for calls, avoiding the White House staff.
The White House press office did not respond to a request for comment.
A third former senior administration official insisted Trump’s heavy use of the residence was “not an attempt on the president’s part to hide things. He is a workaholic, so he wakes up early and works out of the residence. It’s just the way his internal work clock has been for decades,” the official said.
Trump also loves to open up parts of the private residence to special guests, personally taking them on tours of the Lincoln Bedroom where he’ll show off a copy of the Gettysburg Address. It’s a party trick he deployed in an attempt to wow German Chancellor Angela Merkel and a move he uses with a wide array of other White House visitors.
Once, Trump invited all the attendees at a September 2017 dinner for the White House Historical Association up to the second floor and ushered them into the Lincoln Bedroom.
“He talked about the room and Lincoln’s office. He pointed out documents,” said Martha Joynt Kumar, director of the White House Transition Project who attended the dinner that night. “He‘s very enthusiastic about the room and living in the White House itself.”

His wife was not among those awarded damages because the particular law through which the claims were made extended to family members who were United States citizens and she was not a citizen at the time the lawsuit was filed, Mr. Rezaian’s lawyer, David W. Bowker, said.
Mr. Rezaian’s brother Ali spearheaded a campaign to get Mr. Rezaian released that consumed his life and cost him about $300,000 in flights, legal expenses and other related costs. Their mother, Mary, had her life uprooted and suffered emotional distress over her son’s treatment, the judge wrote.
Mr. Bowker said that Mr. Rezaian’s detention and abuse were “a totally traumatic thing that will be with him for the rest of his life.”
“Given what he has been through, he and the family are doing remarkably well and are determined to move ahead with their lives,” he said.
The judge’s order was a default judgment that came after the plaintiffs submitted expert evidence and testified in a full trial. The Iranian government put on no defense, Mr. Bowker said. A spokesman for the Iranian government did not return a phone message and email requesting comment on Friday night.
While it is highly unlikely that Iran would pay any damages, they could be paid from a fund established by Congress in 2015 to pay victims of terrorism, Mr. Bowker said. The fund, which has paid out more than $2 billion, was initially created with a federal appropriation and has since been augmented with money collected in sanctions, he said.
“Our only focus at The Post has been on what was taken away from Jason, which was 544 days of his freedom,” The Post’s executive editor, Marty Baron, said in a statement on Friday night. “His imprisonment and that of his wife Yeganeh were wholly unjustified, and his treatment in one of Iran’s worst prisons was horrifying.”

Navy Secretary Richard Spencer resigned yesterday at Defense Secretary Mark Esper’s request after Esper “lost trust and confidence” in him over his handling of the case of a Navy SEAL officer accused of war crimes in Iraq who later won the support of President Trump. Esper said in a statement yesterday that he was “deeply troubled” by reports that Spencer had met with White House officials and privately offered to allow the sailor in question, Chief Petty Officer Edward Gallagher, to retire at his current rank if they did not interfere with proceedings against Gallagher that could have ousted him from the elite force, even as Spencer pushed both publicly and with Pentagon officials for a disciplinary hearing. Esper has ordered that Gallagher remain a SEAL, Ashley Parker and Dan Lamothe report at the Washington Post.
In a letter to Trump acknowledging his departure from the top Navy job, Spencer made no mention of the private proposal, and said that he and the president disagreed on the issue of the rule of law and had different views of “the key principle of good order and discipline.” Spencer in his resignation letter said he “cannot in good conscience” obey an order he believes “violates the sacred oath” he took, while not specifying the order from Trump to which he referred. Trump meanwhile suggested on Twitter that Spencer’s dismissal was related to cost overruns and the way Gallagher had been treated by the Navy, Barbara Starr and Nicole Gaouette report at CNN.

A confidential review of Trump’s decision to withhold nearly $400 million in military aid to Ukraine has turned up documents that indicate an effort to justify the decision after the fact, according to three people familiar with the review. The White House Counsel’s Office research found emails from early August between acting chief of staff Mick Mulvaney and White House budget officials seeking to provide an explanation as to why the assistance was held up. Mulvaney asked acting Office of Management and Budget (O.M.B.) director Russell Vought how long the aid could be withheld as well as whether there was a legal rationale for the freeze; O.M.B. attorneys argued the delay was legal as long as it was considered a “temporary” hold, Josh Dawsey, Carol D. Leonnig and Tom Hamburger report at the Washington Post.
Internal State Department emails and documents released late Friday tie Secretary of State Mike Pompeo more closely to efforts this year by President Trump and his personal lawyer Rudolph Giuliani to pressure Ukraine to launch investigations politically benefiting TrumpThe documents provided “a clear paper trail” of contacts in March between Giuliani and Pompeo at a key point in the Ukraine affair, according to American Oversight — the self-described non-partisan ethics watchdog group which obtained the documents through a federal Freedom of Information Act request. The emails suggest that Pompeo spoke at least twice by telephone with Giuliani in March as the president’s personal lawyer was pressing Ukraine to investigate Trump’s opponents, and trying to oust U.S. Ambassador to Ukraine Marie Yovanovitch who had been promoting anticorruption efforts in the country. Edward Wong and Kenneth P. Two associates of Giuliani, Lev Parnas and Igor Fruman, arrested on on campaign-finance charges tried to enlist the help of top Ukrainian energy official Andrew Favorov in March in a planned takeover of state oil-and-gas company Naftogaz, portraying the company’s C.E.O. Giuliani sought out two Ukrainian oligarchs — Dmitry Firtash and Ihor Kolomoisky — to assist in his search for information damaging to Joe Biden, according to interviews with the pair as well as with several other people with knowledge of Giuliani’s dealings. Firtash apparently hired Trump-allied lawyers for $1.2m to help his legal case — which included a referral fee for Parnas. Jo Becker, Walt Bogdanich, Maggie Haberman and Ben Protess report at the New York Times.
Rep. Devin Nunes (R-Calif.) yesterday denied reports he met with Ukraine’s former top prosecutor in an effort to investigate former Vice President Joseph Biden and his son Hunter, insisting the allegations were part of a criminal campaign against him by a “totally corrupt” news media. House Intelligence Committee Chair Adam B. Schiff (D-Calif.) said yesterday that his panel will press ahead with its report that could lead to articles of impeachment against Trump after two weeks of public hearings with testimony from a dozen current and former U.S. officials, but still could take more testimony and hold additional hearings. In an interview, Schiff said the evidence against Trump is “already overwhelming,” Kamran Rahman reports at POLITICO.
Russia ran a yearslong campaign to blame Ukraine for Moscow’s own interference with the 2016 U.S. presidential election, American intelligence officials told senators and their aides in a briefing that “closely aligned” with testimony from Trump’s former top Russia adviser Fiona Hill. TRUMP AND CONGRESSIONAL INVESTIGATIONS: OPINION AND ANALYSIS
A detailed look at a key part of Trump’s former top Russia adviser Fiona Hill’s testimony last Thursday — namely, her explanation of how a “domestic political errand” supplanted U.S. national security interests and foreign policy goals in Ukraine — is provided by Kate Brannen at Just Security.
“[Giuliani’s] ties to Ukraine extend well beyond his recent efforts to persuade the Ukrainians to open select corruption investigations that could stand to aid Trump’s 2020 reelection campaign,” Amy Mackinnon argues at Foreign Policy, commenting that Trump’s personal lawyer “has been sniffing out corruption, real or not, for many years.”

A new leak of highly classified Chinese government documents detail the repressive inner workings of detention camps in the Xinjiang region where at least one million mostly Muslim ethnic Uighurs are thought to be detained. The documents were obtained and verified by the International Consortium of Investigative Journalists and give the most significant insight yet into how the mass detention camps, which more closely resemble prisons, are run — including strict discipline, punishments, and “no escapes.” Emma Graham-Harrison and Juliette Garside report at The Guardian.
The press office for China’s U.K. embassy called the leaked documents “pure fabrication and fake news,” adding, “vocational education and training centers have been established for the prevention of terrorism.” Kenzi Abou-Sabe, Andrew W. Lehren, Didi Martinez and Kate Snow report at NBC News.

A former C.I.A. officer, Jerry Chun Shing Lee, was sentenced to 19 years in prison on Friday for conspiring to turn over U.S. intelligence information to China’s government “in a case that touched on the mysterious unraveling of the agency’s informant network in China but did little to solve it,” Zach Montague reports at the New York Times.
Hong Kong’s C.E.O. Carrie Lam today said the government would “seriously reflect” after local elections saw massive gains by pro-democracy candidates. Record numbers voted yesterday to eject pro-Beijing politicians from district councils they had controlled across the city in a clear expression of the city’s aspirations and its anger with Lam’s leadership. President Trump refused to say Friday whether he intends to sign legislation enacting tough sanctions on China for its crackdown in Hong Kong, “cementing the impression Trump ranks the economic relationship with Beijing higher than human rights.” The bill, passed by the House and Senate, would require the U.S. secretary of state to certify annually that Hong Kong is independent enough from Beijing to retain favored trading status and also allows the U.S. to impose travel restrictions on individuals who commit human-rights abuses in Hong Kong. IRAN
Iran has been ordered to pay a Washington Post reporter and his family nearly $180 million in damages “after the reporter was imprisoned for almost 18 months during which he was psychologically tortured and physically abused.” U.S. District Judge Richard J. Leon in Washington entered the judgment late Friday, Christopher Mele reports at the New York Times.
The threat from Iran continues to rise and Tehran is likely to attack again, despite U.S. military buildup, Central Command chief Gen. Kenneth McKenzie said in a Friday interview. Lara Seligman reports at Foreign Policy.
SYRIA
A car bomb exploded on Saturday in the Syrian border town of Tel Abyad — killing at least 10 people and wounding 25 others. Reuters reports. 
Around 500 U.S. troops in east Syria are expected to continue operations against the Islamic State group (ISIS) in coming days and weeks, U.S. Central Command chief Gen. Kenneth McKenzie said Saturday. Reuters reports.
The launch of the Syrian Constitutional Committee could be a “door-opener” to finally achieving a solution to the country’s conflict, U.N. Special Envoy Geir Pedersen said Friday in a briefing to the Security Council, describing the launch as “a sign of hope for the Syrian people.” The U.N. News Centre reports.

It turns out Lev Parnas wasn’t bluffing when he said he had hard evidence against Donald Trump, and that he was cooperating with the House impeachment inquiry into the Ukraine extortion scandal. It turns out there are tapes of Trump and Rudy Giuliani – and now it’s been confirmed that Parnas has indeed given them to the House.

The House impeachment inquiry has received audio and video recordings, as well as photographs, from Lev Parnas. This is according to a bombshell new report tonight from ABC News, which says that the House subpoenaed Parnas for the hard evidence, and he complied.

It’s not yet clear precisely what is on these recordings, but ABC says that Trump and Rudy are definitely included. This strongly suggests that Lev was secretly recording his meetings and/or phone calls with Trump and Rudy all along, as a form of insurance in case he ended up finding himself in this situation.

Notably, the ABC article quotes Lev Parnas’ lawyer as saying that Parnas is willing to testify in the House impeachment inquiry. His testimony on its own wouldn’t be worth much. But if his hard evidence corroborates his testimony, that would be a very different story. In any case, if these tapes are as incriminating as they sound like they are, they’ll certainly be part of upcoming House impeachment hearings in one way or another.

WASHINGTON (Reuters) - One of the two Florida businessmen who helped U.S. President Donald Trump’s personal attorney investigate his political rival, Democrat Joe Biden, also has been working for the legal team of a Ukrainian oligarch who faces bribery charges in the United States, according to attorneys for the businessmen and the oligarch.
Lev Parnas, one of the two associates of Trump lawyer Rudy Giuliani, served as a translator for lawyers representing oligarch Dmytro Firtash. Parnas was arrested on Thursday along with the other Florida businessman, Igor Fruman, on unrelated charges that included illegally funneling $325,000 to a political action committee supporting pro-Trump candidates.
Both men had worked in an unspecified capacity for Firtash before Parnas joined the Ukrainian’s legal team, according to a person familiar with the Florida men’s business dealings with Firtash.
The Floridians’ connection to indicted oligarch Firtash injects an intriguing new character into the rapidly unfolding drama surrounding the effort to impeach Trump.
Democrats in the U.S. House of Representatives launched the impeachment inquiry, the first step in unseating a U.S. president, over allegations that Trump pressured the Ukrainian president to help investigate Biden, a leading contender for the Democratic presidential nomination.
Giuliani was probing discredited allegations that Biden, when he was vice president, sought the firing of Ukraine’s chief prosecutor to halt the investigation of a gas company on which his son, Hunter Biden, was a board member. The Bidens have denied the claims, and the Trump camp has produced no evidence to support the assertions.
Firtash, one of Ukraine’s wealthiest businessmen, is battling extradition by U.S. authorities on bribery charges from Vienna, where he has lived for five years.
Federal prosecutors in Illinois said in court papers in 2017 that Firtash was an “upper-echelon” associate of Russian organized crime. He was indicted in 2013 and charged with bribing Indian officials for access to titanium mines. Firtash has denied any wrongdoing.
    Firtash was “financing” the activities of Parnas and Fruman, the source familiar with their business dealings said. The source did not detail their specific work for the oligarch or how much money he had paid them and over what period.
U.S. lawmakers have sought to question the pair about their involvement in Giuliani’s investigation as part of the impeachment inquiry. Giuliani told Reuters in an interview that Parnas and Fruman - U.S. citizens who were born in Ukraine and Belarus, respectively - had helped “find people for me in Ukraine.”
In recent months, Parnas was working for Firtash’s legal team, Joe DiGenova and Victoria Toensing. The firm worked on Firtash’s criminal and extradition cases.
“Mr. Parnas was retained by DiGenova & Toensing, LLP as an interpreter in order to communicate with their client Mr. Firtash, who does not speak English,” the Washington-based firm said in a statement.
A spokesman for the firm said Fruman was not retained in any capacity. DiGenova and Toensing did not comment further on Firtash’s business dealings with the two men in response to questions from Reuters.
John Dowd, the lawyer representing Parnas and Fruman, confirmed to Reuters that Parnas had worked for Firtash’s legal team as an interpreter. But Dowd also told the U.S. Congress that both men worked for DiGenova and Toensing.
On Oct. 3, Dowd wrote Congress to say the two men could not provide certain information about Ukraine because they were partially covered by attorney-client and other legal privileges. Dowd based the privilege claim on the fact that the two men assisted lawyers DiGenova and Toensing; that they had worked for Giuliani; and that Giuliani had previously represented them in their personal and business affairs.
Dowd’s letter did not mention Firtash. He declined to respond to a request to clarify whether one or both of his clients worked for Firtash’s legal team.
Parnas’s role as an interpreter for DiGenova and Toensing was reported on Thursday by the Wall Street Journal.

FLIGHTS TO VIENNA

The person familiar with Parnas and Fruman’s business affairs told Reuters that both men had been working for Firtash for several months before Parnas joined the Ukrainian mogul’s legal team, and that Firtash has paid their expenses in the past. Their costs include private jet charters in the United States and foreign travel to Vienna, according to the source, who is familiar with their finances.
Giuliani told Reuters the two men had been to Vienna - where Firtash lives - three to six times in the last two months. Giuliani declined to comment on the reasons for their travels. He said he did not know about any business relationship between Firtash and the two men that helped him investigate Biden.
“They could be involved in business with each other,” Giuliani said. “It’s possible. I don’t know. They may be involved in his defense.”
Firtash is a former supporter of Ukraine’s ousted pro-Russian president Viktor Yanukovich. He made a fortune selling Russian gas to the Kiev government. An Austrian court in June cleared the way for his extradition to the United States, but Firtash’s legal team continues to fight it.
In an interview with Reuters last month, well before his arrest, Parnas said Firtash had been framed by U.S. prosecutors and diplomats.
“They took an innocent man like Dmytro Firtash and they painted him out to be  this bad old Mafia  guy,  which he’s obviously not. He’s one of the most honest businessmen out there.  Incredible businessman.”
Parnas told Reuters that Firtash was the victim of a cabal that he alleges was involved in suppressing corruption by Joe Biden and his son in Ukraine. “Same people involved,” he said. “Same characters.”
Parnas declined to comment on the specific work he performed for Firtash, referring questions to the oligarch’s lawyers, Toensing and DiGenova.
