Fourth Spy Unearthed in U.S. Atomic Bomb Project

The world’s first atomic bomb was detonated on July 16, 1945, in the New Mexican desert — a result of a highly secretive effort code-named the Manhattan Project, whose nerve center lay nearby in Los Alamos. Just 49 months later, the Soviets detonated a nearly identical device in Central Asia, and Washington’s monopoly on nuclear arms abruptly ended.
How Moscow managed to make such quick progress has long fascinated scientists, federal agents and historians. The work of three spies eventually came to light. Now atomic sleuths have found a fourth. Oscar Seborer, like the other spies, worked at wartime Los Alamos, a remote site ringed by tall fences and armed guards. Mr. Seborer nonetheless managed to pass sensitive information about the design of the American weapon to Soviet agents.
The spy fled to the Soviet Union some years later; the F.B.I. eventually learned of his defection and the espionage but kept the information secret.
His role “has remained hidden for 70 years,” write Harvey Klehr and John Earl Haynes in the current issue of Studies in Intelligence, the C.I.A.’s in-house journal; their article is titled “On the Trail of a Fourth Soviet Spy at Los Alamos.” In separate interviews, the sleuths said they were still gathering clues regarding the exact character of Mr. Seborer’s atomic thefts.
Mr. Klehr is an emeritus professor of politics and history at Emory University, and Mr. Haynes is a former historian for the Library of Congress. Both have written books on Soviet spies and American communism, often together. Their tale has an eerie resonance at a time when Russian intelligence agencies are again at the center of American life.

Code name: Godsend.

Mr. Seborer was born in New York City in 1921, the youngest child of Jewish immigrants from Poland, according to the study by Mr. Klehr and Mr. Haynes and a C.I.A. document they cited. He attended City College of New York, studied electrical engineering and worked at Los Alamos from 1944 to 1946.
In July 1945, the study reported, he was “part of a unit monitoring seismological effects” of the first detonation of the atomic device. His Soviet code name was Godsend, and he came to Los Alamos from a family of spies.
In 1951, Mr. Seborer fled the United States with his older brother Stuart, as well as his brother’s wife and mother-in-law, and defected to the Soviet Union, where, in 1964, he received the Order of the Red Star, a prestigious military award. He died in Moscow in April 2015 under the assumed surname Smith. The study reported that the funeral’s attendees included an agent of the Russian internal security service.
The sleuths were uncovering the story of Godsend even as the decorated spy was being laid to rest.

A mole in New Mexico.

From an examination of archival materials from the K.G.B., the Soviet Union’s main intelligence agency, Mr. Klehr and Mr. Haynes learned about a shadowy group of moles in the United States known as the “Relative’s Group.” Three of the faction’s members — code-named Relative, Godfather and Godsend — were brothers. According to the study, the archival documents said that Godsend was at Los Alamos and that he was providing secret information on “Enormous,” the K.G.B.’s code name for the American project.
In 2012, Mr. Klehr obtained newly declassified F.B.I. files on informants who had successfully penetrated the Communist Party of the United States. Suddenly, he started seeing references to the Seborers, and major parts of the atomic puzzle fell into place: Oscar was Godsend, Stuart was Godfather and their older brother Max was Relative.
“It was fun to do,” Mr. Klehr said of the C.I.A. article. He noted, however, that he and Mr. Haynes still await the declassification of government files in the United States that promise to shed more light on the exact nature of Mr. Seborer’s atomic thievery.
“We concluded we might be dead before it’s all released,” he said, and the two scholars decided they “had enough to write the article.”
Mark Kramer, the director of Cold War studies at Harvard, said the study cast new light on “how widespread espionage was in the Manhattan Project.” It helps to reframe a long debate, he added, on the relative importance of American spies and Russian scientists to Moscow’s 1949 atomic breakthrough.
In an interview, Mr. Kramer said that the news of Mr. Seborer’s spying, combined with the known atomic thefts, “makes clear that Soviet weapon scientists were receiving a great deal of valuable information. Espionage, by pointing them in the right direction and avoiding false leads, helped them a lot more than they were willing to acknowledge.”
The identities of the other three Los Alamos spies have long been known. Klaus Fuchs, a physicist, was arrested in early 1950, shortly after the first Soviet detonation. His testimony led to a second spy, David Greenglass, a machinist, who was also taken into custody. Not until 1995 was the third spy, Theodore Hall, the youngest physicist at Los Alamos, identified publicly. By then he had moved to England and was never convicted of espionage.
In pursuing the fourth spy, Mr. Klehr and Mr. Haynes uncovered the secret life of an electrical engineer whose “family was part of a network of people connected to Soviet intelligence,” the historians wrote.
Their study for the C.I.A. journal reported that Mr. Seborer joined the United States Army in October 1942 and was assigned to the Oak Ridge complex in Tennessee, a giant industrial arm of the Manhattan Project that became its headquarters. He was transferred to Los Alamos in 1944.
The F.B.I. in 1955 learned that Mr. Seborer had defected to the Soviet bloc, the study said, but kept the information under tight security. The bureau’s information about the defector had come from infiltrators of the Communist Party of the United States, and the bureau worried about their possible exposure. The name of the undercover operation was Solo.

‘He handed over the formula.’

Declassified files on the Solo operation bristle with fascinating hints of Mr. Seborer’s espionage for the Soviets but offer few details, according to the study. It quotes another member of the “Relative’s Group” as telling an informant, “He handed over to them the formula for the ‘A’ bomb.”
In their article, the two scholars noted that, “as of early 2019,” they had received little information under the Freedom of Information Act “about Oscar’s Los Alamos career or the F.B.I.’s investigation of his work there.”
In an interview, Mr. Haynes, who lives in Santa Fe, N.M., near Los Alamos, said he hoped that new files released in the future under FOIA to the scholars would “fill in a whole bunch of gaps.” The F.B.I., he added, “takes its own good time in these matters.”
Mr. Klehr said more research in Soviet archives might help clear up a deep mystery in the case: whether Mr. Seborer worked for the K.G.B. or its rival military agency, then known as the G.R.U. and today as the Main Directorate. Circumstantial evidence points to the military tie, he said.
“The G.R.U. was forced to turn over atomic sources to the K.G.B.,” he said. “So it’s quite possible that the K.G.B. files don’t reveal the spying’s full extent.”
Other clues may lie in Moscow, where Oscar Seborer and his brother Stuart lived for at least six decades. The two scholars have sought to learn about the brothers’ lives as Muscovites. The study said that Oscar did engineering research and Stuart did scientific translations; little is known about the activities of Max, who remained in the United States.
In 2018, Mr. Kramer, the Harvard scholar, was in Moscow and tried to assist the two historians in tracking down Stuart, who conceivably was still alive, as no records of his death could be found. Stuart Smith (formerly Seborer) had a listed telephone number. The calls went unanswered.
Mr. Kramer went to Stuart’s last known apartment and rang the doorbell. Nothing. He talked to neighbors and showed them a photograph. Little could be learned.
There is still much to know about an atomic spy who helped change the world, Mr. Kramer said, including the possibility that Stuart aided his brother in the espionage. He called it “an open question.”

Giuliani Pursued Business in Ukraine While Pushing for Inquiries for Trump

As Rudolph W. Giuliani waged a public campaign this year to unearth damaging information in Ukraine about President Trump’s political rivals, he privately pursued hundreds of thousands of dollars in business from Ukrainian government officials, documents reviewed by The New York Times show.
Mr. Giuliani, the president’s personal lawyer, has repeatedly said he has no business in Ukraine, and none of the deals were finalized. But the documents indicate that while he was pushing Mr. Trump’s agenda with Ukrainian officials eager for support from the United States, Mr. Giuliani also explored financial agreements with members of the same government.
His discussions with Ukrainian officials, including the country’s top prosecutor, who assisted him on the dirt-digging mission, proceeded far enough along that he signed at least one retainer agreement, on his company letterhead.
In an interview on Wednesday, Mr. Giuliani played down the discussions. He said that a Ukrainian official approached him this year seeking to hire him personally. Mr. Giuliani said he dismissed that suggestion, but spent about a month considering a separate deal with the Ukrainian government. He then rejected that idea.
“I thought that would be too complicated,” Mr. Giuliani said. “I never received a penny.”
Mr. Giuliani’s shadow diplomacy campaign in Ukraine on behalf of the president is a central focus of the current House impeachment inquiry.
At the same time, a federal criminal investigation into Mr. Giuliani is examining his role in the campaign to oust Marie L. Yovanovitch, the American ambassador to Ukraine, and scrutinizing any financial dealings he may have had with Ukrainian officials, according to people briefed on the matter.
Prosecutors and F.B.I. agents in Manhattan are scrutinizing whether Mr. Giuliani was not just working for the president, but also doing the bidding of Ukrainian officials who wanted the ambassador removed for their own reasons, the people said.
It is a federal crime to try to influence the United States government at the request or direction of a foreign government, politician or party without registering as a foreign agent. Mr. Giuliani did not register as one, he has said, because he was acting on behalf of his client, Mr. Trump, not Ukrainians.
Mr. Giuliani has not been accused of wrongdoing.
The federal inquiry focused on Mr. Giuliani grew out of the case against two of his associates, Lev Parnas and Igor Fruman, who were arrested on campaign finance charges last month. Alongside Mr. Giuliani, Mr. Parnas and Mr. Fruman worked to pressure Ukraine into announcing investigations into former Vice President Joseph R. Biden Jr. and his son Hunter.
Mr. Parnas and Mr. Fruman have pleaded not guilty to the campaign finance charges.
Spokesmen for the United States attorney in the Southern District of New York, Geoffrey S. Berman, whose prosecutors are handling the case, and the F.B.I. declined to comment.
The documents reviewed by The Times portray an evolving effort over the course of several months by Mr. Giuliani and lawyers close to him to consider taking on various Ukrainian officials or their agencies as clients.
The Times could not determine whether the documents it reviewed comprised the entirety of discussions between Mr. Giuliani and other lawyers about representing Ukrainian government officials.
The documents date to mid-February, when one draft proposal said Mr. Giuliani would represent Yuriy Lutsenko, who was then Ukraine’s top prosecutor. At the time, Mr. Giuliani had been working with Mr. Lutsenko to encourage investigations into the Bidens and the 2016 election.
    • Representative Adam Schiff, chairman of the House Intelligence Committee, said that Democrats will deliver a report on President Trump’s pressure campaign on Ukraine “soon” after lawmakers return from Thanksgiving break, handing off the impeachment inquiry to the Judiciary Committee.
    • A federal judge ruled that the former White House counsel Don McGahn must testify before impeachment investigators about Mr. Trump’s efforts to obstruct the Mueller investigation. The Justice Department will likely appeal the decision, but it carries broader implications: The White House has blocked witnesses from cooperating in the impeachment inquiry for the same reasons it did Mr. McGahn.
    • After Mr. Trump’s call with Ukraine’s president on July 25, Mick Mulvaney, the acting White House chief of staff, asked officials in the budget office whether there was a legal justification for withholding military aid, according to newly surfaced emails.
    • A different trove of emails and documents released by the State Department offered new details about Secretary of State Mike Pompeo’s role in the Ukrainian pressure campaign. He spoke at least twice by telephone with the president’s personal lawyer Rudy Giuliani in March as Mr. Giuliani was urging Ukraine to investigate Mr. Trump’s rivals.

The draft proposal, which was unsigned and not on letterhead, called for Mr. Lutsenko to pay $200,000 to retain Giuliani Partners, Mr. Giuliani’s firm, and a husband-and-wife legal team aligned with Mr. Trump, Joseph E. diGenova and Victoria Toensing.
In return, Mr. Giuliani would help the government recover money it believed had been stolen and stashed overseas, advising Mr. Lutsenko “on Ukrainian claims for the recovery of sums of money in various financial institutions outside Ukraine.”
The proposal came a few weeks after Mr. Giuliani met at his office in New York with Mr. Lutsenko to discuss Ukrainian corruption. Mr. Lutsenko told Mr. Giuliani and others about payments he claimed involved Mr. Biden, Hunter Biden and Burisma Holdings, a Ukrainian company that had named the younger Mr. Biden to its board, according to a memo summarizing the talks. Mr. Lutsenko also shared information he said he had about Ms. Yovanovitch.
Mr. Giuliani was critical of Ms. Yovanovitch, whom he and other Republicans have said was opposed to the president. Mr. Giuliani’s moves against her, however, were also aligned with the interests of Mr. Lutsenko, who had butted heads with the ambassador.
Ultimately, Ms. Yovanovitch was removed from her post in May, and Mr. Lutsenko was replaced in August after a new Ukrainian president took office.
In the interview, Mr. Giuliani said that after their meeting, Mr. Lutsenko broached the idea of hiring him to help deliver information about corruption in Ukraine to United States authorities.
Although Mr. Giuliani worked for free for Mr. Trump, he said he concluded that it would be a potential conflict of interest for him to represent the Ukrainian prosecutor in that capacity.
Still, he said, Mr. Lutsenko also wanted to hire Mr. Giuliani to help recover Ukrainian assets.
An updated proposal was circulated a few days later, along with instructions on how to wire money to Giuliani Partners. This version made no mention of Mr. Lutsenko, but instead sought $300,000 from the Ukrainian Ministry of Justice and the Republic of Ukraine. The proposal was signed by Mr. Giuliani, but not by the justice minister at the time, Pavlo Petrenko.
Asked why he signed that agreement and pursued payment, Mr. Giuliani said he considered the deal in order to learn more about the recovery of assets and money laundering in Ukraine.
“It did not come out of my desire to make a lot of money,” he said, adding that his typical retainer is much higher than a few hundred thousand dollars.
“Originally, I thought I would do it. And then when I thought it over,” he said, “I thought it would look bad.”
The Ukrainian Ministry of Justice said Wednesday that it did not enter into any contracts or make payments to Mr. Giuliani.
In March, a document proposed that the Ukrainian justice ministry would hire Ms. Toensing and Mr. diGenova for help with asset recovery. But it said that the General Prosecutor’s office, run by Mr. Lutsenko, would pay $300,000 to Giuliani Partners.
Several later draft retainer agreements involved Ms. Toensing and Mr. diGenova but did not reference Mr. Giuliani.
In April, Mr. Lutsenko reappeared as a potential client in some new versions of documents, along with one of his deputies. Under the proposals, which were signed only by Ms. Toensing and printed on her law firm’s letterhead, she and Mr. diGenova would represent the officials “in connection with recovery and return to the Ukraine government of funds illegally embezzled from that country.”
The proposed April agreement between Mr. Lutsenko and Ms. Toensing and Mr. diGenova also referenced another assignment: helping him meet with American officials about “the evidence of illegal conduct in Ukraine regarding the United States, for example, interference in the 2016 U.S. elections.”
Asked for comment by The Times, a spokeswoman for Mr. Lutsenko, Larisa Sarhan, on Wednesday referred to an interview Mr. Lutsenko gave to a Ukrainian news outlet confirming that aides to Mr. Giuliani had asked him to hire a lobbying company. He did not specify which company.
Mr. Lutsenko told Ukrainska Pravda he had been seeking a meeting with William P. Barr, the United States attorney general, and was in touch with unnamed advisers to Mr. Giuliani.
“In the end, they said the meeting would be impossible unless I hired a company that would lobby for such a meeting,” Mr. Lutsenko told the news outlet, adding that he declined to do that.
The proposals noted that Ms. Toensing and Mr. diGenova might have to register as foreign agents under American law.
“We have always stated that we agreed to represent Ukrainian whistle-blowers,” Mark Corallo, a representative for the law firm of Ms. Toensing and Mr. diGenova, said in a statement on Wednesday.
Mr. Corallo said the business proposals were “unaccepted” and the lawyers never represented the Ukrainians. “No money was ever received and no legal work was ever performed,” he said.
In another agreement signed by Ms. Toensing in April, the client would have been Victor Shokin, the top Ukrainian prosecutor before Mr. Lutsenko. Mr. Shokin was ousted after critics, among them Mr. Biden, said he was soft on corruption.
Mr. Shokin did not respond to a request for comment.
Mr. Shokin had also spoken with Mr. Giuliani and his associates in January, via Skype. In the call, Mr. Shokin asserted that American officials applied pressure on the Ukrainian government to kill an investigation of Burisma, and that he was fired after Mr. Biden accused the prosecutor of being corrupt, according to a memo summarizing the discussion.
Ms. Toensing proposed that, for $25,000 a month, her firm would represent Mr. Shokin “for the purpose of collecting evidence regarding his March 2016 firing as Prosecutor General of Ukraine and the role of then-Vice President Joe Biden in such firing, and presenting such evidence to U.S. and foreign authorities.”
The news of Mr. Giuliani’s efforts comes a day after Mr. Trump appeared to distance himself from Mr. Giuliani.
In an interview on Tuesday, the former Fox News host Bill O’Reilly asked Mr. Trump if he had directed Mr. Giuliani in his Ukraine efforts. “No, I didn’t direct him, but he is a warrior, he is a warrior,” Mr. Trump said.
When asked what work Mr. Giuliani was doing for him related to Ukraine, Mr. Trump replied, “You have to ask that to Rudy.”
Andrew E. Kramer, Maggie Haberman and Ken Vogel contributed reporting. Maria Varenikova contributed reporting from Kyiv.

Rudy Giuliani just got caught with his hand in the cookie jar

Even as federal prosecutors continue to close in on Rudy Giuliani for the numerous felonies he committed during the course of Donald Trump’s Ukraine extortion scandal, Rudy has continued to insist that he was only doing it because Joe Biden’s (imaginary and thoroughly debunked) corruption in Ukraine simply had to be brought to light. No jury was going to buy that excuse anyway, but now it turns out even that excuse has been shattered.
At the time Rudy Giuliani was trying to pressure Ukraine’s then-top prosecutor Yuri Lutsenko into announcing a sham investigation into the Bidens, Rudy was also trying to pressure Lutsenko into personally paying him $200,000 in – ahem – legal fees. This startling yet not surprising revelation is coming by way of the Washington Post. It’s crucial because it’s the final nail that guarantees Rudy will never get out of prison.
If Rudy was hoping to convince a jury to give him some degree of leniency under the guise that he was simply misguidedly trying to help America by exposing corruption, that just went out the window. Instead, Rudy was corruptly trying to line his own pockets while he was corruptly trying to rig the 2020 election in Donald Trump’s favor. This is going to make things almost shockingly easy for Rudy’s trial jury.
We’ll see if Donald Trump decides to stick his neck out by trying to pardon Rudy Giuliani, which would trigger a court battle over whether a president can pardon his own alleged co-conspirators – and the outcome of that court ruling could end up costing Trump his ability to pardon his kids on his way out the door. But even if Rudy is pardoned on federal charges, there are surely New York State charges waiting for him.

Trump claims he is victim of COUP as he escalates criticism of the Democrat‘s impeachment inquiry – Wellston Journal

on Tuesday accused Democrats of staging a ‘coup’ by launching an impeachment inquiry centered on his dealings with .
Trump tweeted on Tuesday: ‘As I learn more and more each day, I am coming to the conclusion that what is taking place is not an impeachment, it is a COUP, intended to take away the Power of the People, their VOTE, their Freedoms, their Second Amendment, Religion, Military, Border Wall, and their God-given rights as a Citizen of The United States of America!’
The president has escalated his rhetoric on social media in recent days as the Democratic-led House of Representatives deals with more revelations involving the administration’s role in the Ukraine scandal.
On Monday, he suggested Democratic Rep. Adam Schiff was guilty of treason.
But the Constitution is clear that treason is not the same as disloyalty.
And an agitated Trump was very publicly blurring the two as he tweeted against his critics and the House impeachment push.
Trump also suggested that any effort to oust him could lead to civil war, part of a weekend barrage of tweets that offered a window into his raw emotions.
Trump was anything but subtle in taking on Schiff, the chairman of the House Intelligence Committee and a longtime nemesis.
‘Arrest for Treason?’ Trump tweeted of the California Democrat.
It was Trump’s latest objection to Schiff’s summation of a rough transcript in which the president on July 25 pressured Ukraine’s leader to investigate Joe Biden’s son.
A day earlier, Trump had groused: ‘I want Schiff questioned at the highest level for Fraud & Treason.’
Trump on Tuesday stepped up his demand to know the identity of the whistle-blower who outed his call with the Ukrainian president, asking why he wasn‘t entitled to ‘learn everything‘ about the person.
The president has called for the person to be publicly identified despite legal protections in place to protect against such a thing and concerns the person may be in physical danger because of their actions.
Trump again grumbled about the fact the whistle-blower was not on his call with Ukrainian President Volodymyr Zelensky and got in a shot at Speaker Nancy Pelosi and House Intelligence Committee Chairman Schiff during his complaint.
Trump‘s administration pushed back hard Tuesday against the impeachment probe threatening his presidency, accusing Democrats of trying to bully US diplomats into testifying against the White House.
Secretary of State Mike Pompeo pressed to prevent or delay five former or current State Department staffers from testifying in the House investigation probing accusations that Trump abused his office by seeking dirt from Ukraine on a 2020 election rival.
In a fiery letter, Pompeo accused three Democratic House committee heads conducting the impeachment inquiry of ‘an attempt to intimidate, bully and treat improperly the distinguished professionals of the Department of State.‘
The nation‘s top diplomat, a key Trump ally, declared: ‘I will not tolerate such tactics, and I will use all means at my disposal to prevent and expose any attempts to intimidate the dedicated professionals whom I am proud to lead and serve alongside at the Department of State.‘
But Democrats accused the top US diplomat of ‘stonewalling‘ the investigation and, according to media reports, scheduled interviews with at least two of the diplomats who both had direct involvement in the Ukraine matter.
Some Trump supporters cheered Pompeo’s muscular response to the Democrats.
But it also complicated the secretary’s own situation, coming the day after it was disclosed that he had listened in during Trump’s July phone call with Zelennsky that helped trigger the impeachment inquiry.
‘Any effort to intimidate witnesses or prevent them from talking with Congress – including State Department employees – is illegal and will constitute evidence of obstruction of the impeachment inquiry,‘ said three House chairmen, Adam Schiff of the intelligence committee, Eliot Engel of Foreign Affairs, and Elijah Cummings of Oversight.
They said that if he was on Trump’s call, ‘Secretary Pompeo is now a fact witness in the House impeachment inquiry.‘
And they warned, ‘He should immediately cease intimidating Department witnesses in order to protect himself and the President.‘
On Wednesday, the State Department’s inspector general is expected to brief congressional staff from several House and Senate appropriations, oversight, foreign affairs and intelligence committees on their requests for information and documents on Ukraine, according to an aide familiar with the planning. The inspector general acts independently from Pompeo.
The committees are seeking voluntary testimony from the current and former officials as the House digs into State Department actions and Trump’s other calls with foreign leaders that have been shielded from scrutiny.
It was the first major clash of the days-old impeachment probe, pointing to a dramatically mounting political and legal siege as Trump battles to save his presidency.
Trump faces the possibility of becoming only the third president ever impeached by Congress, which could lead to his going on trial in the Senate.
Democrats decided last week to seek impeachment after a whistleblower complaint, supported by a White House call transcript, showed Trump pressuring Ukraine Zelensky to supply him with politically useful dirt on Joe Biden.
Biden is the most likely Democrat to challenge Trump‘s reelection bid next year.
The first move of the three powerful House Democrats – Schiff, Engel, and Cummings – was to subpoena Pompeo and Trump‘s private lawyer Rudy Giuliani for documents and to summon the five diplomats to testify.
‘Secretary Pompeo was reportedly on the call when the President pressed Ukraine to smear his political opponent,‘ they said.
Pompeo‘s letter suggested that the committees could be forced to subpoena the five diplomats, and that the State Department and White House could seek to limit what they can talk about.
‘I will use all means at my disposal to prevent and expose any attempts to intimidate the dedicated professionals whom I am proud to lead,‘ Pompeo said.
But news reports said the State Department‘s former special envoy to Ukraine, Kurt Volker, would testify Thursday and that the ex-ambassador to Kiev, Marie Yovanovitch, would appear behind closed doors on October 11.
Volker had been sought by Giuliani to help pressure Zelensky, while Yovanovitch was removed earlier this year as ambassador after she reportedly resisted that effort.
The three committee heads warned Pompeo in a statement Tuesday that any effort to prevent witnesses from speaking to them was ‘illegal and will constitute evidence of obstruction of the impeachment inquiry.‘
Meanwhile Trump‘s personal lawyer Rudy Giuliani suggested he might not comply with a House subpoena issued on Monday.
Giuliani spent months earlier this year ing Ukraine officials to encourage them to investigate Biden, whose son had business ties to Ukraine.
While Pompeo and Giuliani battled the House committees, Trump stepped up his personal attacks on Schiff, the leader of the impeachment investigation, as well as the anonymous whistleblower.
‘Why isn‘t Congressman Adam Schiff being brought up on charges for fraudulently making up a statement and reading it to Congress,‘ he asked.
‘It is just another Democrat Hoax!‘
On Monday, Trump said the White House was trying to get more information on the whistleblower, whose identity is protected by law.
But politicians from both parties warned the president against threatening or attempting to unmask the whistleblower, who was reported to be a CIA analyst.
‘This person appears to have followed the whistleblower protection laws and ought to be heard out and protected,‘ said Republican Senator Chuck Grassley.
‘Folks just ought to be responsible with their words.‘
Trump has argued the whistle-blower‘s complaint was full of false information about his conversation with Zelensky despite the transcript of the July 25 call and statements from the White House showing the details offered by the whistle-blower were correct.
Little is known about the whistle-blower‘s identity other than it was a CIA officer who has been detailed to the White House and the agent, identified as a man, has returned to working at the CIA, the .
The Whistleblower Protection Act of 1989 allows whistle-blowers to stay anonymous if they fit into a prescribed category, such as fear for their safety.
Lawyers for the White House whistle-blower have said the person fears just that.
Trump told reporters on Monday the White House is trying to find out the identity of the whistle-blower.
‘We‘re trying to find out who the whistleblower is who reports things incorrectly,‘ he said in the Oval Office. ‘The statement I made to the president of Ukraine, good man, nice man, knew, was perfect. It was perfect. But the whistleblower blower reported a totally different statement, like the statement was not even made.‘
Separately, the Justice Department disclosed that Trump recently asked Australian Prime Minister Scott Morrison and other foreign leaders to help Attorney General William Barr with an investigation of the origins of the Russia investigation that has shadowed his administration for more than two years.
Justice spokeswoman Kerri Kupec said Trump made the calls at Barr’s request.
Trump was requesting help for U.S. Attorney John Durham’s investigation into the origins of special counsel Robert Mueller’s probe into Russian interference in the 2016 election.
The investigation outraged Trump, who cast it as a politically motivated ‘witch hunt.‘
The Russia probe remains Trump’s motivating factor, according to Tom Bossert, the president’s former homeland security adviser.
‘I honestly believe this president has not gotten his pound of flesh yet from past grievances on the 2016 investigation,‘ Bossert said Sunday on ABC.
‘If he continues to focus on that white whale, it’s going to bring him down.‘
Barr‘s efforts to probe the events at the start of the probe took him to Rome, where he listened to a taped deposition of mysterious Maltese professor Joseph Mifsud.
Barr, who mentioned repeatedly during his infamous July 25 call withe the president of Ukraine where he sought an investigation into the Bidens, traveled to along with U.S. Attorney John Durham of Connecticut, who is heading the investigation of alleged FBI misconduct.
While in Rome, he met with Italian prosecutors at a hastily-planned meeting, where the two officials were particularly interested in what the Italians knew about Mifsud, the reported.

Declassified by order of the President‘ September 24, 2019
MEMORANDUM OF TELEPHONE CONVERSATION
SUBJECT: Telephone Conversation with President Zelenskyy of Ukraine
PARTICIPANTS: President Zelenskyy of Ukraine
Notetakers: The White House Situation Room
DATE, TIME AND PLACE: July 25, 2019, 9:03 – 9:33 a.m. EDT Residence
The President: Congratulations on a great victory. We all watched from the United States and you did a terrific job. The way you came from behind,  somebody who wasn‘t given much of a chance, and you ended up winning easily. It‘s a fantastic achievement. Congratulations.
President Zelenskyy: You are absolutely right Mr. President. We did win big and we worked hard for this. We worked a lot but I would like to confess to you that I had an opportunity to learn from you. We used quite a few of your skills and knowledge and were able to use it as an example for our elections – and yes it is true that these were unique elections. We were in a unique situation that we were able to achieve a unique success. I‘m able to tell you the following; the first time, you called me to congratulate me when I won my presidential election, and the second time you are now calling me when my party won the parliamentary election. I think I should run more often so you can call me more often and we can talk over the phone more often.
The President: [laughter] That‘s a very good idea. I think your country is very happy about that.
President Zelenskyy: Well yes, to tell you the truth, we are trying to work hard because we wanted to drain the swamp here in our country. We brought in many many new people. Not the old politicians, not the typical politicians, because we want to have a new format and a new type of government . You are a great teacher for us and in that.
The President: Well it is very nice of you to say that. I will say that we do a lot for Ukraine. We spend a lot of effort and a lot of time. Much more than the European countries are doing and they should be helping you more than they are. Germany does almost nothing for you. All they do is talk and I think it‘s something that you should really ask them about. When I was speaking to Angela Merkel she talks Ukraine, but she doesn‘t do anything. A lot of the European countries are the same way so I think it‘s.something you want to look at but the United States has been very very good to Ukraine. I wouldn‘t say that it‘s reciprocal necessarily because things are happening that are not good but the United States has been very very good to Ukraine.
President Zelenskyy: Yes you are absolutely right. Not only 100%, but actually 1000% and I can tell you the following; I did talk to Angela Merkel and I did meet.with her. I also met and talked with Macron and I told them that they are not doing quite as much as they need to be doing on the issues with the sanctions. They are not enforcing the sanctions. They are not working as much as they should work for Ukraine. It turns out that even though logically, the European Union should be our biggest partner but technically the United States is a much bigger partner than the European Union and I‘m very grateful to you for that because the United States is doing quite a lot for Ukraine. Much more than the European Union especially when we are talking about sanctions against the Russian Federation. I would also like to thank you for your great support in the area of defense. We are ready to continue to cooperate for the next steps. specifically we are almost ready to buy more Javelins from the United States for defense purposes.
The President: I would like you to do us a favor though because our country has been through a lot and Ukraine knows a lot about it. I would like you to find out what happened with this whole situation with Ukraine, they say Crowdstrike … I guess you have one of your wealthy people… The server, they say Ukraine has it. There- are a lot. of things that went on, the whole situation. I think you are surrounding yourself with some of the same people. I would like to have the Attorney General call you or your people and I would like you to get to the bottom of it. As you saw yesterday, that whole nonsense ended with a very poor performance by a man named Robert Mueller, an incompetent performance, but they say a lot of it started with Ukraine. Whatever you can do, it‘s very important that you do it if that‘s possible.
President Zelenskyy: Yes it is very important for me and everything that you just mentioned earlier. For me as a President, it is very important and we are open for any future cooperation. We are ready to open a new page on cooperation in relations between the United States and Ukraine. For that purpose, I just recalled our ambassador from United States and he will be replaced by a very competent and very experienced ambassador who will work hard on making sure that our two nations are getting closer. I would also like and hope to see him having your trust and your confidence and have personal relations with you so we can cooperate even more so. I will personally tell you that one of my assistants spoke with Mr Giuliani just recently and we are hoping very much that Mr. Giuliani will be able to travel to Ukraine and we will meet once  he comes to Ukraine. I just wanted to assure you once again that you have nobody but friends around us. I will make sure that I surround myself with the best and most experienced people. I also wanted to tell you that we are friends. We are great friends and you Mr. President have friends in our country so we can continue our strategic partnership. I also plan to surround myself with great people and in addition to that investigation, I guarantee as the President of Ukraine that all the investigations will be done openly and candidly. That I can assure you.
The President: Good because I heard you had a prosecutor who was very good and he was shut down and that‘s really unfair. A lot of people are talking about that, the way they shut your very good prosecutor down and you had some very bad people involved. Mr. Giuliani is a highly respected man. He was the mayor of New York City, a great mayor, and I would like him to call you. I will ask him to call you along with the Attorney General. Rudy very much knows what‘s happening and he is a very capable guy. If you could speak to him that would be great. The former ambassador from the United States, the woman, was bad news and the people she was dealing with in the Ukraine .were bad news so I just want to let you know that. The other thing, There‘s a lot of talk about Biden‘s son, that Biden stopped the prosecution and a lot of people want to find out about that so whatever you can do with the Attorney General would be great. Biden went around bragging that he stopped the prosecution so if you can look into it … It sounds horrible to me.
President Zelenskyy: I wanted to tell you about the prosecutor. First of all I understand and I‘m knowledgeable about the situation. Since we have won the absolute majority in our Parliament, the next prosecutor general will be 100% my person, my candidate, who will be approved by the parliament and will start as a new prosecutor in September. He or she will look into the situation, specifically to the company that you mentioned in this issue. The issue of the investigation of the case is actually the issue of making sure to restore the honesty so we will take care of that and will work on the investigation of the case. On top of that, I would kindly ask you if you have any additional information that you can provide to us, it would be very helpful for the investigation to make sure that we administer justice in our country with regard to the Ambassador to the United States from Ukraine as far as I recall her name was Ivanovich. It was great that you were the first one. who told me that she was a bad ambassador because I agree with you 100%. Her attitude towards me was far from the best as she admired the previous President and she was on his side. She would not accept me as a new President well enough.
The President: Well, she‘ s going to go through some things. I will have Mr. Giuliani give you a call and I am also going to have Attorney General Barr call and we will get to the bottom of it. I‘m sure you will figure it out. I heard the prosecutor was treated very badly and he was a very fair prosecutor so good luck with everything. Your economy is going to get better and better I predict. You have a lot of assets. It‘s a great country. I have many Ukrainian friends, their incredible people.
President Zelenskyy: I would like to tell you that I also have quite a few Ukrainian friends that live in the United States. Actually last time I traveled to the United States, I stayed in New York near Central Park and I stayed at the Trump Tower. I will talk to them and I hope to see them again in the future. I also wanted to thank you for your invitation to visit the United States, specifically Washington DC. On ,the other hand, I also wanted to ensure you that we will be very serious about the case and will work on the investigation. As to the economy, there is much potential for our two countries and one of the issues. that is very important for Ukraine is energy independence. I believe we can be very successful and cooperating on energy independence with United States. We are already working on cooperation. We are buying American oil but I am very hopeful for a future meeting. We will have more time and more opportunities to discuss these opportunities and get to know each other better. I would like to thank you very much for your support .
The President: Good. Well, thank you very much and I appreciate that. I will tell Rudy and Attorney General Barr to call. Thank you. Whenever you would like to come to the White House, feel free to call. Give us a date and we‘ll work that. out. I look forward to seeing you.
President Zelenskyy: Thank you very much. I would be very happy to come and would be happy to meet with you personally and I get to know you better. I am looking forward to our meeting and I also would like to invite you to visit Ukraine and come to the city of Kyiv which is a beautiful city. We have a beautiful country which would welcome you. On the other hand, I believe that on September 1 we will be in Poland and we can meet in Poland hopefully. After that, it might be a very good idea for you to travel to Ukraine. We can either take my plane and go to Ukraine or we can take your plane, which is probably much better than mine.
The President: Okay, we can work that out. I look forward to seeing you in Washington and maybe in Poland because I think we are going to be there at that time.
President Zelenskyy: Thank you very much Mr. President.
The President: Congratulations on a fantastic job you‘ve done. The whole world was watching. I‘m not sure it was so much of an upset but congratulations.
President Zelenskyy: Thank you Mr. President bye-bye.

Italian plot to create new Nazi party uncovered, police say

Italian police say they have uncovered a plot to form a new Nazi party and seized weapons including rifles and swords in searches across the country.
Officers raided the homes of 19 suspects. They also also found Nazi flags and books on Hitler and Italian fascist leader Benito Mussolini.
The target was the self-styled Italian National Socialist Workers’ Party. The number of arrests made is not clear.
Monitors say anti-Semitic attacks and neo-Nazi activity are rising in Italy.
Operation Black Shadows by anti-terrorism and anti-mafia police was carried out across the country, from Milan to Sicily, after two years of investigations.
The self-styled party aimed to form a pan-European alliance with other xenophobic and anti-Semitic groups, police said, without revealing how many people had joined it.
One suspect allegedly had links with the ‘Ndrangheta criminal network while another, a 50-year-old woman, called herself Hitler’s sergeant-major.
In July, police seized an air-to-air missile and other sophisticated weapons as well as neo-Nazi propaganda during raids on far-right extremist groups in northern Italy.
Thursday’s operation comes after Liliana Segre, an 89-year-old senator who survived the Holocaust, was given police protection after reporting up to 200 hate messages a day.
She called for a parliamentary committee to combat hatred and anti-Semitism, which was approved without the support of members of the nationalist League party, led by Matteo Salvini, the centre-right Forza Italia and the far-right Brothers of Italy.
The country’s Observatory on Anti-Semitism reported 190 anti-Semitic attacks in the first nine months of the year – more than double those in 2017. Italy has a population of about 30,000 Jews, and more than 7,500 Italian Jews died during the Holocaust.
